1 ASME STANDARDS TECHNOLOGY, LLC RFP-ASMEST Request For Proposal: Local Heating of Piping Solicitation Date: September 27, 2013 Proposal Due Date: October 25, Summary ASME Standards Technology, LLC (ASME ST-LLC) is soliciting a proposal for performing local heating of piping. This project results from ASME Pressure Technology Codes and Standards (PTCS) Standards Committee requests to identify, prioritize, and address technology gaps in PTCS Codes, Standards, and Guidelines, and intends to establish and maintain the technical relevance of ASME codes and standards products. All open RFPs are posted on 2. Background Currently ASME Codes address heating and cooling rates and time at temperature, but they do not provide rules that ensure that the heated band is uniformly heated around the pipe and through its thickness. Temperature variances of over 100 F around a pipe and through its thickness can occur during local Post Weld Heat Treatment (PWHT) and current industry standard, AWS D10.10 "Recommended Practices for Local Heating of Welds in Piping and Tubing" is not sufficiently detailed to meet the uniformity of heating requirements necessary to ensure proper heat treatment of creep-strength enhanced ferritic steels. Further, AWS D10.10 was not written to be invoked as a specification, but industry is incorrectly using it that way. A set of rules needs to be developed that can be incorporated into the appropriate BPV construction Codes and B31 piping Codes. 3. Scope of Work The project will consist of developing requirements for the heated band width and insulation width necessary to ensure that there is no more than a 25 F difference in temperature between the hottest and coldest points on a pipe butt weld that is being postweld heat treated locally. Rules must be developed for installation of heating bands and insulation around pipe for the purpose of preheating to ensure that the heated bands do not exceed 1000 F during preheating. There will be two parallel paths to this project. The first path is to obtain three large sizes and at least two heavy-wall thicknesses of pipe. That would be followed by attaching thermocouples both internally and externally, heating pads and 9/27/2013 Page 1 of 5

2 insulation and measuring the pipe temperature at the top and bottom of the pipe and at other locations. Perform experiments with various overlap and insulation lengths on at least three pipe diameters and thicknesses of sufficient length to determine minimum heating bands and insulation bands to achieve a wall through-wall difference in temperature of 25 F. A second series of tests would be to establish heating band width and insulation width for preheating (two heating zones with a gap sufficiently large to permit welding during heating.) Superheat FGH (a company that specializes in local heat treating) has already agreed to perform the necessary experiments to develop data. The Consultant shall obtain lengths of pipe of size, thickness and length suitable for performing these experiments and developing the required data, and shall analyze the data and develop the requirements to be entered into the Code in a form simple enough for a contractor to follow. Tentative sizes are: 16" dia X 1.0" wall - 1 piece 20' long, or 2 pieces each 10' long 12" dia X 0.5'' wall - 1 piece 16' long, or 2 pieces each 8' long 24" dia X 1.5" wall - 1 piece 30' long, or 2 pieces each 15' long The second path is to perform thermal analysis modeling of the same pipe sections to establish the heated band and insulation band widths needed to obtain the same temperature difference of l5 F at steady state. This would be compared to the experimental data which would allow the model boundary conditions to be verified. Three models will be constructed and analyzed for the single heated band and three will be constructed for the preheating (dual heated band) configurations. The results of the test data developed by Superheat FGH will be compared to the models. Superheat FGH routinely performs heat treatments and is highly qualified to conduct experiments and gather data. The Consultant shall analyze the data and develop the relationships between heated and insulation band widths and diameter and thickness. 4. Deliverables The project deliverables will comprise a report providing requirements for installation of heating bands and insulation around pipe for the purpose of preheating to ensure that the heated bands do not exceed 1000 F during preheating. The deliverables will also include requirements for heated band width and insulation width necessary to ensure that there is no more than 25 o F difference in temperature between the hottest and coldest points on a pipe butt weld that is being locally postweld heat treated. Finally, the report will include recommendations for updating the technical rules in the appropriate BPV construction codes and B31 piping codes. All deliverables shall be provided as a MS Word file that is formatted in accordance with the ASME Style Guide. One peer review cycle is anticipated and modifications required to the draft, as a result of the review cycle, are the responsibility of the Consultant awarded the contract. 5. Schedule The Consultant shall submit a schedule with their proposal that provides major milestones and a reporting schedule. 3 6. Reporting The Consultant shall provide a brief status report on a monthly basis, via , to the ASME ST- LLC project manager. Progress reports shall be presented at ASME BPV II committee meetings, as requested. 7. Applicant Eligibility Requirements ASME ST-LLC is seeking proposals from all qualified organizations including, but not limited to, engineering firms, independent consultants, academic institutions, and Federally Funded Research and Development Centers. In addition to relevant technical qualifications and experience, applicants must possess an understanding of relevant ASME codes and standards. 8. Basis for Selection and Award ASME ST-LLC will select the winning proposal by evaluating and comparing the merits of each applicant s complete proposal. This process reflects ASME ST-LLC s desire to select an application based on its potential to achieve program objectives, rather than solely on evaluated technical merit or cost. Evaluation criteria include, but are not limited to, the following: Technical capabilities Experience Price Schedule Agreement with Terms and Conditions ASME ST-LLC reserves the right to award, in whole or in part, any, all, or none of the applications submitted in response to this solicitation. 9. Contract Terms and Conditions The contract shall be fixed-price, covering labor and any expenses. ASME ST-LLC will provide access to the required codes, standards, and other technical references. 10. Submission Requirements a. Proposal Due Date Proposal must be submitted by October 25, Applicants are encouraged to transmit their proposal well before this deadline. 4 b. Anticipated Selection and Award Date ASME ST-LLC intends to select the winning proposal within three weeks of the proposal deadline. c. Proposal Preparation Costs Proposal costs shall be borne by the proposer. This solicitation does not obligate ASME ST-LLC to pay any costs incurred in the preparation and submission of the proposal, in making necessary studies or designs for the preparation thereof, or to acquire, or contract for any services. d. Proposal Clarification ASME ST-LLC reserves the right to request clarification of the proposal and/or supplemental information. The award may be made after few or no exchanges, discussions, or negotiations. Therefore, all proposers are advised to submit their most favorable application to ASME ST-LLC. ASME ST-LLC reserves the right, without qualification, to reject any or all proposals received in response to this solicitation and to select any proposal, in whole or in part, as a basis for negotiation and/or award. ASME ST-LLC reserves the right to modify or cancel this solicitation. All questions relating to the solicitation must be submitted to the contact listed in Section 11. Any amendments to the solicitation will be posted on the ASME ST-LLC website ( e. Treatment of Proprietary Information A proposal may include technical and/or other data, including trade secrets and/or privileged, confidential commercial or financial information, which the applicant does not want, disclosed to the public or used by ASME ST-LLC for any purpose other than proposal evaluation. To protect such data, the proposer should specifically identify the data to be protected. f. Proposal Preparation and Submittal Instructions ASME ST-LLC may form a committee of subject matter experts to evaluate the technical qualifications of applicants. To help facilitate this evaluation, responses should be separated into two separate documents, a Technical Proposal, and a Financial Proposal. (1) Technical Proposal Contents must include: (a) Provide organization name and contact information. (b) Provide evidence of technical capabilities: credentials, qualifications, capabilities, and experience of individuals and the organization. (c) Describe approach to accomplish the Scope of Work. (d) Demonstration of agreement with the Scope of Work. (2) Financial Proposal Contents must include: (a) Provide a fixed price quotation with an hourly billing rate and estimated project maximum. 9/27/2013 Page 4 of 5
