1 TFO CANADA REQUEST FOR PROPOSAL Canada Indonesia Trade and Private Sector Assistance (TPSA) Project Consultant(s) for Technical Assistance and Capacity Building of Indonesian SME footwear exporters TFO Canada (Trade Facilitation Office Canada), a non-government non-profit organization, funded by Global Affairs Canada seeks proposals from firm/individual(s) to work closely with implementing partners in Canada and Indonesia to: 1. Collect and analyze data and information concerning the products in the footwear 1 sector located in regions already identified by implementing partners and Trade Support Institutions from Canada and Indonesia; 2. Produce a market intelligence report on the footwear industry 3. Produce manual/guide specific to the footwear industry on how to export to Canada 4. Provide training and one-on-one consultation to Indonesian SME footwear producers/exporters on how to export to Canada 5. Support Indonesian SME exporter mission to footwear trade shows and business matchmaking events in Canada/ USA A detailed Terms of Reference for this role as well as background on this project and its objectives is provided in the annex. Proposals should be submitted no later than hours (EDT) on Tuesday, June 28th, 2016, should be in English and should include the following elements: 1. A presentation of the firm/individual making the proposal highlighting their relevant experience and current activities which demonstrate their capacity to fulfill the responsibilities of this position. The presentation should include a current C.V. of the individual making the proposal; if the proposal is made by a firm, the CV of the proposed consultant(s)/resource person(s) must be provided. 2. A brief description of three (03) recent projects that the proponent has worked on that are similar in nature. 3. A workplan in line with the Terms of Reference (ToR) and timeline presented below. Please highlight any suggested and/or required changes to the ToR. 4. Consultancy costs (in terms of person-days). TFO Canada estimates that it will require a total of up to 96 days to complete this assignment. Footwear: HS codes , , ,
2 Selection Criteria In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, including: Master s degree in Business Administration, International Marketing or a related field Sound understanding of footwear market in Canada and in developing countries (preferably Indonesia) At least ten years of relevant experience and track record of providing business development support/consulting services in the footwear sector in developing countries (preferably in Asia) including but not limited to SWOT analysis of footwear supply chain, training needs assessment and facilitation of capacity development programs and technical assistance (one-on-one consultations, B2B matchmaking etc.) for trade missions to Canada/USA for SME producers/exporters Excellent oral and written communication skills, in English. Selection Method Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. TFO Canada reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of proposals. 3 TERMS OF REFERENCE Canada Indonesia Trade and Private Sector Assistance (TPSA) Project Technical Assistance and Capacity Building of Indonesian SME footwear exporters for Accessing the Canadian Market BACKGROUND Trade Facilitation Office Canada (TFO Canada), a notforprofit organization founded in 1980, confronts the challenge of global poverty by promoting sustainable economic development through export information, advice and contact. TFO Canada facilitates access to the Canadian marketplace and shares Canadian trade expertise for the benefit of smaller exporters in developing countries. Founded in 1981, The Conference Board of Canada (CBoC) is an independent, evidencebased, not-for-profit applied research organization. With an aim to build a better future for Canadians by making the Canadian economy and society more dynamic and competitive, CBoC conducts, publishes, and disseminates research, does forecasting and economic analysis, helps people network, runs conferences, develops individual leadership skills and builds organizational capacity. DESCRIPTION The Conference Board of Canada (CBoC) is undertaking the Canada- Indonesia Trade and Private Sector Assistance (TPSA) project, funded by Global Affairs Canada (GAC). The project s aim is to reduce poverty and increase sustainable economic growth in Indonesia through the expansion of Indonesian trade with Canada and the encouragement of Canadian investment in Indonesia. TPSA plans to focus its efforts on small and medium enterprise (SME 2 ) development. Strengthening the involvement of Indonesian SMEs in trade and investment will help to generate sustainable economic growth and reduce poverty in the country. TPSA has the ultimate outcome of achieving higher sustainable economic growth and reduced poverty in Indonesia as a result of increased trade and investment between Indonesia and Canada. The project activities to achieve this outcome are grouped into the following four streams, with gender equality and environment mainstreamed in all activities: According Innovation, Science and Economic Development Canada, the term SME (for small and medium sized enterprise) refers to all businesses with fewer than 500 employees.
4 1. Improve trade and investment information flows between Indonesia and Canada 2. Enhance private-sector linkages between Indonesia and Canada 3. Strengthen analytical skills and knowledge of Indonesian stakeholders on how to increase trade and investment between Indonesia and Canada 4. Provide training and technical assistance in trade- and investment-related regulatory reforms and best practices Under stream 03, based on CBoC s contract with TFO Canada, the objectives of this assignment are to: 1. Produce market intelligence report on footwear industry 2. Produce manual/guide specific to footwear industry on how to export to Canada 3. Provide training and one-on-one consultation to Indonesian SME footwear producers/exporters on how to export to Canada 4. Support Indonesian SME exporter mission to footwear trade shows and business matchmaking events in Canada/USA. ACTIVITIES 1) Produce market intelligence report on footwear industry (Timeline: August 15 September 30, 2016; Duration: up to 26 days) Based on CBoC s market study of the Indonesian footwear sectors, the consultant(s) will travel to Indonesia and, with the assistance from CBoC staff and Indonesian consultants, will complete the following activities: 1.1. Meet with stakeholders of the footwear supply/value chain (e.g., producers, exporters, export processors/consolidators, agents, co-operatives, logistics providers etc.) to assess production, operational capacity, export readiness, while considering social responsibility, gender equality, as well as gender environmental footprint. A list of indicators is provided below: Level of export readiness based on knowledge and export experience among the SMEs Market access issues and sectoral challenges: Current key issues and challenges for SMEs in the identified regions, such as: o Regulatory Certifications Phytosanitary regulations (if any) Rules of origin Quality and safety standards by potential major distributors/ retailers or industry standards
5 Packaging and labelling requirements o Market Structure Sector size, key segmentation (demographics, how the companies are structured cooperatives, organizations, companies size) Seasonal trends of suppliers (if any) (e.g., a chart showing supply seasons for key suppliers) Production capacity for products identified Pricing (retail and wholesale price points) Logistics aspects of their operations (e.g., warehouse locations, preferred freight forwarders, preferred shipping and insurance methods used with suppliers including preferred Inco term basis for purchasing) Competition from other countries o Gender equality and good social and environmental practices Gender: Female s participation (women owned or operated business) in each identified region, sector and product SMEs in the identified regions and sectors incorporate CSR & good environmental practices along its global supply chain Most common environmental problem in the sector and challenges in the implementation of good environmental practices in the identified regions Employment traction Equity and wealth distribution Labour standards and rights at work for men and women 1.2. SWOT analysis of the SME producers/exporters and their products to assess their training needs 1.3. Collection of product samples and carry them back to Canada Based on the above the consultant(s) will: 1.4. Provide a list of 40 export-ready and near export-ready Indonesian SMEs (producers, exporters, both men and women owned or operated) and an assessment report of their training needs 1.5. Provide a Canadian buyer engagement plan based on which the consultant will arrange for a product sampling activity in Canada and collect buyer feedback on the Indonesian footwear products. The consultant(s) will use his/her own network as well as list of buyers provided by TFO Canada to communicate and engage with potential Canadian buyers Based on the Canadian buyer feedback, provide an in-depth research report on the Canadian market demand for Indonesian footwear. This report will include a
6 list of potential leads (minimum 20 potential Canadian buyer leads for footwear) and will provide expert advice for target Indonesian SMEs on exporting to the potential Canadian buyers Incorporate the findings of 1.1, 1.2, 1.4 and 1.6 in the existing CBoC market studies for footwear 2. Produce guide/manual specific to the footwear industry on how to export to Canada (Timeline: October 01-15, 2016; Duration: up to 10 days) Based on the training need assessment of the identified 40 Indonesian SMEs in the footwear sector as well as communication with Trade Support Institutions in Indonesia (Indonesia Export Training Center-IETC, Directorate General of National Export Development-DGNED etc.), the consultant(s) will prepare a manual/guideline for Indonesian SMEs in footwear sector on how to export to Canada. This will entail: o Preparing guideline as well as training modules for identified needs (no more than 04 modules to be implemented in a period of up to 03 days) o Preparing MS power point presentation decks for each module o Providing a list at least 03 possible trainers for each module o Designing tools to measure training effectiveness o The manual will be used in the training in Activity 3 3. Training and one-on-one consultation to Indonesian SME footwear producers/exporters on how to export to Canada (Timeline: October 15 December 30, 2016; Duration: up to 30 days) Based on the training manual prepared in Activity 2, the consultant will prepare a training plan (for 40 SMEs in the Indonesian footwear sector) and a one-on-one consultation plan (for 10 SMEs out of the 40) and implement them in Indonesia (using training facilitators suggested in Activity 2). The training and one-on-one consultation will include such topics as how to attend and benefit from international trade shows, advice on strategies to enter the Canadian market, and how to identify importers/ wholesalers/ retailers in Indonesia and Canada. The consultants will prepare a summary report of observations of the market readiness and potential for each firm to export to Canada. Based on the summary report, five (05) firms from each footwear industry will be chosen to participate in a trade show in Canada/USA in 2017 and again in The consultant will give consideration to facilitating the participation of SMEs owned or operated by women. 4. Support Indonesian SME exporter mission to footwear trade shows and business matchmaking events in Canada/USA (Timeline: 01 January December 2018; Duration: up to 30 days)
7 Based on Activity 3, the consultant will arrange, in co-ordination with TFO Canada and CBoC, for trade missions of five (05) Indonesian SMEs to two (02) relevant footwear trade shows in USA/Canada. The Indonesian SMEs will pay one-third of total cost. This will include: o In-depth assessment of the export readiness of chosen five (05) Indonesian exporters and preparing them for attending an footwear trade show in Canada/USA in 2017 o Promotion of Indonesian SME exporters and their products to Canadian buyers and arrangement of business matchmaking events and company visits for the five (05) Indonesian SME footwear exporters during their participation in the trade shows in Canada/USA o Collection of feedback on Indonesian products from Canadian buyers who meet the Indonesian exporters o After the first trade mission (in 2017), prepare product briefing reports incorporating Canadian buyer feedback and market potential (including recommendation on products improvement/development/design, competitive positioning, pricing and distribution) o Advisory support to chosen five (0)5 Indonesian SME footwear exporters for attending an footwear trade show in Canada/US in 2018 METHODOLOGY TFO Canada will provide all background material (CBoC market study for footwear), which will serve as a basis for the research. The consultants will find relevant additional secondary information through desk based review (internet and other available secondary sources). TFO Canada will also arrange and pay for all trips and accompanying expenses (accommodation, meals, incidentals) in Indonesia and within Canada/US in consultation with the Consultant as per TFO Canada travel policy. PROPOSED SCHEDULE & DELIVERABLES: 1. Contract signed with the consultant(s) no later than August 01, Consultant prepares visit schedule with the support of TFO Canada staff no later than August 05, Consultant(s) travels to Indonesia during August 15-30, Consultant(s) submits buyer engagement plan by September 15, Consultant(s) to submit training need assessment and revised footwear Market Intelligence Report (by incoporating material in the existing CBoC reports) by 30 September Consultant(s) to produce guideline/ manual and training & one-on-one consultation plan for the Indonesian SME footwear producers/exporters on how to export to Canada by 21 October 2016.
