Mr. Tingle stated that he would not participate in the discussion of the Marina property due to a conflict of interest. The EDA re-entered Open Session at 9:20 a.m. 2. Closed Session Certification A motion to Approve was made by Mr. Warner, the motion result was Passed. The EDA authorized the investment of up to $250,000 in the Marina Property. A motion to Authorize was made by Ms. Carson, the motion result was Passed. 6 F. NEW BUSINESS 1. Start Peninsula Memorandum of Understanding A motion to Approve was made by Ms. Carson, the motion result was Passed. AYES: 7 NAYS: 0 ABSTAIN: 0 ABSENT: 0 Ayes: Carson, Gerhardt, Harris, Montgomery, Odle, Warner, Tingle Mr. Hlavin gave a brief overview of the Memorandum of Understanding included in the Agenda Packet. He identified some areas of the agreement that his office felt were substandard; however, it has already been approved by the other EDAs and there is not a legal impediment to approving it. 2. Quarterly Arts Report Included in the Agenda Packet was a quarterly Arts Report from Arts Month Coordinator, Terri Buntrock. No action is required. 3. Google Street View for Business A motion to Approve was made by Mr. Montgomery, the motion result was Passed. AYES: 7 NAYS: 0 ABSTAIN: 0 ABSENT: 0 Ayes: Carson, Gerhardt, Harris, Montgomery, Odle, Warner, Tingle Ms. Sipes gave an overview of the memorandum included in the Agenda Packet. She stated that an applicant would fill out an application and include the bid from the Googlecertified photographer. General discussion ensued including which line item in the budget the funds would come from. Mr. Tingle recommended that the Business Assistance Fund line item be utilized for funding. The EDA authorized up to $10,000 maximum to be used for this project, with an individual applicant amount of $500. G. OLD BUSINESS 1. Adoption of Proposed FY 17 EDA Budget A motion to Approve was made by Mr. Warner, the motion result was Passed. AYES: 7 NAYS: 0 ABSTAIN: 0 ABSENT: 0 Ayes: Carson, Gerhardt, Harris, Montgomery, Odle, Warner, Tingle Mr. Tingle and Mr. Seymour gave a brief overview of the changes to the budget layout since the previous meeting. Mr. Tingle noted a few line items, which had not been used in a while, were reduced or removed. Ms. Lahr confirmed that the contributions for the Launchpad had previously been in the budget; however, it was not specifically listed since the EDA just acts as a pass-through. Mr. Tingle noted that the James River Commerce Center operating budget has gone up due to the payment received that will be utilized for the Columbia Drive road improvements.

7 Mr. Warner noted the declining funds in the accounts. As there were no other questions, Mr. Tingle recommended the EDA take action on the FY 17 EDA Budget. 2. Ladies Professional Golf Association Host Schedule Ms. Sipes gave an overview of the information included in the Agenda Packet. No action is required. At 9:45 a.m., Mr. Warner and Mr. Montgomery left the meeting due to previous engagements. H. LIASION REPORTS 1. Greater Williamsburg Chamber & Tourism Alliance No activity to report. 2. Planning Commission Mr. Harris gave an update on the recent Planning Commission meeting. He also stated that the Policy Committee would be meeting today and reviewing the PUD-C changes that were discussed last week. 3. Launchpad The Board of Directors meeting is scheduled for next week. 4. Greater Williamsburg Partnership Review is still ongoing for Bylaws and incorporation documents. The hope is that by next month there will be documents ready to go before the three EDAs. 5. RAISE Advisory Committee No activity to report. 6. James River Commerce Center Architectural Review Board No activity to report. 7. Real Estate Holdings No activity other than what was discussed regarding Columbia Drive. 8. Finance No activity other than the budget discussions. 9. Strategic Planning Advisory Group Ms. Carson stated that Phase 2 is almost complete. She stated that the last meeting was very efficient and the process is coming along. Mr. Tingle asked at what point the aspect would be discussed. Ms. Carson stated that she believes it is scheduled for early fall.

DATE: 6/9/2016 TO: FROM: SUBJECT: The Authority Kate Sipes, OED Assistant Director LPGA Tournament Wrap Up The 2016 Kingsmill Championship was May 16-22, with the EDA s Skybox open Thursday through Sunday May The weather was less than perfect this year, but the golf was still impressive. Here is an overview of attendance: 246 invitations were sent to invitees and their guests The EDA had 96 pairs of wristbands for the skybox that came with the sponsorship An additional 4 pairs of wristbands were added by Kingsmill, due to the response we received from the joint guests (those both the EDA and Kingsmill would invite separately, but we coordinate so they receive one joint invitation from both of us) 100 pairs of wristbands were issued to guests who responded to the invitation 65 invitees attended the skybox with their guests Of those 65, 34 represented existing businesses, 18 represented attraction efforts, 10 represented government, and 3 others were comprised of representatives from the Association for Manufacturing Excellence or recent retirees of existing businesses. Of the 10 government representatives, 6 were from state agencies, 2 from regional entities, and 2 from James City County. These numbers do not include EDA members or OED staff also present in the skybox. Seymour, OED Director COB Planning Discussion Annual Celebration of Business Event: Typically held between October and November of each year at the Jamestown Settlement Rotunda. Because the EDA is not charged a fee to hold the event at Jamestown, and given the typical number of participants, staff recommends that the EDA continue to hold the event at Jamestown. With the EDA's direction, staff can focus this year on changes to the actual event, including the agenda, menu, invitees and nominating procedures. Staff recommends that a date in October be set as soon as possible. This would allow the event to take place following the joint EDA/BOS Work Session and avoid being to close to the holidays. 21 M E M O R A N D U M DATE: June 9, 2016 TO: FROM: SUBJECT: The Authority Russell Seymour, Director, Office of June Director s Report Planned Unit Development Commercial (PUD-C) Zoning Ordinance Changes: Proposed revised language for PUD-C has been recommended for approval by both the Policy Committee of the Planning Commission and the full Planning Commission. The revised language is scheduled for the June 28, 2016 meeting of the Board of Supervisors. The proposed language adds manufacture, compounding, processing or packaging of beverages or food and food products, but not slaughter of animals, where all activities are conducted in a fully enclosed building, with no dust, noise, odor or other objectionable effect as a permitted use and manufacture, compounding, processing or packaging of beverages or food and food products, but not slaughter of animals as a specially permitted use in PUD-C zoned areas. Food Truck Ordinance: Proposed ordinance language to permit food trucks in James City County is being developed by planning staff for consideration by the Planning Commission and Board of Supervisors. The Board requested staff to research possible regulations applicable to M-1, M-2 and PUD-C districts only at this time. Draft language is expected to be presented to the Policy Committee in August, with a Committee discussion also scheduled for the July meeting of the Policy Committee. Following the Policy Committee action, proposed ordinance language will proceed to the full Planning Commission and finally the Board of Supervisors. Columbia Drive/Green Mount Parkway: Columbia Drive Staff continues to work toward the acceptance of Columbia Drive into the state maintenance system. Several meetings and discussions have taken place over the last month to maintain progress. The Virginia Department of Transportation (VDOT) has determined that the road is eligible for state maintenance in spite of having low traffic counts. The remaining obstacle is to complete the list of repairs needed to ready the property for final inspection. Green Mount Parkway On May 10, staff met with Ken Shannon, Glenn Brooks of VDOT and representatives of James City County Police to discuss ways to regulate truck traffic at the end of the state maintained portion of the road. Trucks have been parking along the road and attempting to turn around at the L Intersection. VDOT has graveled the end of the road and will be placing No Trucks Beyond this Point signs just past the main entrance to Haynes and No Parking signs at the end of the road. Google Street View: Per EDA action, staff has developed a marketing flyer and application form for the Google Street View 360 o Interior Virtual Tour for Business grant funding. Materials are attached. Anheuser-Busch Networking Event: On May 25, staff had the opportunity to attend a networking event hosted by Anheuser-Busch. The event provided the opportunity for local representatives to meet with several new members of the brewery s management staff, including Bryan Derr, the new Plant Manager. In meeting with Bryan Derr earlier in the Month, he conveyed to me his plans for the local operation and discussed ways that we might be able to assist their efforts.

22 June Director s Report June 9, 2016 Page 2 Our Transportation Challenge: The Offices of James City County, York County and the City of Williamsburg joined the Greater Williamsburg Chamber and Tourism Alliance in sponsoring a panel discussion regarding regional transportation. Speakers included Congressman Rob Wittman, Delegate David Yancey, Delegate Monty Mason and Kevin Page of the Hampton Roads Transportation and Accountability Commission. A second event is being planned for this fall. The Miller Group: I had the opportunity to meet with representatives from the Miller Group to discuss the possibility of working with them on the development of the EDA parcel. As you will recall, the EDA parcel has an approved virtual site building plan for up to 150,000 square feet. One comment we continually hear from prospects is the need for an existing building. Currently, the County has only one industrial building on the market over 50,000 square feet. The meeting went very well and the idea shows a lot of promise. The next step will be to schedule a meeting between the firm and the EDA s Real Estate Committee. Marketing: The Office of (OED) is working with Pritchard and Volk and the James City County Communications Office on the development of a series of short videos covering topics such as location, growth and commitment to business. The videos will be ed to selected points of contact and included on the OED website. Additionally, a drone flyover is being planned to highlight available sites within the County, quality of life and selected tourism-related areas. Greater Williamsburg Partnership: The draft Bylaws and Articles of Incorporation have been prepared by Vernon Geddy. They are currently being reviewed by the three OED Directors and EDA Chairs. GWP Targeted Industry Study: On June 1, the three Directors held a conference call with representatives of Market Street Services. Market Street Services is the firm that has been selected to conduct the regional Target Industry Analysis. Weekly conference calls have been set and current plans call for the firm to visit the region June to conduct interviews and meet with various focus groups. The anticipated completion date for the study is mid-september. Ribbon Cuttings: The OED organized two ribbon cuttings between mid-may and the first of June. Williamsburg Jamestown Airport Completion and opening of the new airport access road on May 11. Life is Good opened a new store front on Main Street in New Town on June 4. Sales/Leases: Sola Salon Studios leased 6,500 square feet of space on Main Street in New Town. Pho 79 leased 3,300 square feet of space on Main Street in New Town. National Optical leased 2,000 square feet at Marketplace Shoppes on Monticello Avenue. Landscape Innovations Group leased 1,200 square feet of office space on Old Colony Lane. AALIM LLC leased 1,100 square feet of office space on Discovery Park Boulevard. USA Government leased 1,100 square feet of office space in the Busch Corporate Center. Wedding Company of Williamsburg leased office space at 5273 John Tyler Highway (Williamsburg Crossing). 24 GOOGLE STREET VIEW 360 o INTERIOR VIRTUAL TOUR FOR BUSINESS James City County Authority Grant The James City County Authority (EDA) is partnering with Google to provide increased online visibility for James City County businesses. Google is offering companies of all sizes an opportunity to showcase a virtual tour of the interior of their business. According to a study done by Google in July 2015, Virtual tours help double interest in business listings and when searching for restaurants and hotels online, 62% of people use Google. Google is also #1 for local searches. The photography for a 360 o Interior Virtual Tour on Google must be taken by a Google Trusted Photographer (GTP). These photographers charge a fee to capture panoramic photography, then the GTP has access to the Google software program that enables them to develop the virtual tour from the still panoramic photographs. The GTP then posts the tour to the business Google listing. Businesses can embed the entire Google Street View 360 o Interior Virtual Tour to their websites and social media for no additional charge. GRANT DETAILS In order to leverage marketing dollars, the James City County EDA is offering matching grants to James City County businesses to assist with the upfront photography costs needed to develop a virtual tour. The grant program awards 50% matching grants, up to $500 per business. The EDA has appropriated $10,000 for matching grant funds. Grants will be awarded for work performed after approval of the application for funds. All projects must be completed within 6 months of approval. Funds will be awarded to the grantee only upon satisfactory completion of the project in accordance with the approved application. The grantee must submit copies of all paid invoices/receipts in order to receive reimbursement of the approved amount. Non-profit organizations may not apply. Only one application is permitted per business. Grant funds are intended for costs related to interior photography only.

25 GRANT QUALIFICATION CRITERIA Businesses must be located in James City County, have a current County Business License, be a for-profit entity and be current on all County taxes. Grant recipients will be given access to and full use of their still images by the chosen photographer. By accepting grant funds, grantees agree to allow the Office of Economic Development and/or the EDA to use these still images as well for the purposes of promoting commerce in James City County. Uses may include printed materials, websites, presentations and any other means. Priority will be given to businesses that do not currently have interior virtual tours online. This program is not intended for updating prior virtual tours. The same business may not receive more than one grant. Application must be made using the Application Form developed by the James City County Office of for purposes of this program. Only completed applications will be considered. GRANT APPLICATION PROCESS Applicant must first download and print the approved application. 1. Applicant contacts at least two of Virginia s Google Trusted Photographers (GTP) and receives quotes for the interior photography to be completed. Matching grant funds will not exceed $500 or 50% of the interior photography as quoted, whichever is lower. 2. Applicant completes, signs and submits the grant application, attaching the quotes, via (yesjcc@jamescitycountyva.gov), mail (JCC Office of, P.O. Box 8784, Williamsburg, VA 23187) or in person (JCC Government Complex, 101 Mounts Bay Road, Building D, Williamsburg, VA 23185). 3. JCC staff will send notification to the applicant acknowledging receipt of the application. 4. Applications will be reviewed on a monthly basis by JCC staff. 5. JCC staff will send notification to the applicant informing them of the decision regarding the funding request. If the funding was approved, this notification will also serve as the authority for the grantee to begin the project and will begin the 6-month timeline for completion. 6. The chosen Google Trusted Photographer (GTP) completes the project as quoted. It is the grantee s responsibility to notify the GTP that work can commence. 7. Grantee pays the GTP in full and submits paid receipts and verification of payment made to the JCC Office of. 8. JCC staff will verify completion of the project, review all submitted documentation, and process payment to the grantee.
