3 Overview A training workshop on Intended Nationally Determined Contributions (INDCs) for French-speaking countries was held in Rabat, Morocco, on August This event was co-organised by the United Nations Development Programme (UNDP) and the Cluster Francophone of the International Partnership on Mitigation and MRV. Financing was made available by a number of donors and the event was supported by the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat, the Institut de la Francophonie pour le Développement Durable (IFDD), the Global Support Programme (GSP) for the Preparation of National Communications and Biennial Update Reports, and the Centre Marocain de Compétences Changement Climatique (4C Maroc). At the 19th Conference of the Parties (COP19) in Warsaw and the COP20 in Lima, countries were invited to initiate or intensify domestic preparations for their INDCs in the context of the 2015 Agreement. Against this background, UNDP and the Cluster Francophone organised a technical workshop in order to support the countries with their INDC preparation and submission. The event capitalised on the Regional Technical Dialogues on INDCs carried out by UNDP and UNFCCC, the Global INDC Conference which took place in Berlin in April 2015, and the Workshop on GHG Inventories organised by the Cluster Francophone in Paris in April The main objectives of the workshop were to: Build technical capacities in four thematic areas which are in line with INDC preparation; each topic was headed by an expert in the framework of a clinic Provide a platform for learning from already submitted INDCs Address the latest technical issues relating to INDC preparation Improve participants capacities to prepare and submit their INDCs before the deadline of 1 October 2015, with the aim of guaranteeing their inclusion in the UNFCCC synthesis report Based on the results of an UNFCCC survey covering 49 LDC and SIDS countries, the following topics were identified for the thematic clinics at the workshop, complemented by a series of panel discussions (see following sections). 4 The workshop provided a particular opportunity for French-speaking countries to exchange experience and lessons learnt in the process of preparing their INDCs. Moreover, the countries had the chance to address specific challenges and questions on different topics in line with their INDC preparation and finalisation. Participants: The event brought together 67 participants from 26 francophone countries, including 22 Non-Annex I countries. Additionally, 13 experts from multilateral and bilateral organisations and consultants attended the workshop. Click here for the workshop website. 3

5 Panel Discussions & Clinics Intervention by Mr Abdelouahed Fikrat (Secretary General, Ministry of Environment of Morocco) and Mr Klaus Wenzel (GIZ, International Partnership on Mitigation and MRV) Abdelouahed Fikrat welcomed all participants and expressed gratitude to the organisers. He emphasised Moroccan s INDC submission and highlighted the fact that Morocco will be hosting COP22 in Marrakech in Klaus Wenzel mentioned that this INDC workshop was the follow-on from the Berlin INDC workshop. He emphasised the importance of the four clinics, which reflected the needs expressed by the participants in the framework of a UNFCCC survey. Intervention by Mr Claudio Forner (UNFCCC Secretariat) Claudio Forner gave an overview of the INDC submission progress so far. He noted that the 29 INDCs already submitted make up 69.2% of global CO 2 emissions. He underlined the importance of immediate action, stating that moderate reduction ambitions now would certainly result in higher costs in the future. Presentations on 5 INDCs 1. Senegal by Mr Gabriel Ndiaye (Government of Senegal) Intervention by Mr Frédéric Gagnon-Lebrun (IISD) Frédéric Gagnon-Lebrun outlined implementation and co-financing options for INDCs. 4

6 Intervention by Ms Ons Khechine (Government of Tunisia) Ons Khechine outlined various implementation strategies and co-benefits of the Tunisian INDC. Clinic A: INDC baselines and data issues This session was facilitated by Mr Samir Amous (APEX) and Mr Rafik Missaoui (ALCOR). Mr Abdelkarim Bennani (Noratech) gave a presentation on the Moroccan INDC. The overall focus of this clinic was on baselines and how to deal with data gaps in INDC preparation. Clinic B: Options for INDC types and upfront information for INDC submission Clinic B was led by Mr Nick Asselin-Miller (Ricardo-AEA), Ms Katherine Shabb (Ricardo-AEA) and Mr Alexandre Meybeck (FAO). The introductory talk by Mr Raphiou Aminou (Government of Benin) focused on Benin s INDC. This clinic gave an overview of contribution options and different INDC types and provided upfront information. Clinic C: Adaptation components in INDCs This clinic focused on the integration of adaptation components and was facilitated by Mr Frédéric Gagnon- Lebrun (IISD) and Mr Mamadou Dambou (Government of Senegal) who gave the opening talk on adaptation elements of the Senegalese INDC. Clinic D: Domestic validation and political buy-in for INDCs This session was led by Mr Aliou Dia (UNDP), Mr Claudio Forner (UNFCCC Secretariat) and Mr Goudouma Zigani (Government of Burkina Faso) who gave an introductory input on domestic validation. This clinic dealt with public participation and political buy-in, both crucial elements for the implementation period. Presentation slides are available for download in French only. 5

7 Outlook The following topics were discussed as future actions for the Cluster Francophone: A side-event in the framework of COP21 in Paris on past activities and achievements and prospects for future activities for the Cluster. A follow-up workshop in 2016 which will be hosted by Togo. More information will follow soon on the website of the Cluster Francophone of the International Partnership on Mitigation and MRV. 6
