4 Preamble The AgriProFocus Indonesia country network is part of the global AgriProFocus network. As a network we believe that primary producers are key to local economic growth, sustainable agri-food systems, and food security for all. The network convenes stakeholders from the private and public sector and civil society that are committed to work with entrepreneurial farmers. Its mission is to facilitate coordination, broker and create spaces and opportunities for multi stakeholder action, learning and debate. We measure our success at the level of innovation, business deals and policy changes in the sector to the benefit of farmer entrepreneurship. Figure 1: AgriProFocus Theory of Change The network works through sharing and co-creating. Our results which we call market triggers are effectively aimed to improve the support system for farmer entrepreneurship. Those improvements we call the market uptake : in other words how is the market of stakeholders responding, are the results of the network actually been put to good use. Further down the line the improved support system should contribute to strong farmer entrepreneurs who are able to make better informed choices for their business. The priorities - as defined under our four delivery areas - build on the planning process which has taken place within the network and through interaction within the Dutch partnership. Our direct results are broken down in four service areas. As is good common practice within our network the agenda leaves room for engagement of interested stakeholders. It is custom that throughout the year new opportunities will emerge than can be incorporated. In other words, the readers of this annual plan are invited to contact AgriProFocus to see how and where to link up, find their interest and contribute. Figure 2: AgriProFocus delivery areas through its members. The premise is that AgriProFocus Indonesia is an open network with a low threshold to become a member and access information. At the same time the network only functions based on members commitment and willingness to share and work together. The network s mode of operation is for and 3

5 1 Introduction With its vast and abundant fertile soils Indonesia is a major producer of a wide variety of agricultural tropical products, and although agriculture's share of the country's gross domestic product (GDP) has declined during the last five decades, it still provides income for the majority of Indonesian households today. During the preliminary study conducted in 2013, it was found that there was the need to bring together the actors involved in, or supporting, the agricultural sector in Indonesia and to manage a multistakeholder network in order to ensure multistakeholder cooperation supporting farmer entrepreneurship. The AgriProFocus Indonesia Country Network initiated in October In 2015, AgriProFocus Indonesia country network reached its 2-year milestone. The year 2015 was marked by the success of the Coffee Finance Fair in August The event was held in Bandar Lampung, one of the major coffee producing areas in Indonesia. AgriProFocus organized this event together with the Provincial Government of Lampung, 4C Association, SCP-IDH, and SCOPI. This was the first Finance Fair organized by AgriProFocus Indonesia. The event consisted of 5 elements: a seminar in regards to access to finance in the coffee sector; exhibition of financial services and coffee producers; business matchmaking; an innovation competition in coffee and/or access to finance theme and a field visit to coffee plantation in Tanggamus area. More than 130 people from government officials, farmers, farmers associations, cooperatives, coffee producers, processors, traders, exporters, and also financial institutions, MFIs and NGOs participated in this event. Prior to this event, AgriProFocus, together with VECO and 4C Association conducted a study regarding the state of affairs of access to finance in coffee sector in Indonesia. The result of this study was presented in Coffee Finance Fair and is uploaded in our online Coffee Corner ( AgriProFocus Indonesia successfully created three online corners: Coffee Corner, Sugar Corner and Dairy Corner. The purpose of these corners is to be the one-stop place for AgriProFocus members to get information regarding the respective commodities in Indonesia. These corners are going to be updated regularly throughout the year Some highlights of our plans for 2016 Carrying on the interest of our members in 2015, AgriProFocus Indonesia s activities in 2016 will be focusing on coffee, coconut sugar, dairy, and youth & farming. New themes are also being explored in 2016, such as pig breeding, gender in value chains and the landscaping approach. As a young network, AgriProFocus Indonesia is still on its quest to develop the network by recruiting more members, and also to trigger the members to work together in the activities. Looking at the activities in the past months, the role of AgriProFocus in Indonesia is to be a neutral space to gather and conduct activities together. However, AgriProFocus Indonesia must be able to maintain its neutrality and not giving opportunity to any member to claim the event(s) as their own. Since AgriProFocus is a member-driven network, there might be additional activities suggested by our members later in this year. Therefore, this Annual Plan acts as guidance, not a rigid instruction. AgriProFocus is open for new ideas and partnership throughout the year. 4

6 2 Network targets 2016 The agenda for 2015 builds on ongoing processes in addition to the development of new opportunities to strengthen the network and its outreach. Here we present the general priorities for 2016 per result area. These deliverables have been set by looking at where the members interests are during our activities and meetings in Coordination and network development Be the port of call in Indonesia for all stakeholders to create linkages and potential synergies with regard to farmer entrepreneurship and food security. Indicators Key targets 2016 Network adherence of stakeholders Professional registration growth with 40 % Increase stakeholder representation of financial institutions, agricultural businesses & cooperatives and international organizations in the network. Regional outreach in country Outreach to regional clusters of stakeholders in Java island, with possibility to work in eastern Indonesia for a pig learning lab. Cooperation with stakeholders Creating connection and/or strengthening relationships with central government (Ministry of Agriculture), local/provincial governments surrounding the working themes of Exploring more partnerships with Dutch members surrounding the working themes of Strengthening relationship with the Dutch Embassy (EKN) in Jakarta by supporting its activities in agriculture. Creating connection with international organizations for future partnerships and resource mobilization Network adherence of stakeholders As per the beginning of December 2015, AgriProFocus Indonesia has 231 registered individual members and 104 registered organisations and businesses. In 2016, we would like to increase the number of our members with 40%. To support this goal, AgriProFocus Indonesia is planning to conduct online platform trainings for its prospective members. The training will underline the benefits of becoming an AgriProFocus member, and also how to register yourself and your organization. This short training will be included in each event we organize in The training will include registration on site, where AgriProFocus staff will help the training participants to register and access our online platform. In 2016, we also would like to increase the stakeholder representation from financial institutions, agricultural enterprises & cooperatives and international organizations in our network. One of the theme activities for AgriProFocus Indonesia in 2016 is Access to Finance. Therefore, we see the need for increasing the representation of financial institutions within our network. The establishment and launch of a worldwide AgriProFocus database of financial service suppliers by AgriProFocus worldwide 5

7 will support this. With having more financial institutions on board, we can stimulate the ease of access to finance for agricultural actors within our network. Currently the number of agricultural enterprises and cooperatives as member of AgriProFocus Indonesia are relatively modest. As AgriProFocus aims to improve the inclusiveness of agricultural value chains these actors should be well represented in, and directly addressed by, the network. In 2016, with a focus on the indicated value chains (coffee, dairy, coconut sugar and piggery) we will establish more direct contact and membership among enterprises and cooperatives active in these value chains. With the aim to involve them in improvement of the functioning of the sectors and their enabling environments. We also see the need of increasing the representation of international organizations. Although AgriProFocus has Dutch roots, as a multi-stakeholder platform, we would like to focus on the specific themes of importance to our members like coffee, sugar and dairy. Many international organizations are active in these sectors which could add important information, experience and potential cooperation opportunities to the network and therefore will also benefit the Dutch members on board. It is our aim to build a network as complete as possible regarding the indicated sectors. The desired increase of stakeholder representation will be achieved through segmented activities which will be conducted in From the members, AgriProFocus Indonesia identified strong interests in coffee, coconut sugar, dairy, gender in value chains, access to finance and youth. This will be the working theme of AgriProFocus Indonesia in Furthermore, we will identify more interests from our members in Regional outreach in country Looking at the locations of where most of our active members are, most of AgriProFocus activities will be conducted in Java island (Jakarta; Central Java for coconut sugar; West and East Java for dairy), Sumatera for coffee, and possibility to expand the area to Eastern Indonesia for a pig learning lab Cooperation with stakeholders Following up the success of the Coffee Finance Fair in 2015, AgriProFocus and its key local stakeholders would like to create the follow-up activities in access to finance in the coffee sector. The follow-up activities may take shape as a mini workshop or seminar. These activities will be co-created together with IDH, 4C Association, SCOPI, and VECO. As a follow up of the Coffee Finance Fair Innovation Competition, AgriProFocus will support the winner of Innovation Competition, Universitas Bina Nusantara, to develop a role-play software game for farmers. With regards to the Dutch members, AgriProFocus foresees cooperation with Agriterra, Friesland Campina and SNV in the dairy sector. While for gender in value chains, AgriProFocus will collaborate with Hivos. Oxfam Novib will still lead the Innovation Community of Youth & Farming in Meanwhile, for activities in coconut sugar, AgriProFocus will co-create with CBI and its partners. Cooperation with PUM will further be explored for the dairy and pig learning lab. In 2016, AgriProFocus would also like to further explore the landscaping approach with the Embassy of the Kingdom of the Netherlands (EKN). The theme has also been picked up by the BBO Indonesia platform, uniting Dutch organizations regarding lobby issues in the Hague, the Netherlands. In 2016 we will explore the opportunity to continue the platform from Jakarta, Indonesia by AgriProFocus in close cooperation and coordination with BBO. 6

8 2.2 Brokering business and partnerships To have an established pre-competitive environment to increase deal making among chain actors and facilitate joint resource mobilization. Further development of agriculture software game by Universitas Bina Nusantara (winner of innovation competition 2015 Coffee Finance Fair) B2B events and agri-business (finance) 1 Finance fair in specific value chain. fairs and market places 2 B2B networking events in coffee and coconut sugar Providing market intelligence on Food & Business In 2015, AgriProFocus Indonesia succesfully created three online corners in specific value chains: coffee, sugar, and dairy. The aim of these corners is to be a one-stop online place for our members to seek and share information with regards to the respective value chains. However, the creation of these corners is not a one-off activity. It is rather a continuous activity which we will bring to In 2016, we would like to further develop the corners by adding more updated information continuously, and also by inviting our members to share knowledge and experiences in the corners. In addition to these already established corners, looking at the interests of our members, in 2016, we also would like to develop new online corners, such as: pig, youth and farming, and access to finance. In 2015, AgriProFocus started to develop the database of financial service suppliers as one of AgriProFocus services to its members. The database will compile all financial service suppliers and their respective products in one easy access place. In 2016, the database will be ready for our members to access. Throughout 2016, AgriProFocus will also actively identify calls and funding opportunities from various institutions and post it on the online platform for our members. One of the follow-up activities in 2016 for the 2015 Coffee Finance Fair is to support Universitas Bina Nusantara, as the winner of Innovation Competition in Coffee Finance Fair, to develop the agriculture software game. AgriProFocus will sit down together with the University and identify the needs to further develop this game and bring it for the benefit of our members. 7

Following the first Finance Fair organized in Indonesia, the 2016 Finance Fair will focus on a specific value chain to be determined following the main interest of our members. The previous event in 2015 brought together 130 conference participants and 3 exhibitors. In 2016, we are targeting 250 visitors and 15 exhibitors. This will be reached by doing the event outreach together with the co-organizers. The goal of this event is to start the discussion, partnership, and sharing between financial service providers and farmers on how to improve access to finance in the specific value chain. In 2016, AgriProFocus would like to organize B2B events in the coffee and coconut sugar value chain. These events could be the first step towards identifying the set up of the Finance Fair. Since this will be the firsts of B2B events organized by AgriProFocus Indonesia, we expect 50 visitors and 5 exhibitors for each event. The goal of a AgriProFocus B2B event is to create business linkages within AgriProFocus members, and also as a mean to identify the members who work in specific value chains for future cocreation. 2.3 Innovation communities Knowledge development and practical issues solving to improve the support system for farmer entrepreneurship. Indicators Key targets 2016 Stakeholders jointly learn and develop solutions for specific 2 active innovation communities: Youth & Farming and Access to Finance. issues or sectors 1 new innovation community on coconut sugar Cross country learning Active participation in 2 cross country learning tracks: developing financial service database for Indonesia a global AgriProFocus activity, and dairy learning lab (with possibility to explore pig learning lab). Youth & Farming The key purpose of Innovation Community Youth and Farming is to generate interest of young people to take part in agriculture sector as young farmers. The members of this Innovation Community are Oxfam Novib, Hivos, KRKP, Ethical Tea Partnership and Solidaridad. In 2014, Innovation Community Youth and Farming organized the Young Agripreneur Ambassadors event, where three Young Ambassadors were selected. It was decided that the selection of Young Agripreneur Ambassadors will be done bi-annually. So for 2016, we are going to conduct the selection 8

10 of Young Agripreneur Ambassadors for the second time. In addition to it, we are going to explore the idea of a Youth Caravan, which has been conducted in several AgriProFocus country networks in Africa. Access to Finance The key purpose of Innovation Community Access to Finance is to bring together financial institutions and farmer organizations, with the purpose of creating better access to finance for farmers. The key stakeholders are 4C Association, IDH, VECO, SNV and Hivos. In 2016, the activities planned under this Innovation Community are: Finance Fair with focus on specific value chain, e.g. coconut sugar. B2B event with focus on coffee & finance as follow up plan of 2015 Coffee Finance Fair. B2B event with focus on coconut sugar as an activity under the new innovation community coconut sugar. Mini workshop/seminar on access to finance in coffee sector as follow up plan of 2015 Coffee Finance Fair. Offer input for the Financial Database of AgriProFocus regarding suppliers of Access to Finance in Indonesia. Coconut sugar In response to the high interest in coconut sugar among the AgriProFocus Indonesia members AgriProFocus is planning to start-up an innovation community coconut sugar. The key purpose of this innovation community is to gather key actors in coconut sugar sector and create activities to address the challenges in and surrounding the coconut sugar sector. The key stakeholders are Hivos, CBI, Clinton-Giustra Enterprise Partnership, Fair Trade, Agriterra and SNV. In 2016, the proposed activities under this Innovation Community are: Follow-up meeting(s) for the newly established national forum of coconut sugar. The national forum of coconut sugar was initiated in December 2015 by Hivos. Following the mandates of Hivos and other key partners during the establishment of the national forum, AgriProFocus will take role in leading this national forum. Series of seminars and/or workshops taking up the issues surrounding coconut sugar sector Participation in cross country tracks In 2016, AgriProFocus Indonesia is going to participate in cross country topics mentioned below: Development of financial services database. AgriProFocus Indonesia will compile all financial service suppliers and their respective products in one easy-to-access place. In 2016, the database will be ready for our members to access. AgriProFocus Indonesia will hire a consultant to start the creation of this database, then to maintain and do further development along the way. When the database has been established, we would like to invite financial services providers to take the ownership of their profile on this database. 9

11 Dairy learning lab, with possibility to explore pig learning lab. The dairy learning lab is the network approach to boost the exchange and learning between dairy practitioners and professionals who work to support farmer entrepreneurship. Looking at the members interest in dairy, AgriProFocus Indonesia will bring the dairy learning lab to the country network. We would also like to explore the possibility of creating a pig learning lab for the eastern part of Indonesia. 2.4 Platform for debate and learning Be a neutral platform for debate, mutual learning and information exchange Indicators Key targets 2016 Promote debate and learning on farmer entrepreneurship Compile and disseminate information on the landscaping approach in cooperation with BBO. Develop and disseminate specific learning products such as Gender in Value Chains Organize BBO Indonesia Overleg (meeting) in Jakarta. Provide space for public debates Usage online platform & other Increase online activities (events, news and discussions) media Increase online traffic (visitors and page views) Promotion of new features and communication methods Promote debate and learning on farmer entrepreneurship In 2016, AgriProFocus Indonesia will bring the Gender in Value Chains training to Indonesia. This training was developed by AgriProFocus Netherlands, and has been conducted in several countries in Africa. Following the success stories in Africa, we would also like to bring the training to Indonesia for our members. AgriProFocus Indonesia will also explore the lanscaping approach with the Embassy of the Kingdom of the Netherlands, Cordaid, BBO and other members of the group of Dutch NGO s involved in the Indonesia Overleg in the Netherlands (see also next paragraph). For several years BBO in the Hague, the Netherlands has been organizing regular meetings among Dutch NGO s active in Indonesia and focusing on development issues ranging from economic development to human rights. In the past few years it has become increasingly difficult to organize these meeting in the Netherlands, since most NGO s have decentralized their personnel on certain geographical areas and even themes to the developing countries themselves. In 2015, following discussion between AgriProFocus and BBO the idea was born to explore the possibility of AgriProFocus organizing these meetings in Jakarta, Indonesia in close cooperation with BBO. This will be further discussed and explored in early The first focus being an exploration on the landscaping approach by several member of the Indonesia Overleg and identify any lobby issues regarding the landscaping approach in Indonesia or following from landscaping approach activities by the members in Indonesia. This in order to get to a more evidence based lobby agenda to be picked up / followed up by BBO in the Netherlands Usage online platform & other media In 2016, AgriProFocus continues to use the online platform, MailChimp newsletter, Facebook and Twitter. In 2015, our members have not yet fully utilized the online platform. This is why our communication strategy is to use Facebook, Twitter and Mailchimp to first capture the members 10

12 attention, then direct them to the online platform for further discussion and collaboration. To assist the members in accessing and using the online platform, we are planning to create training on subscribing and using the online platform. This training will be a side activity in every event organized by AgriProFocus Indonesia. For each of the sectors addressed in 2016 with public events we will integrate an innovation competition. As part of the competition, next to a professional panel of judges scoring the innovations during the event, we will organize in preparation towards the event an online voting system for the best innovation. This will also help the members or prospective members in familiarizing themselves with the features on the online platform. Next to that, in preparation towards the sector focussed events we organised at least 1 on-line discussion. In 2015, we already set up the online corners of coffee, dairy, and sugar, which we will further develop in We are also going to create the new online corners in pig and access to finance. The growth of the online memberships will be achieved mainly through the high exposure activities, such as a finance fair, and by becoming the port of calls for linking common interest within members, such as the online corners on the Indonesia online platform. 11

13 3 Management and governance AgriProFocus Indonesia is hosted by HIVOS Regional Office South East Asia located in Jakarta, Indonesia. This arrangement is settled in an agreement between AgriProFocus and HIVOS. Daily coordination of the country network is performed by a coordinator. Until end 2015 this position was secured by Ms. Dania Rari Pratiwi. She will leave the network by the end of 2015 and will be followed up by a new coordinator in early Recruitment of the new coordinator is in its final stages at the time of writing this annual plan. The coordiantor is being supported by the assistant coordinator, Ms. Maula Paramitha Wulandaru. The work of the coordination team in Indonesia is supported by the Network Facilitator, Ms. Lisette van Benthum, working from the Arnhem office. The Steering Committee currently consists of the Country Network members who contribute considerably to the network in terms of financial contribution or involvement in network activities. Current members are: EKN, HIVOS, Agriterra, Cordaid, Veco, SNV and OXFAM. During the year 2016, we aim to meet with the steering committee at least 3 times in order to address the following: Review of the results achieved in the year 2015; A mid-term review early in the 3rd quarter of 2016, and Gather input for the year plan for AgriProFocus is a network in Indonesia and registered in the Netherlands. Membership of the online platform requires agreement with the terms of service. Otherwise, membership is open for all subscribing to the values and content of AgriProFocus. 12

14 4 Financial management and budget The AgriProFocus Indonesia network works with an annual budget to cover costs of events and activities, brokering support to network stakeholders and coordination cost. Based on the agenda an estimate has been made for 2016 with regards to the expected cost and contributions. Members are also asked to commit resources for joint activities and coordination. Resources committed by members to joint AgriProFocus activities will be matched by DGIS matching fund. The resources covering the budget come from: Contributions of members of AgriProFocus Netherlands members including Agriterra, Cordaid, Hivos, Oxfam Novib, SNV. Contributions of local members including 4C Association, IDH, VECO and KRKP. A contribution from the DGIS matching fund.
