1 REQUEST FOR PROPOSALS The City of Edinburg is soliciting sealed Request for Proposals; hereinafter referred to as RFP, to be received by the City Secretary s Office located at 415 W. University Drive, Edinburg, Texas City of Edinburg normal business days are Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m. and shall be closed on recognized holidays. RFP S will be received until 3:00 p.m. Central Time, on Monday, February 20, 2017, shortly thereafter all submitted RFP S will be gathered and taken to the Edinburg City Hall Community Room, 1 st Floor, to be publicly opened and read aloud. Any RFP received after the closing time will not be accepted and will be returned to the submitter unopened. It is the responsibility of the submitter to see that any RFP submitted shall have sufficient time to be received by the City Secretary s Office prior to the RFP opening date and time. The receiving time in the City Secretary s Office will be the governing time for acceptability of the RFP s. RFP s will not be accepted by telephone or facsimile machine. All RFP S must bear original signatures and figures. Box 1079 Edinburg, Texas The City of Edinburg reserves the right to refuse and reject any or all RFP s and to waive any or all formalities or technicalities and to accept the RFP deemed most advantageous to the City, and hold the RFP s for a period of 60 days without taking action. RFP s must be submitted in an envelope sealed with tape and prominently marked on the lower left hand corner of the envelope with corresponding RFP number and title. Please read your requirements thoroughly and be sure that the RFP offered complies with all requirements/specifications noted. Any variation from the solicitation requirements/specifications must be clearly indicated by letter, on a point by point basis, attached to and made a part of your RFP. If no exceptions are noted, and you are the successful respondent, it will be required that the service(s) be provided as specified.

2 REDESIGN AND DEVELOPMENT OF CITY WEBSITE PURPOSE (1) The purpose of these solicitation documents is to execute a Professional Services Contract for: INTENT (2) The services to be provided under this RFP shall be in accordance with and shall meet all specifications and/or requirements as shown in this solicitation for RFP. There is no intention to disqualify any respondent who can meet the requirements. SUBMITTAL OF RFP (3) RFPs shall be submitted in sealed envelopes as called referenced on the attached solicitation. Three (3) complete sets of the response, One (1) original marked ORIGINAL, and two (2) copies marked COPY. RFPs submitted by facsimile (fax) or electronically shall NOT be accepted. Submittal of an RFP in response to this solicitation constitutes an offer by the respondent. Once submitted, RFP s become the property of the City of Edinburg and as such the City reserves the right to use any ideas contained in any RFP regardless of whether that respondent/firm is selected. Submission of a RFP in response to this solicitation, by any respondent, shall indicate that the respondent(s) has/have accepted the conditions contained in the RFP, unless clearly and specifically noted in the RFP submitted and confirmed in the contract between the City and the successful respondent otherwise. RFPs which do not comply with these requirements may be rejected at the option of the City. RFPs must be filed with the City of Edinburg before the deadline day and hour. No late RFPs will be accepted. They will be returned to respondent unopened (if properly identified). Failure to meet RFP requirements may be grounds for disqualification. Box 1079 Edinburg, Texas TIME ALLOWED FOR ACTION TAKEN (4) The City of Edinburg may hold RFP/s 60 days after deadline without taking action. Respondents are required to hold their RFP/s firm for same period of time. RIGHT TO REJECT/AWARD (5) The City of Edinburg reserves the right to reject any or all RFPs, to waive any or all formalities or technicalities, and to make such awards of contract as may be deemed to be the best and most advantageous to the City of Edinburg. ASSIGNMENT (6) Respondents are advised that the City of Edinburg shall not allow the successful respondent to sell, assign, transfer, or convey any part of any contract resulting from this RFP in whole or in part, to a third party without the written approval of the City of Edinburg. AWARD (7) Respondents are advised that the City of Edinburg is soliciting RFPs and award shall be made to the respondent that in the opinion of the City of Edinburg is the best qualified. NUMBER OF CONTRACTS (8) THE CITY reserves the right to award one, more than one, or no contract(s) in response to this RFP. Page 2 of 31

3 STATUTORY REQUIREMENTS (9) It shall be the responsibility of the successful respondent to comply with all applicable State & Federal laws, Executive Orders and Municipal Ordinances, and the Rules and Regulations of all authorities having jurisdiction over the work to be performed hereunder and such shall apply to the contract throughout, and that they will be deemed to be included in the contract as though written out in full in the contract documents. ALTERATIONS/AMENDMENTS TO RFP (10) RFP CANNOT be altered or amended after opening time. Alterations made before opening time must be initialed by respondent guaranteeing authenticity. No RFP may be withdrawn after opening time without acceptable reason in writing and only after approval by the City of Edinburg. NO RESPONSE TO RFP (11) If unable to submit a RFP, respondent should return inquiry giving reasons. LIST OF EXCEPTIONS (12) The respondent shall attach to his/her RFP a list of any exceptions to the specifications/ requirements. PAYMENT (13) The City of Edinburg will execute payment by mail in accordance with the State of Texas Pay Law after SERVICES have been completed, introduced to the City, and found to meet City of Edinburg specifications/requirements. No other method of payment will be considered. SYNONYM (14) Where in this solicitation package SERVICES is used, its meaning shall refer to the request for REDESIGN AND DEVELOPMENT OF CITY WEBSITE as specified. RESPONDENT S EMPLOYEES (15) Neither the Respondent nor his/her employees engaged in fulfilling the terms and conditions of this Service Contract shall be considered employees of the City. The method and manner of performance of such undertakings shall be under the exclusive control of the vendor on contract. The City shall have the right of inspection of said undertakings at any time. INDEMNIFICATION CLAUSE (16) The Respondent agrees to indemnify and save harmless the City, from all suits and actions of every nature and description brought against them or any of them, for or on account of the use of patented appliances, products or processes, and he shall pay all royalties and charges which are legal and equitable. Evidence of such payment or satisfaction shall be submitted upon request of the Purchasing Agent, as a necessary requirement in connection with the final estimate for payment in which such patented appliance, products or processes are used INTERPRETATIONS (17) Any questions concerning the project and/or specifications/requirements with regards to this solicitation for statement(s) of qualifications shall be directed to the designated individuals as outlined in the RFP. Such interpretations, which may affect the eventual outcome of this request for statements of qualifications, shall be furnished in writing to all prospective Respondents via Addendum. No interpretation shall be considered binding unless provided in writing by the City of Edinburg in accordance with paragraph entitled Addenda and Modifications. VERBAL THREATS (18) Any threats made to any employee of the City, be it verbal or written, to discontinue the providing of item/material/services for whatever reason and/or reasons shall be considered a breach of contract and the City will immediately sever the contract with the Respondent/Consultant on contract. 4 CONFIDENTIAL INFORMATION (19) Any information deemed to be confidential by the respondent should be clearly noted on the pages where confidential information is contained; however, the City cannot guarantee that it will not be compelled to disclose all or part of any public record under Texas Public Information Act, since information deemed to be confidential by the respondent may not be considered confidential under Texas Law, or pursuant to a Court order. PAST PERFORMANCE (20) Respondent s past performance shall be taken into consideration in the evaluation of RFP submittal. JURISDICTION (21) Contract(s) executed as part of this solicitation shall be subject to and governed under the laws of the State of Texas. Any and all obligations and payments are due and performable and payable in Hidalgo County, Texas. RIGHT TO AUDIT (22) The City of Edinburg reserves the right to audit the vendor s books and records relating to the performance of this contract. The City of Edinburg, at its own expense, shall have the right at all reasonable times during normal business hours and upon at least twenty-four (24) hours advance notice, to audit, to examine, and to make copies of or extracts from the books of account and records maintained by the vendor(s) with respect to the Supply/Service and/or Purchase Contract. If such audit shall disclose overpayment by City to vendor, written notice of such overpayment shall be provided to the vendor and the amount of overpayment shall be promptly reimbursed by vendor to the City. In the event any such overpayment is not paid within ten (10) business days after receipt of such notice, the unpaid amount of such overpayment shall bear interest at the rate of one percent (1%) per month from the date of such notice until paid. VENUE (23) The parties agree that venue for purposes of any and all lawsuits, cause of action, arbitration, and/or any other dispute(s) shall be in Hidalgo County, Texas. IF YOU HAVE ANY QUESTIONS ABOUT COMPLIANCE, PLEASE CONSULT YOUR OWN LEGAL COUNSEL. COMPLIANCE IS THE INDIVIDUAL RESPONSIBILITY OF EACH PERSON OR AGENT OF A PERSON WHO IS SUBJECT TO THE FILING REQUIREMENT. AN OFFENSE UNDER CHAPTER 176 IS A CLASS C MISDEMEANOR. CONFLICT OF INTEREST (24) CHAPTER 176 OF THE TEXAS LOCAL GOVERNMENT CODE Effective January 1, 2006, Chapter 176 of the Texas Local Government Code requires that any vendor or person considering doing business with a local government entity disclose in the Questionnaire Form CIQ, the vendor or person s affiliation or business relationship that might cause a conflict of interest with a local government entity. By law, this questionnaire must be filed with the records administrator of the City of Edinburg not later than the 7th business day after the date the person becomes aware of facts that require the statement be filed. See Section , Local Government Code. A person commits an offense if the person violates Section , Local Government Code. An offense under this section is a Class C misdemeanor. For more information or to obtain Questionnaire CIQ visit the Texas Ethics Commission web page at CERTIFICATE OF INTERESTED PARTIES (Form 1295) (25) In 2015, the Texas Legislature adopted House Bill 1295, which added section of the Government Code. The law states that a governmental entity or state agency may not enter into certain contracts with a business entity unless the business entity submits a disclosure of interested parties to the governmental entity or state agency at the time the business entity submits the signed contract to the governmental entity or state agency. The law applies only to a contract of a governmental entity or state agency that either (1) requires an action or vote by the governing body of the entity or agency before the contract may be signed or (2) has a value of at least $1 million. The disclosure requirement applies to a contract entered into on or after January 1, For more information go to the Texas Ethics Commission web page at CONSIDERATION OF LOCATION OF BIDDER'S PRINCIPAL PLACE OF BUSINESS (26) The City may give local vendors, whose principal place of business is located within the City of Edinburg, and whose bid is within five percent (5%) of the lowest bid price preference as allowed by Section of the Local Government Code. 5 CONFIDENTIALITY OF INFORMATION AND SECURITY (27) Should the successful respondent become the holder of and have access to confidential information in the process of fulfilling its responsibilities in connection with an awarded contract the successful respondent agrees that it shall keep such information confidential and will comply fully with the laws and regulations of the State of Texas, ordinances and regulations of the City, and any applicable federal laws and regulations relating to confidentiality. TERMINATION OF CONTRACT (28) The City of Edinburg reserves the right to terminate the contract if, in the opinion of the City of Edinburg, the successful vendor s performance is not acceptable, no funds are available, or if the City wishes, without cause, to discontinue this contract. Termination will be in written form allowing a 30-day notice. RESPONSE DEADLINE (29) Responses to the RFP must be addressed to City Secretary, City of Edinburg, 415 W. University Drive by Monday, February 20, 2017 until 3:00 p.m. for consideration. An original and two (2) complete sets of the response must be submitted no later than this date and time in a sealed envelope indicating that its contents are in response to the RFP for REDESIGN AND DEVELOPMENT OF CITY WEBSITE. Respondents are advised that all confidential records must be submitted in a separate sealed envelope and marked accordingly. Box 1079 Edinburg, Texas ADDENDA AND MODIFICATIONS (30) Any changes, additions, or clarifications to the RFP are made by amendments (addenda). Any respondent in doubt as to the true meaning of any part of the RFP or other documents may request an interpretation from the Purchasing Division. At the request of the respondent, or in the event the Purchasing Division deems the interpretation to be substantive, the interpretation will be made by written addendum. Said Addenda shall be mailed, ed, hand delivered and/or faxed, to all prospective respondents. All Addenda issued in respect to this RFP shall be considered official changes to the original documents. Verbal statements in response to inquiries and/or requests for explanations shall not be authoritative or binding. It shall be the respondent s responsibility to ensure that they have received all Addenda in respect to this project. Furthermore, respondents are advised that they must recognize, comply with, and attach a signed copy of each Addendum which shall be made part of their RFP Submittal. Respondent(s) signature on Addenda shall be interpreted as the respondent s recognition and compliance to official changes as outlined by the City of Edinburg and as such are made part of the original solicitation documents. Failure of any respondent to receive any such addendum or interpretation shall not relieve such respondent from its terms and requirements. The City may issue a written addendum no later than five calendar days prior to the date bids must be received. Addendums are available online at RFP PREPARATION COSTS (31) The City of Edinburg shall not be held liable for any costs incurred by any respondent for work performed in the preparation of and production of a RFP or for any work performed prior to execution of contract. EQUAL EMPLOYMENT OPPORTUNITY (32) Respondent agrees that they will not discriminate in hiring, promotion, treatment, or other terms and conditions of employment based on race, sex, national origin, age, disability, or in any way violate Title VII of 1964 Civil Rights Act and Page 5 of 31

6 amendments, except as permitted by said laws. AUTHORIZATION TO BIND RESPONDENT TO RFP (33) RFPs MUST give full firm name and address of respondent, and be manually signed. Failure to do so will disqualify your RFP. Person signing bid must show title or AUTHORITY TO BIND HIS/HER FIRM IN A CONTRACT. Firm name and authorized signature must appear on each page that calls for this information. The legal status of the Respondent whether corporation, partnership, or individual, shall also be stated in the RFP. A corporation shall execute the RFP by its duly authorized officers in accordance with its corporate by-laws and shall also list the state in which it is incorporated. A partnership Respondent shall give full names and addresses of all partners. All partners shall execute the RFP. Partnership and Individual Respondent shall state in the proposal the names and addresses of all persons with a vested interest therein. The place of residence of each Respondent, or the office address in the case of a firm or company, with county and state and telephone number, shall be given after the signature. 7 1 Introduction Page 7 of Overview The City of Edinburg has issued this Request for Proposal (RFP) in order to select and contract with a company ( vendor ) to redesign/develop the City website to a modern, highly attractive and responsive web design. The City of Edinburg is seeking proposals from highly qualified, experienced website development companies to redesign/develop and implement its public-facing website. The chosen strategic partner must be a firm that has experience in managing local government website design projects or with customers of the same size and requirements. The chosen vendor/partner must also have expertise with best practices regarding: successful website redesign information architecture website development and deployment social media integration search engine optimization responsive design This RFP does not obligate the City of Edinburg to award a contract or complete the project and the City of Edinburg reserves the right to cancel the solicitation if it is considered to be in its best interest. 1.2 About The City of Edinburg The City of Edinburg is located at 415 W. University Drive The population estimate 80,836. The City of Edinburg organizational structure consists of 34 City Departments and 865 City Employees. The current website was developed by an in-house webmaster and is currently maintained and updated by City IT staff. Telephone calls will not be accepted regarding this RFP. Addendums to RFP to inquiries will be posted on the City s RFP website, located at Terms of Service The City of Edinburg wishes to engage a vendor for the duration of this project and for any needed ongoing maintenance services. Specific deliverables related to the scope of work for this project will be included in the final agreement. 2 Goals and Background Page 8 of Project Objectives and Goals The primary objectives and goals of the Redesign and Development of Website are as follows: Interactive and Engaging Website We are seeking to redesign our website to include an intuitive, easy-to-use interface that allows residents, visitors and business partners to complete their tasks quickly and easily regardless of the device they are using. The solution should also be easy to maintain for our administrators and content creators, streamline business operations and increase productivity. Purpose of our New Website Our new site should: Serve the needs of all users by letting them easily find what they are seeking, providing them with access to key services on a 24x7 basis, allowing them to share information and interact with our staff. Promote transparency of our local government by making it easy for us to share and post information, and for our users to find and interact with the information. Represent or brand our community for residents, visitors, businesses and elected officials, and showcase our community in a way that highlights why this is a great place to live, visit and do business. Provide a pleasant and delightful experience to all users by making it easy for them to complete their tasks or find what they want in a straightforward manner. Be strategic and focus on making our content useful, interactive and engaging. We know that things will change in the future, and we want our site to adapt and remain relevant. Customers We take a broad customer-centric view of our community since we view anyone who visits our website or community as a customer. Our website is our digital front door and our goal is to focus on the needs of our customers, and on improving our interactions and engagement with our customer base. Strategic Partnership We want a vendor partner who understands the local government market, who will help guide us to where we want to be today, and provide ongoing services and support to keep us there in the future. If vendor/s interested in submitting a proposal do not have experience in creating websites of this magnitude for Local Governments, vendor/s must include in their proposal a list of references or clients in which experience shows services provided are of the same specifications and requirements. Research Based Design We want a site that meets the unique needs of our community, and are not looking for a cookie-cutter template solution. Our vendor should employ a strategic research-based and data-driven process to gather input, define expectations and design a consistent, user-friendly

9 Page 9 of 31 navigation framework for the website that meets the needs of all users. Responsive Site Visitors to our site will utilize a wide variety of devices to access our website, including computers, tablets and mobile smart phones. Our new website should automatically detect the screen resolution of any device and respond with a view of the site that is optimized specifically for that screen. This will ensure that all users will be able to view our site, no matter what device they are using. Accessible Site Our new website should comply with World Wide Web Consortium s (W3C) Web Content Accessibility Guidelines (WCAG) 2.0 (Level AA compliance) and Section 508 of the Rehabilitation Act of In addition, the vendor should follow best practices, voluntary standards and guidelines developed by the World Wide Web Consortium s (W3C) Web Accessibility Initiative (WAI), and train our users in creating accessible content. Custom Coded or Content Management Solution The new site should build upon proven and accepted website development standards using preferred languages such as PHP, MySQL, CSS/CSS3, HTML5, Javascripts, jquery, desktop and mobile compatible while maintaining flexibility to easily grow and add new functionality over time and with minimal cost. The solution should also accommodate existing auxiliary department sites to maintain a unique look and feel, but share overall infrastructure and features. Simplify and Streamline Administration The solution should: Simplify website administration, allowing users of all skill levels to update assigned sections of the website. Streamline business operations and reduce the amount of time that IT spends on enhancing and maintaining the site. 2.2 Target Audiences Audiences served by the website will include: Residents and potential residents of varying backgrounds, reading and language ability Potential visitors to the community Businesses operating in the community and/or businesses looking to relocate to the community State/local government and non-profit agencies that support and complement our community s business Elected and appointed officials Community members and organizations Local and national media Local school districts and students Landowners and developers (resident and non-resident) 2.3 Our Current Environment This is a summary of our existing website environment: Existing Website The existing website was launched in 2009 Content Management The website consists of approximately 200 web pages managed by City IT Staff. Using the Adobe Creative Suite, the City website was custom built using programming languages such as PHP, MySQL, CSS/CSS3 and Java.

10 3 Scope of Work Content Strategy Approximately 200 pages are managed using Adobe Creative Suite. We anticipate a significant reduction of the number of pages on the new website and would like vendors to provide best practices and possibly, additional training or consulting services, for content strategy. Vendors should also provide best practices and suggestions for developing content with plain language standards. Website Documents The site contains numerous Word, Excel and PDF documents. Website Platform The site has been developed using the Adobe Creative Suite platform. Website Hosting The site is hosted by GoDaddy. 3.1 Vendor Experience and Development Criteria Vendors with experience developing local government websites is preferred. Vendors with experience in developing and managing websites for clients meeting the same needs and capacity as the City will also be considered. Vendors must supply references, number of years of experience and expertise of staff. Additional development criteria include: Collaborative Effort The website will be developed through the cooperation of the City of Edinburg and the vendor, and facilitated under the supervision of a dedicated project management professional in the direct employ of the vendor. Skilled Team Vendor will supply a team of user experience, design and development professionals to supplement the development process led by the project manager. This team should include staff members skilled in both local government and private sector (of same size requirements) website user experience, navigation and information architecture, website design, accessibility, and support and training. Proven Custom Development Process Vendor should have a proven custom development process and flexible timeline structure that favors the availability and time commitment of the City of Edinburg. Custom Development standards should involve using PHP, MySQL, CSS/CSS3, HTML5, Javascripts, jquery, desktop and mobile compatible. Proven Content Management System The proposed content management software must be a proven platform for website development and local government website architecture. Development that is requested and approved by the City of Edinburg should be performed by the vendor utilizing agile software development methodologies that encourage collaboration between the developer and the City of Edinburg. Page 10 of 31 Internal Development Staff The City of Edinburg prefers a vendor utilizing its own development staff. Vendors needing to subcontract any part of the project will not be considered. 3.2 Design Guidelines and Qualifications The design of the website should be welcoming, attractive and created by a member or members of the vendor s professional design staff. The final version of the design should be a collaborative effort between the City of Edinburg and the vendor, incorporating elements that effectively represent the City

11 Page 11 of 31 of Edinburg s brand and image through a data-driven and consultative development process. The vendor should utilize a data-driven design process to gather information to complete a comprehensive Redesign and Development of City s website. The techniques should include the best practices of usability and user experience: Stakeholder survey the vendor should survey key stakeholders elected officials, city management, department directors and staff, content creators, internal users with the purpose of validating goals and tasks for the new website. Site analytics the vendor should utilize historical site analytics to understand patterns and information useful to the development of the new site. Mobile usability the vendor should analyze the current site for mobile usability and review the mobile site statistics to understand the needs of the current visitors. Specific design guidelines include: Accessibility Website design and associated elements should comply with WCAG 2.0 and Section 508 of the Rehabilitation Act. Consistent Website Design Website design must remain consistent throughout all pages to maximize usability, except where differentiating between departments or sections of the website as requested by the City of Edinburg. Design Overview Website design must be visually appealing, incorporating the City of Edinburg s colors and logo where appropriate. Design Process The vendor shall develop an original design using a CMS or custom coded using PHP, MySQL, CSS/CSS3, HTML5, Javascripts, jquery, desktop and mobile compatible for the City of Edinburg and over a period of time during the development of the website, consult with key members of the City of Edinburg s website redesign committee to make revisions and alterations to the vendor s original design submission. Easy Updating Design elements should include background images, photographs, logos and buttons that are easily updated or swapped out by our staff at any time and without incurring any additional implementation or update charges. Website Design and Content Ownership Ownership of the website design, code and all content is to be transferred to the City of Edinburg upon completion of the project. 3.3 Responsive Website The vendor is expected to produce a responsive website for the City of Edinburg to meet the needs of users accessing the site on a variety of devices, including computers, tablets and smartphones. Vendor must have proven success in previous responsive design projects. The solution should automatically detect the screen resolution of any device and respond with a view of the site that is optimized specifically for that screen. This will ensure that all users will be able to view our site, no matter what device they are using. Responsive site creation that includes, but not limited to: Clean visual design incorporating the City of Edinburg s logo and branding as identified in

12 Page 12 of Creation of responsive pages Creation of fluid grids Navigation redesign Image adjustments Ability to adjust or modify responsive views on individual pages 3.4 Website Functionality The vendor s proposed custom coded/content management system (CMS) should provide the core of the entire development process, being both the platform for development and/or the tool by which system administrators and contributors can update the new website. The website may feature plugin applications or modules that enhance the functionality of the website, though core features should center around ease-of-use, and flexibility. If Custom coded, website must be developed using PHP, MySQL, CSS/CSS3, HTML5, Javascripts and jquery. The Custom Website must be functional on desktop and must be mobile compatible. The CMS/Custom Coded website design must allow non-technical content contributors the following abilities: Content Management A way to add and delete content directly on an assigned webpage without the need to utilize or be trained on a back-end administrative system (i.e. HTML) Content Expiration Notification of expiration of site content shall be received by content owners through notifications available via the CMS or other method of notification such as . Content Preview Content publishers must have the ability to preview changes prior to publishing on the site. Content Scheduling Content added to the site, whether as part of page content or additions to plugin applications or modular elements shall feature delayed posting and automatic expiration abilities. Online Help and Training Videos 24/7 access to support materials including, but not limited to: online training manuals, support FAQs, customer support forums, instructional videos, informational newsletters, informational and support-driven webinars (live and archived), request forms, online education courses and support-related updates through common social networking mediums. Spell Check Editor should include spell-check functionality. Support Access Trained content creators of the CMS shall have access to live support via or phone during vendor s normal business hours. Rich Text Editor The CMS website must have an advanced rich text editor for content additions and updates that, while allowing flexibility for higher-end content contributors, is simple and straightforward, giving basic content contributors a basic set of fewer options to alter established site styles. The system shall also include the following features for use by administrative users: CMS Activity Reporting A report detailing all changes and activity taking place on the website through content contributors and administrators, which can be filtered by start and end dates, times, by content type and by action taken, and exportable. Graphics Administration Administration of on-site banners and graphics, with the ability to add new

13 banners and on-site graphical elements and assign those elements to specified areas of the site Login History A separate history report detailing user login history, including the user type, the date and time of the attempted login, the IP address of the user and whether or not the login attempt was successful. Menu Administration Administrators shall have the ability to add, edit, update and move menu items, affecting overall site structure and organization. Permissions Permissions shall be granted to users allowing access to only modify information or upload necessary documents that pertains to their departments. Site Search Statistics Access to site search statistics, including the ability to filter searched terms by date and time, which can also be exported. 3.5 System Administration Broken Link Review An administrative center for reviewing quality assurance, including detailing broken links on the website, including the referring page location so that links can be corrected. Dynamic Menu Structure A dynamic menu structure, with the ability to easily add, edit, move and delete menu items in multiple structural areas of the site. SSL Certificate If necessary, one or more SSL certificates to encrypt data contained in site transmissions. Website Analytics An administrative center for reviewing, filtering and exporting overall website statistics, including the ability to view statistics by page or section and presenting the information in a graphical representation. 3.6 Website Features Advanced Site Search Provide an internal site search that: Users should be able to sort search results by date, content, title or relevance; users should be able to filter by type of content and easily apply advanced search techniques, such as Boolean, if desired. Administrators should be able to tune the search results by using synonyms for common words or terms, and promote pages through the use of keywords. Search functionality should search web content as well as the contents of files (PDFs, Word Documents, etc.) Is contained exclusively within the City of Edinburg s site and not outsourced to an external page hosted by a search provider such as Google. APIs, Import and Export Major components should have import and export capabilities, and APIs should be defined. Apply for Permits Solution should have the capability for citizens to apply for permits and the ability to electronically track the different stages of the application process. Ability to integrate this process with the CRM managed processes already in place. Calendar Users should have quick and easy access to add, import, export and update calendar listings, with editing methods available through a direct, front-end interface or a robust back- end interface. 14 Contact Us Form Capability for citizens to contact City of Edinburg staff through the use of a contact us form on the site for each division and department. Department/Division Pages A-Z Guide and Department/Division pages for navigating the site will be available, but as a secondary option; primary site organization will be citizen centric and function based. E-Newsletter Solution should have E-newsletter tool functionality. Embedded Audio/Video/Media and Social Media Easy embedding of audio, video, media and socialnetworking applications with associated embed codes. Emergency Home Page Solution should have ability to create and easily swap out home page for emergencies, voting results or other short-term purposes. Event Calendar An event calendar application that allows an unlimited number of calendar categories or types to be added to the site, with an unlimited number of items allowed to be added within each individual category. The following features should also be available: Capability to set up calendar events as single or recurring events, with options for daily, weekly, monthly or annual recurrences. Calendar events shall provide space for full descriptions including the ability to post images, tables and video within the description. The site visitor shall be able to view calendars by a list of events, a week view or a month view. Calendars shall be filterable by category, a start date and an end date, with the ability to search for keywords. Ability for site visitors to subscribe to updates from individual calendar categories through e- mail (HTML or plain-text) or SMS text messages. FAQ Tool Solution should have a FAQ application that allows an unlimited number of FAQ categories or types to be added to the site, with an unlimited number of items allowed to be added within each individual category. Page 14 of 31 Form Creator Solution should have an online form development tool for the City of Edinburg to develop interactive forms: Ability to have unlimited categories of forms, with an unlimited number of forms in each category. Ability for citizens to complete and submit forms electronically. Method by which form data is stored in a database and can be exported in a usable format from the CMS. Capability to merge forms with other applications of the CMS. Ability to customize forms for other applications of the CMS and tie directly into those tools. HTML Code The solution should have the capability to view the HTML code of any individual page and directly add or alter the code as necessary. iframe Functionality The solution should have iframe functionality to seamlessly embed other documents within any HTML page. Examples of embedded content include videos, third party applications, Slideshare documents, etc.

15 Image Management Image management tools for the addition of images to on-site content through web pages and modular elements associated with the CMS. Image editing abilities on uploaded images, including the ability to change opacity, resize images dynamically based on width and height, ability to constrain proportions, flip images, rotate images, crop images, restore images and save altered images as a thumbnail or alteration of the original upload or to replace the original upload with the altered image. Capacity to upload multiple images at one time and associate images with specific pages; the maximum file size should be no less than two (2) megabytes. Ability to preview images prior to association with on-site content. Ability to alter image properties, including image width, image height, capability to associate or disassociate width and height, border color, border width, image alignment, margins and application of CSS classes from overall website styles. Full accessibility options provided in an easy-to-use interface that promotes all imagebased aspects relating to Section 508 of the Rehabilitation Act, including specification of alternate text and long descriptions. News Posting The solution should have the ability for use to post press releases, features stories and what s new content on the site. News content should have an auto archiving functionality to archive posts after a certain time frame. The News should also have RSS feeds automatically available if desired by website visitors. One-Click Social Media Provide the ability to cross-post content from the CMS website to the City of Edinburg s social networking accounts. Remote Login and Update Secure access for employees to work remotely and/or update the site through the use of a mobile device. RFP Posts Should include an RFP postings where RFPs can be posted along with amendments and updates. RFPs should be schedulable and should have the capability to automatically expire on a certain date to ensure that the site is always up-to-date. RSS Feeds Solution should have feeds to keep users and subscribers up-to-date on important events, news and announcements from the website. Users should be able to subscribe from any RSS reader. Page 15 of 31 Social Media Integration Integrate Twitter and Facebook feeds and other social tools, including the ability to comment on specific pages and/or events through social media. 3.7 Ongoing Services We are interested in understanding the ongoing services that you provide to all customers, such as: Access to On-Demand Training Library Do you have an on-demand library of training videos and materials? Annual Consulting Hours Do you offer a certain number of consulting hours as part of the base annual fee? Can these consulting hours be used each to help us keep our website fresh and engaging? For

Dedicated Account Manager Do you offer an option to have a dedicated account manager to contact for any support issues? Health Check Analysis Do you offer any ongoing services to help us monitor the health and usefulness of our site? Monthly Office Hours Do you offer monthly office hours where we can call in during a set time to get answers to non-critical issues? Site Analytics Reporting Do you offer ongoing assistance with helping us analyze our site statistics and recommending changes to make sure our website continues to meet our users needs? 3.9 Technology/Platform Requirements Browser Support The City of Edinburg is looking for the new website to support mobile and desktop versions of Apple Safari, Google Chrome, Microsoft Internet Explorer and Edge, and Mozilla Firefox. The site should support all versions of the browsers that have been released within the last 5 years. Page Load Time The solution should ensure that pages load on an average of 1.5 seconds or less. Programming Experience Explain your firm s experience with other programming capabilities that would be useful in developing websites. Responsive CMS Recommendation The City of Edinburg is looking to have the vendor recommend a content management system. Explain your firm s experience utilizing recommended CMS in designing responsive websites. Web and Database Servers Preference will be given to vendors that split website management between web servers and SQL database servers in order to optimize load time and efficiency in the hosting environment Maintenance and Support The vendor s CMS, including all features and modular applications associated with the CMS, must have qualified and available support included as a part of ongoing services to maintain the CMS, using guidelines, structures and materials meeting the following criteria: The Vendor must provide a level of support for ongoing maintenance and change requests. Support The vendor shall provide access to live support available via or phone during vendor s normal business hours. The support team must be fluent in the functionality and uses of both the website features, code, database and programming languages used in creating the website. Support Materials 24/7 access to support materials including, but not limited to: online training

17 Page 17 of 31 manuals, support FAQs, customer support forums, instructional videos, informational newsletters, informational and support-driven webinars (live and archived), request forms, online education courses and support-related updates through common social networking mediums. Support Service Level Agreement In all submitted proposals, vendors shall be able to produce a Service Level Agreement that details guarantees of customer support as well as a service escalation process. While website content updates are to be managed by the City of Edinburg through the website access provided for each city staff employee, vendor must commit to regular maintenance and updating of the CMS city website and associated applications for the purposes of keeping the existing software website up-to- date as well as introducing new functionality and applications. Vendor shall commit to: CMS Development Process An internal process dedicated to reviewing new technologies and implementing development projects in order to provide a more robust CMS with additional features and applications. Creating a Custom Coded website based on the requirements listed. CMS Improvements Website Maintenance Regular maintenance of the CMS website to improve existing functionality and, when appropriate, take the City of Edinburg s requests into consideration. CMS Website New Features Rolling Ongoing upgrades of the solution website that strengthen and update the CMS s website functionality and associated applications. Software Service Level Agreement In all submitted proposals, vendors shall be able to produce a Service Level Agreement that details guarantees of upgrades and the dedicated process for improving the software website purchased by the City of Edinburg Additional Options Although the City of Edinburg has these specific requirements, it is also interested in your ideas for the approach of redesigning the style of the City of Edinburg s website. We encourage respondents to consider and propose custom design alternative solutions and recommendations. We are particularly interested in specific web functionality that your company may have already developed and deployed for other customers. 4 Evaluation of Proposals 4.1 Evaluation of Submitted Proposals The City of Edinburg intends to conduct a comprehensive, fair and impartial evaluation of proposals received in response to this RFP. All proposals that are properly submitted will be evaluated using the evaluation criteria listed below. All proposals that are properly submitted will be evaluated by the Evaluation Committee that will make recommendations for the award. 4.2 Evaluation Criteria This set of criteria will be used to evaluate each vendor s proposal. A contract will be awarded to the vendor that best satisfies the overall requirements of the RFP. Each proposal will be evaluated based on the level of creativity, differentiation and measurability. 18 Technical Expertise (20 Points) Client List and References (20 Points) Pricing (20 Points) 4.3 Evaluation Proposals will be distributed to the members of the Evaluation Committee for evaluation. The evaluation system consists of a 100 point system. The RFP will be ranked and evaluated utilizing the criteria set forth above. 4.4 Interviews and Demonstrations Depending on the number of proposals received, the City of Edinburg may request to conduct interviews of some or all firms at which time the vendor will be able to present a demonstration of work experience. The firms should provide information on their proposed professional team members, ie., applicable certifications/registrations and other pertinent information that demonstrates their qualifications to perform the contract. The professional team members shall have experience in performing similar contract for counties, cities, irrigation districts, TX DOT or other clients as stated in the Request for Proposals (RFP). Similar experience gained through other clients should be substantiated by reference. A list and scope of the various projects for comparative purposes shall be included in an appendix. The firm shall designate experienced staff to completely and efficiently perform the work. Also, in this section, outline the firm s contingency plans for servicing the project in the event that one or more key personnel are not available for any reason during the period of performance. 4.5 Recommendation for Award After the interviews and demonstrations have been conducted, the Evaluation Committee shall recommend to City Manager and City Council the Vendor of choice, based on the outcome of the interview process. The City of Edinburg reserves the right to award one, more than one, not to make an award or to cancel this RFP either before or after the date of the RFP response deadline. 4.6 Contract Discussions Upon approval by the committee, the City of Edinburg shall enter into contract discussions, if awarded, with the Successful Vendor. If the terms and conditions of a contract cannot be successfully established within a reasonable amount of time (as determined by the City of Edinburg), then contract discussions will be terminated and contract discussions with the next highest ranking Vendor will commence. Negotiations shall continue at the sole option of the City of Edinburg until a contract is signed and approved as deemed most advantageous to the City of Edinburg or all proposals are rejected and the RFP is withdrawn. 4.7 Notice of Award All vendors submitting a response to this RFP will be notified in writing of the award of a contract if and when an award is made. If no award is made, all vendors will be notified accordingly. For the purposes of this RFP, an award shall be deemed to have been made upon the completion of contract negotiations. The City of Edinburg may accept any submittal in whole or in part. If subsequent negotiations are conducted, they shall not constitute a rejection or alternate RFP on the part of the City of Edinburg. However, final selection of a company submitting a proposal for the Redesign and Development of the City of Edinburg s website is subject to the City Council approval. The City of Edinburg reserves the right to accept one or more submittals or reject any or all submittals received in response to the RFP and to waive informalities and irregularities in the submittals received. The City of Edinburg also reserves the right to terminate this RFP and reissue a subsequent solicitation, and/or remedy technical errors in the RFP process. Page 18 of 31
