6 ACCESS TO KNOWLEDGE The lack of acquisition and use of knowledge is one of the main problems that limit human development in Mediterranean countries. (the United Nation Development Programme, - Arab Human Development Report ), the jump between developed countries and developing countries lies in the differences in terms of capacity to produce knowledge rather than in differences in terms of knowledge itself.
