1 FUNDING MANAGER Part time position 28hrs per week Location: The Rocks, Sydney Salary: $70,000 pro rata +superannuation Regional Arts NSW is seeking a highly experienced Funding Manager to administer our regional arts grants programs. This is a key senior position in our team and requires demonstrated high level of skill and experience with grants management systems and procedures, reporting and financial administration. An extensive knowledge of data bases and on-line grants management tools is essential. In addition, the successful applicant will be required to provide support and advice to the NSW network of 14 Regional Arts Boards, along with providing advice to applicants on the programs administered by RANSW plus a broad range of grants available from other agencies. An initial employment contract to December, 2016 is being offered for this position with a three month probationary period. Further on-going employment is subject to funding. Regional Arts NSW office is located at The Rocks, Sydney. It is the peak body and service and support agency for 14 Regional Arts Boards across the state. 2 POSITION DESCRIPTION POSITION: REPORTS TO: Funding Manager Chief Executive Officer The Funding Manager is a senior member of the RANSW team and is responsible for the overall management of the grants programs administered by RANSW. The position works closely with the Finance Manager, the Administration and Communications Officers and liaises with the network of Regional Arts Development Officers on all matters pertaining to grants management. 1. ORGANISATIONAL RELATIONSHIPS: The Funding Manager is a leading position that acts within an internal and external environment. a. Internal: Responsible to the Chief Executive Officer. Internally, the Funding Manager will liaise with the: CEO Finance Manager Administration Officer Communications Officer Aboriginal Arts Development Officer b. External: Liaison/networking Externally the position liaises with: The network of Regional Arts Boards through their Regional Arts Development Officers. Regional Arts Australia and the Regional Arts Fund (RAF) Managers Group Ministry for the Arts, Attorney General s Department. Arts NSW State-based network organisations and associations. Other organisations as required. FREEDOM TO ACT: The position holder regularly consults with the CEO but works autonomously on a day to day operational basis. PRIMARY RESPONSIBILITIES: To manage and oversee the administration of the funding programs devolved to Regional Arts NSW by the federal and state governments. To monitor, review and research funding programs and provide advice on policy, program development, management and procedural practices in keeping with Commonwealth and State Agreements. To provide assistance to Government, business, kindred organisations, Regional Arts Network and community on matters relating to RANSW and other relevant funding programs. To develop and implement new programs and funding initiatives, as appropriate and within available resources. To promote and advocate for RANSW funding programs, as appropriate. Page 2

3 DUTIES: General Develop and maintain a cohesive and sustainable work plan for the administration and management of the state government programs, Country Arts Support Program (CASP) and the federal government programs, the Regional Arts Fund (RAF) and Quick Response Grants Program. Research, review and monitor arts and non-arts funding opportunities available in NSW to RANSW and its constituency. Develop appropriate resources that will assist grant-seekers including regular updating of the website grants calendar. Research, develop and implement new funding initiatives, as and when required Provide support for the preparation of all RANSW grant applications. Other duties, as directed by the CEO. In relation to management of the funding programs; Research, review and implement policy, systems and procedures for the efficient administration of CASP, RAF and the Quick Response Grants programs. Field enquiries and provide advice and assistance to applicants under the programs. Monitor the implementation of the funding programs and make recommendations for the adjustment of policy guidelines in keeping with agreements with State and Commonwealth Governments. Where necessary, undertake consultation with key stakeholders to refine policy guidelines and procedures for the funding programs. Oversee and coordinate the implementation of CASP, RAF and the Quick Response Grants Program and any other grant programs devolved to RANSW including: Monitor the decision making processes. Provide initial assessment and advice on applications to the CASP State Panel, RAF Assessment Panel and CEO on the Quick Response Grants Program. Co-ordinate the decision making processes for each program including CASP devolution to Regional Arts Boards, the State CASP Assessment Panel for the assessment of non-rado region applications and the RAF Assessment Panel. Co-ordinate advice of funding decisions and applications to successful and unsuccessful applicants for each program. Working closely with the Finance Manager, co-ordinate the payment of grant funds. Monitor the progress of all projects funded under RANSW Funding programs, including processing of variations and follow up of acquittal reports Provide reports in keeping with the requirements of state and commonwealth governments. Provide progress reports to the CEO and the RANSW Board of Directors regular meetings. Work with the Communications Officer (or equivalent) to promote the funding programs when and where appropriate Other duties as directed by the CEO In relation to additional projects; Maintain and develop the state-wide data base/gms/crm and provide training and help desk support to RANSW staff and the Regional Arts Boards. Develop effective research techniques appropriate to research projects. Scope, collect and analyse data, establishing data collection methods as and when appropriate. Other duties as directed by the CEO. Page 3

4 SELECTION CRITERIA Essential Criteria Demonstrated high level of expertise in the administration of grants programs including extensive experience with grants management systems, databases, Microsoft Office suite of computer programs and Smarty Grants or similar on-line programs. Knowledge of processes of project development, costing, implementation and management. Advanced skills in reporting and data manipulation through Microsoft Excel, Access or other similar software Demonstrated knowledge of arts funding programs in Australia and the arts sector more broadly. High level written and oral communication skills with a strong attention to detail and accuracy. Demonstrated high level customer service and interpersonal skills. Desirable Criteria Relevant qualifications in the arts AND/OR commensurate experience in the field. Ability to travel if required. Knowledge of protocols and procedures in regards to State and Federal government departments and Ministers. Page 4

Our stakeholders are the Regional Arts Boards, regional artists, arts organisations and their communities, arts funding agencies, state and national peak arts bodies and kindred organisations, local government and other industry sector and government bodies. Our goals are To develop sustainable Regional Arts Boards. To ensure equity of access to community arts and cultural development opportunities and resources. To support community diversity that distinguishes the varying needs of different groups of people who live in rural and regional NSW We underpin our work and base our relationships on the values of cooperation, collaboration and partnership, recognising the rights of Regional Arts Boards and regional communities to determine and self-direct their own arts and cultural development. RANSW receives funding from the NSW Government through Arts NSW and the Australian Government through the Regional Arts Fund.
