4 Purpose USDA National School Lunch Program Equipment Assistance Grant Overview Proposals Due: Wednesday, February 14, 2018 by 11:59 p.m. This grant will competitively award U.S. Department of Agriculture (USDA) Food and Nutrition Service Equipment Assistance Grants to eligible School Food Authorities (SFAs) participating in the National School Lunch Program (NSLP). These funds will allow SFAs to purchase equipment to: Serve healthier meals that meet updated meal patterns, with emphasis on more fruits and vegetables in school meals, including items purchased locally; Improve food safety; and Expand access and participation in the NSLP or School Breakfast Program (SBP). Meeting CDE s Strategic Goals This grant program allows the Colorado Department of Education and recipient SFAs to fulfill the following CDE Strategic Goals: Every student starts strong with a solid foundation in grades preschool-3. Every student reads by the end of third grade. Every student meets or exceeds standards. Every student graduates ready for college and careers. Eligible Applicants Colorado School Food Authorities (SFAs) are eligible to apply on behalf of their school sites that participate in the National School Lunch Program (NSLP). Available Funds and Matching Funds Approximately $280,000 is available for distribution to eligible SFAs in Colorado. Funding requests for each piece of equipment must be at least $5,000, unless the SFA provides its equipment capitalization policy with a different minimum purchasing amount. Each SFA may request no more than two (2) pieces of equipment ranked by highest priority. Allowable Use of Funds Funds may be used for the purchase of new equipment, the replacement of old equipment, or the renovation of existing equipment, plus all associated delivery and installation costs. Equipment is defined as: articles of expendable, tangible personal property having a useful life of more than 1 year and an acquisition cost which equals or exceeds the lesser of the capitalization level established by the governmental unit for financial statement purposes, or $5,000. (2 CFR ) All federal, state, and local procurement regulations must be followed when purchasing equipment at all times (7 CFR and 2 CFR ) and competitive purchasing documentation will be required to be submitted with this grant application. With all Federal grant funds, equipment procured using these grant funds must be: necessary, reasonable, and allocable. 5 Note: Equipment requests (including all associated delivery and installation costs) must be at least $5,000, unless written documentation of the SFA s equipment capitalization policy is included with this application. This equipment grant MUST be tracked outside of the SFA s Food Service Fund (Fund 21). The grant may be tracked with the unique grant code (5579) through the district s general fund (Fund 10) or the designated purpose grants fund (Fund 22). Grant recipients chosen for an award must comply with all regulations, principles, and assurances as outlined in Attachment C. Award Selection and Criteria CDE will consider the following award selection criteria for grant recipients: Opportunities to realize a meaningful impact on nutrition and quality of meals; Strategies for adopting Smarter Lunchrooms (e.g., lunchroom changes that provide more convenience and appeal to the student population, highlighting healthier choices, redesigning menus that target healthier entrees/options) (see Attachment A) (More information is available at The availability of existing state and local funding for equipment purchases; and Age and function of existing food service equipment. Focus Areas: To make the most effective use of funds, CDE will consider equipment that improves: Quality of school meals; Safety of food served in the school meal programs; Overall energy efficiency of the school food service operations; and Student participation in the NSLP and/or SBP. Priority Consideration will be given for the following: SFAs with schools that have 50% or more students eligible for free or reduced priced meals; SFAs that did not receive a previous USDA NSLP Equipment Assistance Grant award (see Attachment B): o American Recovery and Reinvestment Act of FY 2009/2010 (ARRA), and/or o FY 2014, FY 2015 or FY 2016 Agriculture Appropriation Acts SFAs that have not had excess net cash resources in the past three years; and The age of the SFA s food service equipment. USDA Recommendations SFAs should use the following best practices to assist their efforts to upgrade food service equipment to serve healthier meals: School officials and local policymakers should work collaboratively with parents, teachers, students, and funders to identify and implement strategies for meeting equipment, infrastructure, and training needs. Nonprofit and for-profit organizations that have an interest in improving children s health, education, school infrastructure, and community wellness should provide assistance to schools in acquiring the necessary equipment. 6 Review Process and Timeline This funding opportunity is a competitive process applicants must score at least 80 points out of the 100 possible points to be approved for funding. Applicants that score below 80 points may be asked to submit revisions that would bring the application up to a fundable level. There is no guarantee that submitting a proposal will result in funding or funding at the requested level. All award decisions are final. Applications will be reviewed by CDE staff to ensure they contain all required components and contain complete and adequate responses to the application according to the scoring rubric. Applicants will be notified of final award status no later than Wednesday, March 21, Duration of Grant SFAs must complete their procurement and expenditure activities by September 30, SFAs that are unable to fully expend their grant funds must return the unliquidated funds to CDE. If these funds are returned to CDE, then CDE may reallocate available funds (the returned funds and the funds not previously obligated to SFAs) to award the next applicant approved for an equipment grant that had not received funds during the initial competitive grant application process. Funds returned to the CDE after September 30, 2019 must be returned to USDA Food and Nutrition Services (FNS). CDE must follow all standard policies and procedures to award these grants to the SFAs. Reporting Requirements CDE is required to report the following grant activity to the USDA Mountain Plains Regional Office (MPRO) on a quarterly (every three months) and annual basis (in September 2018). For the quarterly reports, the SFA may be contacted to provide input on the following items as applicable: Progress made in obligating funds at the State level and expending funds at the SFA level; Accomplishments and challenges in expenditure activities; Impact of purchased equipment on the school food service operation; Reason(s) for any unliquidated funds; Potential return of equipment; Data Privacy CDE takes seriously its obligation to protect the privacy of student Personally Identifiable Information (PII) collected, used, shared, and stored. PII will not be collected through the USDA Equipment Assistance Grant Program. All program evaluation data will be collected in the aggregate and will be used, shared, and stored in compliance with CDE s privacy and security policies and procedures. In order for the application to be recommended for funding, it must receive at least 80 points out of the possible 100 points and all required elements must be addressed.
