2 What is Rural? PROGRAM OVERVIEW Incorporated Populations Business Programs under 50,000 Single Family Housing under 35,000 Community Facilities under 20,000 Water and Wastewater under 10,000 * Tribal and Unincorporated areas are considered rural.

3 Arizona s Small Business Guaranteed Loans Lender Driven Hotels, Manufacturing, Services, Local Rural Business Development Grants Intermediary Relending or RMAP Value Added Producer Grant Municipal, Non-Profit, Cooperatives, Tribal Municipal, Non-Profit or Tribal Small Business, Coop or collective Planning, Technical Assistance, Direct Business Assistance or Relending Establishes or expands relending programs and T/A Operating Capital for branding new or altered products. Local - $50K-$60K Local -1% loans/20yrs Local- $1 to $1 match Rural Energy America Program Direct Grants and/or Guaranteed Loans for small business Renewable energy projects or efficiency upgrades to on going businesses. Local- 25% of project cost up to $500k Socially Disadvantaged Group Grants Farming collectives, co-ops, tribes Feasibility Studies, Tech Assist, Planning, Training, etc. National- $1-$1 match

6 Community Facilities (CF) Program CF Loan and or Grant Examples: Food Banks, Vehicles & Equipment Flagstaff Family Food Bank Health Facilities Regional Border Health Clinic Public Safety- Yarnell Fire District Springerville Fire Truck Civic City Halls, Libraries, Community Centers Bullion Museum, Miami, AZ Education Schools, Colleges, Museums Desert Star School, Cornville, AZ STAR School, Leupp, AZ

7 Community Facility Loans and Grants- Populations under 20,000 Eligible applicants- Tribes, local governments, Non-Profits. Applications accepted year round- directly to local staff for processing- Typically funds available Dec-July Loan term based on life of equipment or facility up to 40 years. Interest rates typically around 3-4%. Amount limited to capacity of borrower to repay and value of asset. *Test for credit required for loan or grant. Grant requires a leverage varies from 25% up to 65% based on population and MHI. Priority to smaller and very low income communities. RD Loans can serve as the match. Grants typically around $50, per year. Typically funded as they are ready. May move to priority list.

8 Promoting Rural Health USDA Rural Development promotes rural health by supporting local ag producers to encourage local markets and local foods and by funding state-of-the-art health care facilities across the state.
