3 Homeowner Program Budget and Mission Total Program Budget: $1,331,163,919 Program objective: Provide grant assistance to homeowners impacted by the March and August flood events for eligible unmet needs in a manner that helps as many homeowners as possible with the limited funding available.

5 Recent Developments Approval of Action Plan Amendment 4 (September 6): Phases II VI expanded to include homeowners with flood insurance Tiered awards increased for Phases III VI 50% reimbursement for all homeowners 100% prospective construction Eligible reimbursement period expanded by one year, from September 8, 2017 to September 8, 2018 Governor Edwards has requested that Congress eliminate SBA loans from consideration as a duplication of benefit and has requested that Louisiana be included in future disaster appropriations

6 Homeowner Program Key Updates Over 44,000 homeowners have completed and submitted the survey More than 36,500 qualify for Phases I VI Over 28,000 environmental reviews have been completed, representing 76% of the in Phases I VI Over 12,000 homeowners have been invited to complete the application and approximately 8,200 homeowners have submitted Over 2,250 damage assessments have been performed Approximately 600 homeowners have received grant award acknowledgements totaling $17.9 million +

7 Rental Programs Neighborhood Landlord Program Total Program Budget: $49,163,422 Program objective: To provide forgivable loan assistance to landlords to restore their flood-damaged properties and to non-profit developers to develop new rental housing stock in order to restore and create long-term affordable rental housing stock. Assistance is limited to properties with 7 or fewer units. Eligible applicants: For-profit landlords who owned flood-damaged rental properties at the time of the floods Non-profit developers Public Housing Authorities

8 Rental Programs Neighborhood Landlord Program Have attended 21 outreach events throughout the state reaching over 1,800 citizens. 26 contingent commitment letters mailed totaling $10.9M. Based on applications received to date, inbound calls, and applications with lenders, the deadline was extended to September 30th. Program expects to be fully subscribed by end of end of application period.

11 Rental Programs Multifamily Restoration Loan Fund Total Program Budget: $45,000,000 Program objective: To provide loan assistance to developers of properties with 20 or more units to restore their flood-damaged units in order to restore and create long-term affordable rental housing stock. Eligible applicants: Developers with existing affordable or mixed income properties Developers with market-rate properties willing to convert at least 51% of their units to affordable housing for LMI families Public Housing Authorities

12 Rental Programs Multifamily Restoration Loan Fund Application deadline extended to 9/30/ out of 13 first round applicants were notified on 6/23/17 of their conditional award status. 5 applications were received in the second round of funding, which ended 8/31/17. An average cost of $23,751 per unit. Based on an estimate of 4 people per unit, approximately 2,300 people would be served. Award amount Units Round 1 $ 9,420, Round 2 $ 4,331, $ 13,752,

14 Rental Programs Rapid Rehousing and Permanent Supportive Housing Total Program Budget: $24,000,000 Program objective: To provide rental assistance and wrap-around services to vulnerable low and very-low income renters in order to prevent homelessness. Eligible applicants: Vulnerable low to moderate income renters who were displaced by the floods Participants in Permanent Supportive Housing must also be disabled

15 Rental Programs Rapid Rehousing All former TSA households moved out of the hotels on August 23, households are in the housing search process. 222 households have been placed in rental units through the program so far. Working with LDH/DCM to exit renter households from MHUs to Rapid Rehousing will host more leasing fairs. On track to serve 600 households by program conclusion.

16 Rental Programs Permanent Supportive Housing As participants enter the Rapid Rehousing Program they are being vetted for PSH services. The Louisiana Housing Authority is still pursuing the expansion of Project-Based Vouchers statewide, allowing households to move from RRH as a bridge into Project-Based Voucher units that are not time-limited. Will be effective 1/1/ households are currently receiving services.

17 Economic Development Programs Small Business Loan Program Total Program Budget: $51,200,000 Program objective: To provide partially forgivable loan assistance to small businesses for eligible non-construction unmet needs to help in their long-term recovery from the Great Floods of Eligible applicants are small businesses who: Have 50 or fewer employees and a minimum annual gross revenue of $25,000 Experienced either a physical or financial loss as a result of the flood events

18 Small Business Loan Program Program Update Deadline to submit applications is now October 31 st. Loan award range is now $10,000-$150,000. Minor adjustments to streamline underwriting: allow use of global debt ratio, and special considerations for credit scores above 700 As of Sept 15th: Approximately 2,470 inquiries by business owners 184 applications received, currently pending 105 completed applications, 9 approved loans OCD anticipates loan closings for approved loans to begin within the next two weeks. The Small Business Survey ended September 5, 2017 There were 856 respondents. 80% of respondents indicated they are in need of financial assistance. Businesses that indicated that they need financial assistance have been contacted by one of approved lenders to pursue an application.

19 Small Business Loan Program Continuing Lender Outreach Efforts: Program sent to all businesses in the SBA database on 8/28 News/radio/print/billboard/social media >10 satellite offices Direct communications with known affected businesses and business associations Participation in Homeowner events and open-houses Solicitation of business survey respondents

20 Small Business Loan Program Recent OCD Efforts: Initiated a digital and print media campaign though Zehnder Communications. This campaign encouraged viewers to take the business survey and learn about the loan program. This campaign targeted folks via Facebook, Google Ads, Twitter, BrandXChange, and local print media. LA Bankers Association will promote program to clients. Based on recommendations by the LA Bankers Association and the ED Task Force, program adjustments were adopted to streamline underwriting. Set a deadline to submit an application of October 31 st. Press releases and online ads will be released to advertise this info ASAP.

21 Economic Development Programs Louisiana Farm Recovery Grant Program Total Program Budget: $10,000,000 Program objective: Provide grant assistance to farmers to help them in their long-term recovery from the Great Floods of Eligible applicants: Farmers who experienced crop and/or livestock losses in either the March or August flood events.

22 Louisiana Farm Recovery Grant Program Program Update Informational meetings were conducted across Louisiana from July 13-August 1. Over 340 farmers attended the meetings. Over 1000 applications have been submitted. The implementation timeline will be extended due to the level of applications submitted and time needed for review. The program award cap is $100,000. It is likely the total request for funds exceeds the program allocation, so LAFA will use a pro-rata allocation process to make individual awards that are based on applicant s crop loss, unmet need(s) and documented eligible expenses.

24 Infrastructure Program FEMA PA Cost Share Match Program Total Program Budget: $105,000,000 Program objective: Provide grants to state agencies, local governments and non-profit organizations eligible for FEMA Public Assistance in order to offset the burden of the 10% or 25% state and local match requirements. Eligible applicants are any FEMA PA eligible applicant, including: State agencies Local governments and agencies Non-profit organizations

25 FEMA PA Cost Share Match Program Awaiting guidance from HUD and DOL on the following topics: Small projects support documentation requirements Applicability and timing of Davis Bacon to FEMA PA projects when partially funded with CDBG-DR OCD-DRU continues to provide On-Site Technical Assistance OCD-DRU sent out message to all eligible applicants to complete Program Participation Forms by November 15, 2017 OCD-DRU staff are calling applicants as the participation forms are received to review next steps in the process and assess need for technical assistance
