25 FTA Grant Programs Section 5303/ Metropolitan Planning Program Provides funding to support cooperative, continuous, and comprehensive planning for making transportation investment decisions in metropolitan areas 5304 Statewide Planning Program Provides financial assistance to States for Statewide transportation planning and other technical assistance activities. 27 FTA Grant Programs Section 5311: Non-Urbanized Area Formula Purpose: Support public transportation in rural areas, with population of less than 50,000. Eligible Subrecipients State or local governmental authority nonprofit organization operator of public transportation or intercity bus service that receives federal transit program grant funds indirectly through a recipient. 28 FTA Grant Programs Section 5311(f): Intercity Bus Regularly scheduled bus service for the general public which operates with limited stops over fixed routes connecting two or more urban areas not close in proximity, which has the capacity for transporting baggage carried by passengers, and which makes meaningful connections with scheduled intercity bus service to more distant points, if such service is available.

41 Guidance Update 2010 Census FY 2012 formula allocations based on 2000 Census data and designations. The 2010 Census UZA designations and populations will be used for FTA formula funds no earlier than FY Census released its list of Urbanized Areas (UZAs) in March FTA published a summary of potential impacts FTA is currently working on guidance to assist current small UZAs designated as large UZAs due to the 2010 Census.

LYNX Orlando ( LYNX) Project: State Road 50/UCF Connector AA, Grant Amount: $1,200,000 The study will examine the 21.5-mile east-west segment along State Road 50 between the University of Central Florida in Orange County, passing through downtown Orlando and connecting with two SunRail stations south of SR 50. The study is in response to population and employment growth.

Upgrade maintenance facility.

54 Livable Communities Initiative Enhance the economic and social well being of all Americans by creating and maintaining a safe, reliable, integrated and accessible transportation network that enhances choices for transportation users, provides easy access to employment opportunities and other destinations, and promotes positive effects on the surrounding community. Under the Initiative, Federal policy will enable communities to: Provide more transportation choices Promote equitable and affordable housing Enhance economic competitiveness Target resources to existing communities Coordinate and leverage federal policies and investments Value unique characteristics of communities, no matter their size

55 Livable Communities Initiative Eligiblity/Purpose Interagency Partnership for Sustainable Communities (DOT-HUD-EPA) Highlights need for coordinated federal programs to increase transportation choices, promote affordable housing, and invest in existing communities. Technical assistance, research and regional pilot programs. The Money Nearly $300 million FTA funds for bus and rail capital projects. (e.g. Urban Circulator and Bus Livability Programs) Additional DOT, HUD or EPA funding available to support specific livability planning efforts.

56 Environmental Sustainability Eligibility/Purpose Transit plays a key role in supporting sustainability efforts, through environmental benefits and energy savings. Assist state and local governments in providing environmentally sustainable transportation solutions. Support environmentally sustainable policies and investments that reduce carbon and other harmful emissions from transportation sources. The Money FTA funding included: TIGGER I, II and III: $287 Million of FTA funds for capital investments to reduce the energy consumption or greenhouse gas emissions. Clean Fuels Program

57 State of Good Repair Eligibility Recapitalization and maintenance issues, asset management practices and innovative financing strategies. Measuring the condition of transit capital assets, prioritizing local transit re-investment decisions and preventive maintenance practices. Best asset management practices and integrated decision making to prioritizes maintaining existing assets. The Money In FY 2012, up to $650 Million in FTA funding made available to finance SGR projects.

58 American Recovery and Reinvestment Act President Obama signed the American Recovery and Reinvestment Act (ARRA) in February The Money FTA has awarded over 1,000 grants for over $8.6 billion. All transit formula funds provided by ARRA have been "obligated" or committed to specific transit projects. Florida: $316 M in FTA formula funding. All ARRA funds to be expended by 30 Sept. 2013

65 ADA AND BUS BENCHES Section F.S. A municipality may authorize the installation of bus benches and transit shelters with advertising within the right of way limits.. All installations shall be in compliance with applicable laws and rules, without limitation, the Americans with Disabilities Act Municipalities shall hold harmless the FDOT from any suits, actions or proceedings related to the installation, removal or relocation of such installations

66 ADA AND BUS BENCHES The FDOT has the authority to direct immediate relocation or removal of any bus stop, bench, transit shelter.. If a municipality or county fails to comply with the FDOT s direction, the FDOT shall remove the noncompliant installation, charge the cost of the removal to the municipality and may deduct or offset the costs from any other funding Rules identify requirements for prior notification before removal

68 BUSES ON SHOULDERS Section (5) F.S. The FDOT and expressway authorities are authorized to designate use of shoulders of limited access facilities and interstate highways under their jurisdiction. Appropriate traffic signs or dynamic lane control signals shall be erected along those portions of the facility affected to give notice to the public of the action to be taken, clearly indicating when the shoulder is open to designated vehicular traffic
