Copies are available for the public at the Community Development Commission office. 1. Call to Order and Roll Call Chair Dina Kirtley called the Community Development Committee meeting to order at 8:40 am and the roll was called. Public Comments There we no public comments. 3. Approval of Minutes Karen Fies moved approval of the February 26, 2013 CD Committee minutes with minor corrections, seconded by Lynn King, Steve Cox Abstained, and the motion carried. 4. Community Grant Funding Allocations Mark Krug, Community Development Manager, used a pie chart presentation to describe the four sources of Community Grant Funding. Mr. Krug reported that HUD has not released its funding amount for FY so a contingency method will be required at the end of the day in the event the funding allocation amount should increase or decrease from the levelfunding estimates provided by staff. Mr. Krug provided a brief history of how the Commission began the allocation process for the Community Services Funding that was originally designated to the Human Services Department. This Human Services Commission funding was cut and transferred to the

3 Page 3 Community Development Commission, because the Commission was able to administer those funds for less money. Recommendations for funding from today s public hearing would be added to the Annual Action Plan as part of the Sonoma County 2010 Consolidated Plan. The Annual Action Plan will be available for public comment for 30 days prior to being submitted to the Board of Commissioners on May 7, 2013 for review and approval. The minimum awards have increased depending on whether an applicant is participating in the Homeless Management Information System (HMIS). The minimum for an agency not using HMIS is $15,000; while a participating agency s minimum allocation is $20,000 because of the extra work involved in reporting homeless data to the HMIS. Teddie Pierce, HMIS Coordinator, pointed out that if a program is dedicated to serving homeless individuals the agency is required to provide HMIS data. All 34 applications received are eligible for funding. Mr. Krug reminded all applicants that if representation is not at the public hearing today, the applicant would not be eligible to receive funding. Mr. Krug discussed the $52,500 Set-Aside funding for a Fair Housing program, which is a U. S. Department of Housing & Urban Development (HUD) mandated program. Staff recommended a second set-aside of $55,000 to be used for rapid re-housing to satisfy federal Emergency Solutions Grant (ESG) program requirements. Mr. Krug reported that there is a cap on Emergency Solutions Grant (ESG) that can be used for shelter support, and the Commission has an obligation to make sure a certain amount of ESG funding goes to rapid re-housing. 5. FY Community Grant Funding Proposals: Fair Housing, Community Services, Counseling, and Youth Programs A. Staff Report on Fair Housing, Community Services, Counseling, and Youth Program Proposals. Ms. Pierce provided a brief introduction for each applicant. Committee Discussion. Lynn King noticed that it appears staff recommendations were

4 Page 4 focused on homeless services rather than human services, and she asked the Commission to request the Board of Commissioners to put funding back into the human services area. Kathleen Kane advised that staff is required to adhere strictly to the Board-adopted Funding Policies in making their preliminary analysis and suggested funding amounts, and that the staff recommendations are not binding on the Committee. The staff suggestions are meant to inform the Committee s discussion, but the Committee is free to recommend funding for any of the proposals based on their own assessment of the projects. Karen Fies, Human Services representative to the Committee responded that all of these organizations are incredibly worthy programs. Ms. Fies recommended that the Committee wait until the end of the day to provide recommended funding amounts for all applicants. The Committee recessed for a break at 11:10 am and reconvened at 11:25 am. 6. FY Community Grant Funding Proposals: Legal Services, Crisis Counseling, and Domestic Violence Programs A. Staff Report on Services, Crisis Counseling, and Domestic Violence Proposals. Teddie Pierce, Homeless Management Information System (HMIS) Coordinator, provided a brief introduction for each applicant. There was no committee discussion at this time. The Committee recessed for lunch at 12:05 pm and reconvened at 1:15 pm. 7. FY Community Grant Funding Proposals: Homeless Shelters A. Staff Report on Homeless Shelter Proposals. Mr. Krug gave of brief history of funding for Sam Jones Hall by the County of Sonoma and the City of Santa Rosa. Committee Deliberation, Prioritization and Recommendations The Committee completed its deliberations for allocating the available funds for the Community Grant Funding proposals. Motion: After much discussion, Lynn King moved that the Committee adopt the allocations as displayed on the screen and included in these minutes, seconded by Steve Cox, none opposed, and the motion was carried. Mr. Krug asked that the Committee to include a contingency motion in the event of any decrease/increase in HUD funding. Motion: Decrease Contingency: Karen Fies moved that the Committee adjust all applicants pro-rata, except those applicants awarded allocations at the minimum thresholds, and the Increase Contingency: if additional funding is received, adjust all awards pro-rata, but awards should not exceed the applicant s requested amount, seconded by Dina Kirtley, none opposed, and the motion carried.
