1 ADDENDUM 02: Thursday, April 6, 2017 IAA Request for Information (RFI) LAND DEVELOPMENT CONSULTATION Answers to the questions received by March 30, 2017 by 12:00 p.m. per the RFI deadline. Q1. I am a certified WBE through IDOA and the city of Indianapolis, providing natural resource consulting services. How can I be connected to firms who are interested in responding to the RFI as the prime, and need a company a natural resources sub-consultant to assist with the Scope of Work? A1. The Authority has no means to identity who is interested in responding to RFI. Respondents seeking assistance in achieving the supplier diversity participation goals are informed to visit the Indianapolis International Airport s Supplier Diversity website supplierdiversity.ind.com. They can also go directly to the City of Indianapolis ( VBE/Pages/VendorProfile.aspx) and the Indiana Department of Administration ( M/W/VBE certification list. Q2. Can you please provide me with the Memorandum of Understanding between the Authority and the City of Fishers? A2. The Authority anticipates issuing an addendum next week to include the Memorandum of Understanding between the Authority and the City of Fishers. All addendums will be posted to the Indianapolis Airport website. Q3. We do not understand purpose of the $20,000 Proposal Fee for a consulting role such as this request describes. Can this fee be eliminated from the Request for Information? A3. Yes, the Authority agrees to eliminate the $20,000 proposal fee requirement. Q4. What criteria will the Indianapolis Airport Authority use to assess the proposal submissions, and how will these criteria be weighted (relating to Experience, Team, Fee, Approach, etc.)? A4. Per sections LAND DEVELOPMENT CONSULTATION and EVALUATION of the RFI, the responses will be reviewed and evaluated by the Authority. Q5. In the second paragraph of Title VI and Business Diversity Program it s noted that the supplier diversity participation goals of 15% MBE; 10% WBE; and 3% VBE (M/W/VBE) have been established. Can you please clarify what is the total (M/W/VBE) participation goal for the assignment? Is the participation goal a summation of each of these types together (i.e. 15% + 10% + 3% = 28%), or is it choosing either 15% MBE, or 10% WBE, or 3% VBE? A5. The supplier diversity participation goals are cumulative and the overall goal is 28% (15% MBE + 10% WBE + 3% VBE). Q6. Is there an established fee budget for this assignment? Page 1

2 A6. The budget will be based on the finalized scope with the successful Respondent if award is made. Q7. In the RFI, various Development Parcels are identified and defined. Is there any weighting of the prioritization of these Parcels relating to the emphasis of the requested assignment? A7. Parcel #7 would be the main priority followed by Metropolitan/City of Fishers related property. Q8. Regarding the 15-page proposal limit (excluding appendices), does this equate to 15 sheets of paper printed single-sided or double-sided? Do elements such as divider pages, table of contents, and cover letter count toward the page limit? A8. The Respondent could choose between 15 pages single-sided or 7.5 pages double-sided. The table of contents and cover letter will count towards the 15- page limit. However, if additional pages are needed for your submission, you are permitted to include them as clearly labeled tabbed appendices. These pages will not be included as part of the 15-page limit per SUBMISSION & TIMELINE section of the RFI. Q9. Can the Authority describe the composition of the project committee who will work with the consultant team? Will the committee represent a cross section of IAA functions such as planning and development? A9. Commercial Enterprise, Property, Legal, and Public Relations make up the main composition of the project committee. Q10. What are the Authority s expectations regarding external stakeholder/community engagement as part of this consultation process? A10. The expectation is whether governmental, chamber, or community is communicated with on an as needed basis. The outreach could vary depending on the type and size of a particular deal. Q11. Does the Authority have recent GIS/AutoCAD survey data available for the project area and context? A11. The Authority possesses varying degrees of both. The AutoCAD data is available, and a portion of the land is available through GIS. Q12. Has the Authority established a budget for this project? A12. See A6. Q13. What are the Authority s expectations regarding schedule for the project overall and for planning, design, and/or review of individual parcels? A13. Any scheduling will most likely include FAA review and approval of a land release. The Authority expects that each transaction will need to go before the IAA Board 1 to 2 times. The goal is to commence on Parcel #7 immediately. Q14. Are there critical milestones for the Authority that need to be accommodated within the schedule? A14. Milestones have not been set for this subject matter. Page 2

3 Q15. Are the findings and recommendations of the Land Use Initiative available for consultant review? A15. The Land Use Initiative defined what land the Authority could sell and/or lease for non-aeronautical purposes. Beyond this, the Authority has met with multiple governmental officials and community leaders seeking their input as to what they would like to see developed. Q16. Has the Authority conducted, commissioned, or reviewed a market study as part of the Land Use Initiative or other prior analysis that indicates market potential for use of the development parcels? A16. The Authority has not. Q17. Regarding the branding concept plan outlined in item #3 on page 7: a. Are there structural conditions that would encourage the Authority to treat the parcels as part of or distinct from the overall airport branding plan? b. Has the Authority worked with agencies in the past to develop similar branding concept plans? c. Are there performance benchmarks or success criteria by which the Authority will evaluate the success of the branding effort? d. The scope of work includes the "implementation of a branding plan" does this include the design and production of deliverables beyond the identity system itself (e.g., website, print collateral, wayfinding, or other branded communications materials)? A17. a. The Authority did not understand the intent of the question, therefore was unable to provide an answer. b. The Authority has not worked with other agencies to develop similar branding concept plans. c. To date, there is not; however, the expectation is to understand the impact over time of the branding standard. d. The scope of work is to assist the Authority in the matters you have mentioned in your question. Q18. Regarding RFI pages 5-6 Under the Holladay Properties development agreement(s), what are the Authority s responsibilities with respect to utility buildout? We assume any development agreements would be made available for consultant review as part of this project. A18. Each development is to be negotiated including costs associated with infrastructure. Q19. Regarding RFI page 6 The Authority requires the successful Respondent to create/achieve an overall marketing and outreach plan for this Parcel #7 area to be utilized by the Authority (or their designee): a. This type of service would typically be part of a listing agreement with a broker. By designee does the Authority expect to list Parcel #7 with an independent broker, under a commission structure? b. Is the Authority open to a Respondent proposing exclusion of the real estate brokerage related tasks for Parcel #7 from this scope in favor of the Page 3

4 Authority separately contracting with a listing broker under a commission structure? A19. a. This has yet to be determined. If a broker is a vital part of your strategy, then it should be included in your response. b. The Authority is open to this discussion. Q20. Regarding RFI page 7 Assist the Authority in advertising and marketing the development of Parcel #7 and/or other areas, including all applicable covenants, restrictions, and compatibility requirements, if any: Assist the Authority implies that the Authority will have primary responsibility for advertising and marketing the development of Parcel #7. Can you elaborate on the role(s) you envision for the Authority and what services are expected to be performed by the Respondent? A20. This is to assist the Authority in the development of a marketing strategy which can include a multitude of tasks associated with the strategy including the use of a broker by way of example. Q21. Regarding RFI page 7 Assist the Authority in identifying prospects for Parcel #7 and/or other areas, as requested: Assist the Authority implies that the Authority will have primary responsibility for identifying prospects for Parcel #7 and/or other areas, as requested. Can you elaborate on the role(s) you envision for the Authority and what services are expected to be performed by the Respondent? A21. As stated above, this is to assist the Authority in the development of a marketing strategy which includes the use of subject matter experts in identifying prospects. Q22. Regarding RFI page 8 Assist the Authority with preparation of various real estate documents: Can you elaborate on the Authority s expectation for this task? Does the Authority prepare purchase and sale agreements internally or use external legal counsel for real estate transactions? Is the expectation that the consultant will prepare RFQ/RFP documents and other framework documents as opposed to taking responsibility for drafting complete purchase/sale documents? A22. The Authority internally creates its own purchase and sale agreements. The goal in this facet is the respondent assists the Authority in paperwork associated with a transaction (a review as an example) or possible RFQ/RFP processes. Q23. Regarding RFI page 10 Other Projects in the Vicinity of IND and Metropolitan Airport: Does this requirement extend to all members of the Respondent team or just the prime consultant? A23. The requirement relates to both. Q24. If a respondent is on the Fishers City Council, would it preclude him/her from competing for this RFI, or would it be seen as a conflict of interest? A24. See Addendum 1. Also consider whether other local conflict standards apart from Addendum 1 impact participation in this RFI. Q25. If not a conflict of interest and that firm were to successfully win this RFI, would it preclude him/her from submitting a proposal for any future work related to IND land development? Page 4

5 A25. See Addendum 1. The Authority declines to speculate regarding the circumstances of future work. Q26. Why is the IAA requiring respondents to submit a $20,000 cashiers check? A26. See A3. Q27. Related to Parcel 7, please clarify your sentence related to street and utility funding... do you mean that the IAA is requesting that the successful bidder assist the IAA in finding funding? A27. Authority is seeking assistance from the successful respondent in the facet of seeking alternative sources of funding infrastructure rather than purely Authority cash. End of Addendum Page 5
