5 Application for Funds - Purpose To provide services and supports to best ensure access to educational opportunities for all students Funding is for supplemental school improvement activities for districts participating in the IL-EMPOWER Pilot

6 Application for Funds Data and Goals Districts must submit a completed needs assessment using multiple data sources. This could be an existing school improvement plans with data analysis, but, at minimum, must include IBAM Rubric completion, Equity Analysis (e.g., an analysis of allocation of resources and access to educational opportunities for students) with supporting or identified data sources Pilot districts are required to describe no less than two goals in which they wish to investigate and identify evidence of success for each goal All grant activities must be completed no later than August 30, 2018.

7 Application for Funds Expenses Title I Part A funds are for the purpose of supplemental school improvement activities To provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps. Allowable Expenses Academic Support for At Risk Students Support Staff for TI Programs TI Program Supplies and Materials TI Parent and Family Engagement Professional Development aligned with TI

8 Application for Funds Unallowable Expenses Supplies and Materials Food and refreshments for staff activities, including working lunches Costs for basic reading series or materials for core instruction Promotional items, such as T-shirts, caps, tote bags, imprinted pens, and key chains Door prizes, movie tickets, gift certificates, pass to amusement parks, etc. Ceremonies, banquets, or celebrations Professional Development PD that is stand-alone, 1-day, or short-term workshops not aligned to a schoolwide plan or school improvement initiative

10 Application for Funds - Examples Teacher support activities Comprehensive induction or support programs for teachers Mentoring, observation opportunities Adding time to the day to support collaborative planning time for teachers Job embedded professional development Time and/or assistance in using data in effective ways to drive instructional decisions Schools with the greatest need for support Implementing rigorous interventions Preparing low-achieving students to participate successfully in advanced coursework

11 Application for Funds - Examples Family and community engagement activities Family literacy programs Parent leadership academies In-home visits, transportation or child care costs to enable parents to participate in parental engagement programs Implementation of community school model Hiring a coordinator to facilitate delivery of health, nutrition, and social services to students in partnership with local service providers

12 Application for Funds - Next Steps Submit the completed needs assessment using multiple data sources to your school support manager Identify and articulate goals (in the application for funds (attachment 3) Select a Professional Learning Partner that can support your identified goals Information on Professional Learning Partners is located at School Support Managers are available to assist in any portion of this work ISBE staff will follow up with you regarding the process of selection and initiating the work with a Professional Learning Partner

15 LEA s (District) Roles: Know/Understand the Law Supplement vs. Supplant Allowable use of funds Submit Application by March 30, 2018 Term of grant - March 1 August 30, 2018 Grant start date is submission date of grant, assuming the application is substantially approvable. Failure to submit by the due date with all information may delay the approval process.

16 IL-EMPOWER Application Purpose Each local educational agency desiring assistance under this subpart shall submit an application to the State educational agency that contains such information as the State educational agency may require (ESEA of 1965 as Amended, Sec. 1423).
