3 Strategic Goal Buckinghamshire Healthcare NHS Trust supports and promotes high quality research as part of a service culture committed to the development and implementation of best practice in the delivery of care. There is a strong belief in the value of participation in research for patients, staff and the trust, and a clear strategy linking research to the trust s own objectives, to clinical governance, and to national priorities and needs. The trust recognises that its mission of excellence can only be achieved with the integration of research participation into clinical service, and by incorporating evidence obtained from research into practice development. The trust s research strategy values diversity in its patients and its staff, and promotes their active participation in the development, undertaking and use of research. Strategic Objectives Developing a Culture of Research 1. Trust Strategic Alignment Ensure R&D priorities are encompassed by Trust strategic objectives, developing an environment that promotes research and facilitates collaboration with academic centres. Open up research into the effectiveness of new models of care, particularly evaluation of the vertical integration model which distinguishes our trust. Explore opportunities for research into nursing practice. 2. Embed a research culture in clinical service delivery consider all clinical areas a potential research resource, and encourage patients, clinicians and management to realise the benefits of participating in research. Understand the value of patient diversity. Education and Guidance 3. Policy guidance advise and support the development of research through management policies and procedures, in line with national guidance. 4. Good Clinical Practice (GCP) Promote GCP training for all trust staff potentially involved in research this in time will extend to include the majority of clinical staff. 5. Support and facilitate grant applications Identify statistical support services, provide costing information, acting as sponsor, manage grant funds. Advice/assessment of applications including PPI. 4 Promotion of Research and Innovation 6. Encourage Innovation - Develop a culture that supports innovative practice, particularly evidence-based innovation. Encourage staff to challenge the status quo and to devise improved ways of working. Expand trust activities in identifying, protecting and exploiting the intellectual property arising within the Trust to transform invention to innovation for the benefit of patients and to provide an additional revenue stream to the organisation. 7. Increase patient/public awareness of research improving communication of research activity both in and outside the trust. 8. Increase staff awareness of research through the staff bulletin, research awards, and other areas. 9. Encourage staff participation in research - through revalidation and appraisal, include in annual staff awards. Research Management and Governance 10. Effective Project Delivery and Risk Management Ensure R&D projects are delivered with proportionate management of risks and benefits to patients, staff and the trust. 11. Maintain Efficiency & Effectiveness through implementing systems and procedures that identify delays, minimise duplication of effort, and integrate with central RM&G processes. 12. Deliver high quality research diversify NIHR portfolio studies, provide monitoring and support to ensure delivery targets are met, increase commercial study numbers, promote PPI. Recruit at least twice as many patients into portfolio studies by 2015, compared with Expanding into new Territory 13. Increase research income commercial studies (portfolio and non-portfolio). Encourage applications to charities and grant-funding agencies. 14. Collaboration drive up the quality of research that we can deliver by collaboration. Achieve this by developing research relationships between departments within the trust and with other trusts and academic institutions. Page 4 of 10
5 Glossary GCP Good Clinical Practice. This term covers the standards which must be followed in all clinical research undertaken in the NHS, primarily to ensure patient safety and good quality research. All staff undertaking research must therefore demonstrate that they have received GCP training - this can be provided by our own R&D trainer, or by using an e-learning course. NIHR National Institute for Healthcare Research. The body that oversees all NHS research activity. OAHSN Oxford Academic Health Sciences Network. This is a proposed new network composed of health and social care providers, NHS commissioners, universities, life sciences industry and business and commercial organisations, and the constituent population within Berkshire, Buckinghamshire (including Milton Keynes) and Oxfordshire The Thames Valley and Bedfordshire. PPI Patient and Public Involvement, ensuring that the patient and public viewpoint is considered at all stages of planning and implementing research. Portfolio study a study that is deemed by the NIHR to be of sufficient quality to be included on its portfolio, and which therefore qualifies for funding of research support costs. As far as our trust is concerned, these are mainly set up by other centres (esp teaching hospitals), but our participation in them is critical, as these studies require patients.
