1 Proceeding of the meeting of ADC/ADM-cum-Project Directors, Project Directors (DWDA) and Deputy Director-cum-Project Officers held on 21 st and 22 nd November, 2012 in the conference Hall at HIPA under the chairmanship of Pr. Secretary (RD) to the Government of Himachal Pradesh. In order to review the progress made under various Rural Development schemes a meeting of ADC/ADM-cum-Project Directors, Project Directors (DWDA) and Deputy Director-cum-Project Officers held on 21 st and 22 nd November, 2012 in the conference Hall at HIPA under the chairmanship of Pr. Secretary (RD). While reviewing the various Rural Development Schemes the following decisions were taken:- 1. MAHTAMA GANDHI NATIONAL RURAL EMPLOYMENT GUARANTEE ACT (MGNREGA):- Implementation of MGNREGA was reviewed on 21 st November, 2012 (forenoon session). Besides Project Directors and Deputy Director-cum- Project Officers DRDAs, the Heads/Officers of the Line Departments were also present in the meeting. The list of participants is at annexure-a While reviewing the progress made under MGNREGS upto October, 2012, the following decisions were taken to ensure effective implementation of the Scheme in the State:- (i) (ii) It was decided that the Department will re-iterate the instructions regarding providing 50 percent of MGNREGA workers for the execution of MGNREGA shelf of projects by the Line Departments. These instructions will also be issued to each Gram Panchayat. The Block Development Officers will issue these instructions to all Gram Panchayat Pradhans in their respective Blocks. Regarding the approval of MGNREGA shelf of projects pertaining to the Line Departments, it was decided that the Line Departments will submit their shelf of project to the District Programme Coordinator (MGNREGA) for the approval of Zila Parishad. However, the field officers of the line departments will inform the concerned Gram Panchayats in the gram Sabha meetings
2 (iii) (iv) (v) (vi) (vii) regarding the works included in the shelf of project by the line departments to be executed in the respective Gram Panchayat. It was decided that special Gram Sabha for the selection of MGNREGA shelf of projects for the year and preparation of labour budget will be convened on 9 th December, It was also decided that the officials of the line departments will attend the Gram Sabha meetings in those Panchayats in which their projects will be included in the Annual Action Plan for With a view to ensure that adequate labour is provided to line departments for the execution of seasonal works such as plantation, horticulture plantation and sericulture etc., the Block Development Officers and Pradhan Gram Panchayats will depute wage seekers for the execution of seasonal works of line departments on priority. The line departments will submit their request for labour demand at least 10 days in advance so that labour could be arranged accordingly. In order to sort out various issues and to have proper coordination between the DRDA/Blocks/Gram Panchayats and line departments, it was decided that the meetings of District Resource Group and Block Resource Group may be conveyed regularly. The line departments will ensure their participation in these meetings and also depute the official of appropriate level to attend these meetings. It was also decided that the Gram Panchayat Pradhans will also be invited to attend the Block Resource Group meetings and they will be briefed about the shelf of projects to be executed in their Gram Panchayat areas by the line departments. It was pointed out by the representative of I&PH department that the approval to the MGNREGA shelf of projects submitted by I&PH department has not been accorded by the DPC Shimla, Sirmour and Una. The concerned Deputy Director cum POs were directed to look into the matter and ensure that necessary approval as per the provisions of the Act is accorded to the shelf of projects.
3 (viii) (ix) (x) (xi) (xii) (xiii) (xiv) The representative of Agriculture Department pointed out that they are facing problem in getting adequate labour in development Block Hamirpur, Bhoranj and Bamsan in district Hamirpur. The Deputy Director cum PO DRDA was asked to look into the matter and take appropriate steps to provide labour to the Agriculture Department in these Blocks. It was decided that Animal Husbandry Department will prepare the shelf of projects in respect of livestock related permissible works under MGNREGA. The approved shelf of project will be executed by the Animal Husbandry Department through their Nodal Officers and technical staff of the RD Department will provide assistance in preparation of estimates and assessment of work. Necessary direction in this regard to the technical staff will be issued by the RD Department. The Officers of the line departments were requested to identify MGNREGA projects which can be executed in a convergence mode so that durable assets under the scheme are created. It was decided that all the districts will review the progress under MGNREGS on the indicators which have been reviewed in this meeting. All the PDs and Deputy Director cum PO DRDAs were asked to ensure that 100 percent physical and financial projections made in the labour budget are achieved so that next installment of funds could be claimed from Government of India. The issue regarding variation in opening balances was discussed in detail and all the PDs and Deputy Director cum PO DRDAs were asked to rectify these opening balances and this task be completed immediately. This task may be assigned to the Accounts Officers posted in the DRDAs. In those DRDAs where Accounts Officers are not posted, the Accountants may be asked to complete this job. All the PDs and Deputy Director cum PO DRDAs will ensure that Audit report and utilization certificate for the year is submitted by 30 th November, 2012.
4 (xv) It was decided that Aadhar Number of all the registered MGNREGA worker will be entered in MIS. The details of Aadhar number can be obtained from the IT Department. (xvi) All the PDs and Deputy Director cum PO DRDAs were asked to ensure that administrative expenditure does not exceed the prescribed limit of six percent and the expenditure under administrative expenditure head is incurred only on permissible items. If the expenditure in any Block is exceeded the prescribed limit due to less quantum of work, the staff deployed under the scheme may be disengaged by declaring surplus staff and payment of monthly remuneration shall be reduced proportionately. (xvii) Delayed payments The District wise status of delayed payments was reviewed and it was found that there is considerable delay in payment of wages to the workers which is the violation of the Act. All the PDs and Deputy Director cum PO DRDAs were directed to review the status of delayed payments regularly and ensure that wage payments are made within the stipulated period. (xviii) Regarding expenditure in pipeline, all the PDs and Deputy Director cum PO DRDAs were directed to ensure that the expenditure in pipeline is cleared by entering the correct dates of payments. (xix) All the PDs and Deputy Director cum PO DRDAs were directed to upload the photographs works as per the instruction issued by the department and also take necessary steps to update and cleaning of registration ( i.e Job card, data with respect of SC/ST/BPL/SF/MF/Aadhar/RSBY etc) (xx) All the PDs and Deputy Director cum PO DRDAs were directed to ensure that Social Audit in all Gram Panchayats is conducted and action taken report along with minutes of the Social Audit meeting are uploaded on MIS. (xxi) Complaints while reviewing the District wise status of pending MGNREGA complaints it was found that large numbers of complaints are pending more than 1-2 years. All the PDs and Deputy Director cum PO DRDAs were directed to review the status of pending complaints in the monthly review meeting regularity and submit the action taken report to the department on
5 each pending complaint. As the GOI has linked the release of funds under MGNREGA to the pending complaints, henceforth, request for demand of funds under MGNREGA will be accompanied with the status of complaints and pendency of complaints should not be exceeded more than 3 months period else, funds shall be stopped for the concerned district. 2. INDIRA AWAS YOJANA (IAY):- Implementation of IAY was reviewed on 21 st November,2012 (After noon ) session.the Project Directors and Project Officers DRDAs were present in the meeting It was pointed out by the chairman that all the houses have not been sanctioned as per targets by the DRDAs Bilaspur, Mandi, Shimla and Solan. The expenditure as per Awaassoft is very less and even no expenditure has been reflected by the DRDAs Laahaul-Spiti and Kinnaur. The progress under DRI scheme is very less.it was assured by the PD/POs that all the houses will be sanctioned shortly as per target and regular entries are being made on Awaassoft to increase the figure of expenditure. meeting. The complete data of beneficiaries on MI Awaassoft will be uploaded within week s time as the 2 nd installment of funds for release from Govt. of India is directly linked to the entries on Awaassoft. Necessary directions to the BDOs will be issued by the DRDAs to sponsor more number of DRI cases to the banks.the matter regarding non-sanction of cases by banks be taken up in the BLBC/DLBC meetings. The proposals for release of 2 nd installment of funds under IAY be sent to Government of India on the prescribed formats and within a week s time. The toilets along with IAY houses be constructed out of TSC funds and progress be reflected in convergence report.
6 As soon as the 2 nd installment is received from Government of India during current financial year, the remaining funds be released to the beneficiaries keeping in view the progress of the house. Since IAY is a part of Bharat Nirman and 20 point programme as such the progress of completion of houses during 3 rd quarter is required to be achieved up to desired level. (a) ATAL AWAS YOJANA (AAY) : While reviewing the progress under Atal Awaas Yojana, it was decided that all the remaining houses be sanctioned immediately and completion of houses be ensured during current financial year. The 2 nd installment of funds be released to all the DRDAs immediately so that beneficiaries could complete their houses soon. (b) DRDA ADMINISTRATION:- While reviewing the progress of DRDA Administration, it was decided that the proposals for release of 2nd installment of funds be sent to the Government of India by the remaining DRDAs within week s time. Online MPR under the scheme be ensured regularly by the DRDAs. 3. SOCIO-ECONOMIC CAST CENSUS (SECC-2011) The presentation was made in the meeting on verification and correction manual received from Government of India. Discussion on time schedule was also held in the meeting. After detailed discussion on each issue the following decisions were taken:- The DRDAs will adhere the time schedule and will ensure the completion of Verification and Correction Process with in a time period. ITI/KARVY will prepare the pdf files at the earliest. The training to the Master Trainers will be imparted at State level at the earliest. If, any household stressed upon that he/she belongs to PTG/Bounded Labour/Manual Scavengers in that case proper inquiry would be conducted before correction and uploading of data. The Block Development Officers would be involved in verification data correction process with the designation as Additional Charge Officers SECC The issue of remuneration to the Verifying Officers will be taken up with the Government of India.

NIRMAL BHARAT ABHIYAN (NBA) In the review meeting under the Chairmanship of Principal Secretary RD &PR of DD cum PD all DRDAs in Himachal Pradesh following points under NBA were emerged: First of all DRDAs were directed to make sure that each district achieves Nirmal/ ODF District status soon so that the target of Nirmal Himachal can be achieved by the end of March Regarding Base Line Survey the last date for completion was fixed 5 th of December, 2012 but during the meeting most of the districts showed their incapability to complete this survey within this period and made request to extend the date. In this regard worthy Pr. Secretary (RD) has extended the date to 10 th Dec 2012 and directed that all DRDAs should ensure submission of survey reports along with revised PIPs by the said date. All the DRDAs were also asked to include the information regarding migrant labours and their resident colonies/areas in the format already circulated for Base Line Survey, so that the sanitation requirement of this group could also be highlighted in this survey. In the meeting a point was raised that although we are going to claim Nirmal Himachal Status but unless toilet facilities on National and State Highways are provided it is not worth saying. It was decided that DRDAs would come out with the requirement of toilet facilities (identification of sites) in these areas with the help of local authorities of PWD & Revenue Departments so that the State could take appropriate action in the said matter. As per latest Supreme Court order all the schools should be provided toilet facility by 31 st March In this regard a format has already been provided to all the districts for identifying schools and Anganwarees, not having or requiring extra water and toilet facility and it was decided that the name and addresses of such Schools & Anganwarees would be forwarded to the State hqtrs for further necessary action. It was also observed that in most of the districts slip back in the NGP winner GPs has been noticed for which all the districts were asked to ensure the sustainability. It also came out in the meeting that in most of the Pump Houses no toilet facility is provided by the I & PH department for which the matter needs to be solved both at district and state level. The districts were requested to forward the names of such institutions those are not having toilet facilities to the local authorities of I &PH department.
8 DRDAs were asked to release BPL subsidy to the IHHL beneficiary immediately if the financial resources are available with them within the criteria fixed by the GOI. It was also decided that the subject of sanitation would be addressed in each and every Gram Sabha/ Up Gram Sabha and the names of defaulters would be raised during these Gram Sabhas. It was also directed by the worthy Principal Secretary that to gear up the pace of progress under NBA, enforcement of Panchayati Raj act and Police act must be ensured to stop open defecation and to sustain the status achieved. All the districts were also directed to reduce the unspent balances so as the next installment would be claimed from the GOI. It was also brought in the notice that due to the non availability of permanent personnel for NBA activities, districts/blocks are lacking in spreading the sanitation coverage and its sustainability. In this regard the department has already taken up the matter regarding appointment of Consultant (at District), District Coordinators and Block Co-ordinators with the I&PH department and all the POs were directed to ensure coordination at DWSM level being a member of the body. It was also decided that APO or suitable Govt. employee wherever available can be given the charge of NBA at the district level so that the designated personnel could be contacted for monitoring and evaluation of sanitation status of the district, whenever requires. Regarding online entries, all the DRDAs were asked to match online data differences being existing at District and G.P Level entries. The DRDA Kangra was requested to upload the data of 12 GPs of the District on the DDWS website. Regarding construction of CSCs all the districts were also suggested to contact SULABH INTERNATIONAL to explore the possibilities for providing of sanitation facilities at identified places. All the DRDAs except Kangra, Hamirpur and Sirmour were again directed to submit the Utilization Certificates along with Annual Audit Report (on prescribed format) for the year by 30 th Nov positively. Date wise activities under special sanitation drive should be continued as per the schedule already circulated and the interim report (both in hard & Soft copy) of activities already performed during special week w.e.f 2nd Oct 2012 to 5 th Oct 2012 should be forwarded to the State Hqtrs by 5 th Dec SWARNJAYANTI GRAM SWAROZGAR YOJANA (SGSY):- While reviewing the progress made under SGSY, the performance in respect of all the District has been found poor. It was ordered that all the DDcum P.O may gear up the pace of progress and to ensure that the targets are
9 achieved in full. Besides, it has also been directed by the Chairman that the focus be given on formation of more SHGs. as there is huge potential for formation of new SHGs. It was also ordered to remove all the discrepancies in the figures. (a) 2 nd INSTALLMENT OF FUNDS :- On this issue it has been decided that all the DD-cum P.Os will submit the proposal for 2 nd installment of funds to this deptt. by mid December,2012 positively. (b) SGSY SPECIAL PROJECTS :- The progress made under SGSY Special Projects was reviewed in the meeting and it has been observed that the project implementation period in respect of almost all the projects is either over or likely to be over and huge unspent funds are lying with DRDAs. Therefore it was ordered that all the POs concerned may ensure either the funds are remitted to the Govt. s concerned proportionately or to spend the money for the purpose for which it is sanctioned with in the current financial year (c) RSETIS:- While reviewing the progress made under RSETIs, it has been observed that progress is not being provided on revised formats. All the DD-cum P.Os were directed to ensure submission of MPRS on revised format and the youth either given placement or linked with banks should be got verified by the POs concerned. (d) DISTRICT HAATs :- The issue regarding submission of proposals for setting up of Distt. Haat was review and it has been observed that the Distt Viz Sirmour, Solan Chamba,Shimla, Mandi and Kinnaur have furnished the proposals to G.O.I and rest of the Distts. have yet to submit the proposal. Hence, the Chairman ordered that the P.O.s of those Distts which have not forwarded the proposal as yet may ensure submission of proposal with in fortnight. (e) VILLAGE HAAT :- It was observed that the Distts Viz Chamba, Kinnaur,Mandi Sirmour and Solan only have claimed 2 nd installment of funds. The rest of the Distt. are lagging behind. Hence, it has been ordered that the P.Os of those Distts. who have yet to claim thpe 2 nd installment should prepare the proposal and the P.Os concerned by deputing same responsible officers should submit the
10 same to G.O.I after due recommendations of the state Govt. with in a month s time positively. (f) SKILL DEVELOPMENT PROJECTS :- After having look on the progress made under these projects the Chairman directed that the BPL youths trained and given placement should be verified by the P.Os concerned.the list of person trained shall be provided by all POs to the Directorate. (g) NATIONAL RURAL LIVELIHOOD MISSION (NRLM):- The Joint Secretary (RD) briefed the participants about NRLM and suggested all the DD-cum-Pos to focus on formation of SHGs and federation at all levels because as there is no provision for assistance of individuals under the Mission. 1. All the DDs-cum- POs should provide the relevant data on prescribed format supplied with the agenda without any delay. 2. In the first phase the NRLM is being implemented in 5 intensive block viz Shillai, Bangana,Rait, Sadar Mandi, Hamirpur of Sirmour,Una, Kangra,Mandi & Hamirpur Districts. The SGSY in rest of the area will continue to be implemented in same manner. 3. As the Principal,ITI, Paonta and Nahan has already agreed to impart residential / Non residential Trainings to BPL youth of Dev. Block Shillai hence it was decided that the B.D.O,Shillai may explore the possibilities to sponsor adequate number of BPL youth for imparting training to both these ITIs. 6. WATERSHED DEVELOPMENT PROGRAMME:- At the outset the Director-cum-CEO, SLNA asked the Project Director, SLNA to make presentation on Watershed Development Programme. Thereafter the Project Director, SLNA welcomed the Chairman, Director-cum- CEO, SLNA and other participants and made programme-wise detailed presentation on Watershed Development Programmes :- PRE HARIYALI PROJECTS : He informed that all installments under Pre Hariyali IWDP (except Chamba- IV) and DPAP have been claimed by the concerned districts within cut of date of GOI. The GOI has considered IWDP Chamba-IV for foreclosure. He further informed that the department has fixed time line for completion of these
11 projects by October, 2012, but huge funds are still lying unspent under both the programmes. The pace of progress of all DDP projects being implemented in district Lahaul Spiti and Pooh block of Kinnaur district is not satisfactory. The subsequent instalments of DDP 7 th & 8 th batch have not been claimed by both districts for the last two years. However DRDA Lahaul & Spiti has sent proposal under these batches to GOI during July, 2012 which needs to be pursued in the Ministry for early release of funds. HARIYALI PROJECTS : He stated that majority of due installments under IWDP and DPAP have been claimed except IWDP Chamba-VI, Kangra-VII, IX, XIII and Shimla-IX and DPAP 4 th batch of Solan district. He requested the concerned officers to pursue pending proposals personally in GOI and release the funds at the earliest. The Project Director further stated that progress of DDP Hariyali projects is also very slow, despite repeated requests of this office. The GOI has considered 1 st batch in District Lahaul & Spiti and 4 th batch in District Lahaul & Spiti and Kinnaur for foreclosure. The GOI is requesting time and again for requisite documents under these projects and are to be sent to GOI immediately. In other batches no proposals have been sent by above districts to GOI since long time. INTERGRATED WATERSHED MANAGEMENT PRORAMME (IWMP) Projects: The Project Director, SLNA informed that DRDA Mandi, Shimla and Solan have not sanctioned entire funds of EPA under batch-1 st so far and progress in district Bilaspur, Kinnaur and Lahual & Spiti is also very slow. He further stated that District Bilaspur and Lahaul Spiti has not yet achieved desirable expenditure under batch 1 st i.e. 60% funds to claim 2 nd installment. He requested the participants to enhance the pace of progress and sent the requisite documents on the prescribed formats to the department before 30 th Nov., 2012 enabling this office to claim the funds of 2 nd installment of 1 st batch from GOI accordingly. Further he stated that 44 projects have been sanctioned by the GOI to the State during and funds of 1 st installment have also been released to the district long back. The district have submitted only 21 DPRs to this office and the same have been approved by the SLNA in its 5 th meeting but remaining 23 DPRs i.e. Bilaspur-VI, Chamba IV to VII, Hamirpur-IV, Kangra-VI, VII, X & XI, Lahaul Spiti - III, IV, Shimla-VIII to XVII and Una-VI are still awaited from districts. Beside this expenditure of EPA and capacity building is also very low and no works have been sanctioned under work component by the DRDAs except DRDA Kinnuar and
12 Sirmour. SLNA has also released 6% funds of 30 projects sanction under 3 rd Batch to all DRDA except Chamba and the said amounts are to be utilized 1% on DPR, 1% on Admn. & Capacity building & 4% on EPA. The department has also requested to sanction the EPA works and prepare the DPRs as per past practice but no action in this regard seems to be taken by the DRDAs so far. The officers from districts informed that due to imposition of Model Code of Conduct this process could not be completed. The Director (RD)-cum-CEO, SLNA informed that department will take up this issue with the Election Department. During general discussions on IWMP, Director, RD-cum-CEO SLNA suggested to constitute a working core group amongst Deputy Director-cum-Project Officers and Project Directors (IWMP) to chalk out frame work / strategies on Livelihood, Micro Enterprises and convergence of IWMP programme with other schemes. This working group will develop an approach paper on these issues and submit its recommendations / suggestions to the department. After detailed discussion and deliberation on the issues raised, the following decisions were taken :- (I) Remaining 23 Detailed Project Reports (DPRs) for be completed in all respect upto 5 th December, DPRs of Batch-III be completed in all respect upto 31 st Jan., 2013 positively. (II) All EPA works of 1 st and 2 nd batch be completed as per timeline fixed by the department and EPA works of 3 rd batch sanctioned during be identified, sanctioned and complete at the earliest. (III) The District Bilaspur and Lahaul Spiti will achieve desirable expenditure of 1 st batch upto 30 th November, (IV) The Preliminary Project Reports (PPRs) complete in all respect be submitted to the SLNA upto 10 th Dec (V) The Base line survey data of 44 projects sanctioned during be updated on MIS upto 10 th December 2012 positively. (VI) The figures reported in MPRs should also be matched with the figures uploaded on MIS formats on regular basis. (VII) All MPRs/MIS reports should be submitted to SLNA upto 5 th of every succeeding month. (VIII) MIS workshop for Data / Computer Operators in the DRDA / DWDAs in HP be organized at SLNA level. (IX) The Utilization Certificates, Audited Statement of Accounts separately in respect of Institutional / Project funds alongwith other requisite documents be sent to SLNA upto 10 th December, 2012 positively. (X) As per directions of GOI the funds be released by WCDC in DRDA to PIAs within 15 days from the receipt of funds from the SLNA. This instruction may be adhered strictly in letter and spirit.
13 The worthy Pr. Secretary (RD) to the Govt. of HP directed the officers that special efforts be made to enhance pace of progress under all watershed projects and action be initiated upon the decisions taken, keeping in view the timelines fixed by the department.
