Subject of funding The funding instrument for EU-cofinancing for Development Communication and Education in Austria is intended for projects which are cofinanced within the relevant European Commission budget lines for projects in Austria. Eligible for funding are: Projects in the area of Development Communication and Education in Austria which contribute to an understanding of development issues and global interdependences. A broad range of activities in education/global learning, public relations/communication, films, journalism and science as well as culture and audiovisual media. 2. Legal basis Funding of projects for Development Communication and Education in Austria is based on international agreements and thematic focus for Austrian development policy. Funding for EU-cofinanced measures from resources from the Austrian Development Cooperation (ADC) is granted in accordance with: Relevant provisions of the European Commission in their most recent version Development Cooperation Act, Federal Legal Gazette (BGBl.) I No. 49/2002 (DCA) in its most recent version Three-Year Programme on Austrian Development Policy in its most recent version General Terms and Conditions of the Austrian Development Agency (ADA) for Development Cooperation Funding as most recently amended (AVB) 2 EU-Cofinancing in Austria

4 3. Eligibility of Applicants Eligible applicants are development organisations 1 based in Austria and approved by the European Commission (EC) for cofinancing. The applicant organisation should have suitable institutional and administrative capacities and experience in development communication and/or education. Applications may be submitted by: Development organisations which have submitted their funding application to the EC and which, if approved, would enter into a contract with the EC. Development organisations which have not submitted a funding application to the EC themselves but which are members of a consortium or other partners in such a funding application. 4. Funding Criteria 4.1 Thematic focus and quality criteria The thematic focus is based on the EC tenders; funding applications are appraised by EC representatives regarding their thematic focus. ADA appraises funding applications particularly based on the following quality criteria: The submitted project corresponds with the aims and strategies of Austrian Development Cooperation and Development Communication and Education in Austria. The project provides added value for the promotion of Development Communication and Education in Austria. The project is either a cooperation project (i.e. a project in which several inter- /national partners participate) or a project which involves or promotes cooperation. Synergistic effects increase the benefits resulting from the resources provided. Outcomes are secured by means of a transparent follow-up. Projects must include mechanisms to ensure the sustainability of activities in Austria. 1 Development organisations are non-profit legal entities under private law, provided that development cooperation is among its statutory objectives and its de facto operational activities.. Institutions which carry out development cooperation as defined by Section 2, Subsection 3, in particular institutions of legally recognised churches and religious communities, regional and local governmental and administrative authorities and bodies governed by public law as well as businesses, shall be deemed equivalent to development organisations. 5 4.2 Formal criteria Only complete applications which are submitted in standard format and within the prescribed time limit will be considered for the selection process. Funding applications must be submitted via to the ADA-desk Funding Civil Society/ Development Communication and Education in Austria The funding application may be submitted in German or English. An informative short description of the problem, goals, target groups and activities in German is to be included in the funding application 2. Project parameters such as financing volume, administrative expenses and project duration are based on the EC requirements. The EC is responsible for verifying the competency of the funding applicant, intervention logic, timetable and adequacy of project costs; these criteria will not be assessed by ADA. 4.3 Budgetary Criteria The itemisation of project costs is based on EC requirements. Only costs incurred after the date defined in the contract with the EC will be cofinanced. The maximum amount funded by ADC is per project, at a maximum funding rate of 15 % of project costs in Austria. A minimum of 5 % of project costs in Austria must be contributed from the applicant organisations own resources, the rest may be financed through third-party funding. The actual quota and amount of funding provided depend on the following: the rate and amount of funding provided by the EC the thematic focus of the planned intervention the budget funds available at ADA. For EC-cofinanced projects of Development Communication and Education in Austria the following reference values apply: EC contribution Minimum applicant s own max. Submission deadlines and timetable The application to ADA is contingent on the EC submission deadlines. 2 The summary in German is to be submitted to ADA only after approval of the application by the EC with the final updated funding application (application including logical framework, project budget and EC funding contract). 4 EU-Cofinancing in Austria

6 5.1 Procedure after application to the European Commission In the course of the application to the EC the applicant informs the ADA-desk Funding Civil Society/ Development Communication and Education in Austria via about the project submitted to the EC via as follows: For projects which fall under the automatic funding 3 mechanism (DEAR Call), the applicant submits the following information within three weeks of submission of the complete application to the EC via to the ADA-desk Funding Civil Society/ Development Communication and Education in Austria (epolbildung@ada.gv.at): Approved Concept Note, information on the EC budget line, project country, project title, duration, and planned financing Where automatic funding is not applicable, the following submission procedures apply: The applicant submits the application in accordance with the ADA format to the ADA-desk Funding Civil Society/ Development Communication and Education in Austria within three weeks of submission of the complete application to the EC. ADA reviews the application and informs the applicant of its decision within three weeks. In the case of a positive decision, a funding reservation is made. The funding reservation means that ADC funding is ensured if the EC cofinances the project and ADC budget resources are available (see Annex A.1 Definitions). 5.2 Procedure after funding decision by the European Commission The applicant notifies the ADA-desk Funding Civil Society/ Development Communication and Education in Austria without delay via , even if the application is rejected. If the project is approved by the EC, the applicant submits the funding application via to the ADA-desk Funding Civil Society/ Development Communication and Education in Austria as soon as the contract has been signed with the EC. 7 copy of the Partnership Agreement (in case the application is submitted by a consortium or other partner) 5.3 Procedure after signing the funding contract with ADA For EU-cofinancing, ADA bases its procedures on those of the EC. ADC instalments are calculated in aliquot part to the EC instalments and are paid out in accordance with 5 of the funding contract. As soon as the funding contract between the applicant and ADA has been signed, ADA will transfer the first instalment of ADC funding to the contractual partner. Further ADC instalments will be transferred after receipt of proof of payment of the corresponding EC instalment and presentation of required reports in accordance with the EC format. The final instalment will be paid after approval of the project conclusion by the EC and submission of the final report in the EC format to ADA. 6 EU-Cofinancing in Austria

Visibility of ADC The contractual partner must include the ADC logo and a reference to ADC funding in a visible place in all publications and on funded equipment and installations in accordance with the most recent version of the ADC visibility guidelines. In reports the contractual partner must inform the ADA about how the visibility of ADC was ensured. 7. Legal claim The decision to grant funding is taken by ADA exclusively based on the present Funding Guidelines and availability of funds. There is no legal right to funding.
