Meeting Date: 05/07/2013 Community Development Block Grant (CDBG) Public Hearing Prepared for: Kelly Carpenter Prepared by: Amy Payne, Planning and Development Services Information ITEM The Community Development Division will conduct a public hearing giving all interested parties the right to appear and be heard regarding the City of Baytown Community Development Block Grant funding for the program year (B-13-MC ). PREFACE The United States Department of Housing and Urban Development (HUD) distributes allocations of Community Development Block Grant (CDBG) funds to states, counties and cities annually. The purpose of these funds is to develop viable urban communities by providing decent housing, a suitable living environment and expansion of economic opportunities, principally for low and moderate-income citizens. Communities are able to initiate various programs by focusing on the community s perceptions of its needs and priorities. The City must develop a budget and submit an annual application to HUD in order to receive the CDBG allocation. Following HUD guidelines, Staff solicited proposals via direct mail to approximately 95 agencies on our mailing list, on the City s website and in the Baytown Sun s legal notice section. Staff also held two technical assistance workshops which were open to the public. The purpose of these workshops was to assist those interested in submitting proposals. The Community Development Division received 12 Request for Proposals. Once the proposals were received, Staff evaluated them to determine if the proposals met technical requirements for CDBG eligibility. The eligible proposals were distributed to the Community Development Advisory Committee (CDAC) for their review and consideration. The Community Development Division is holding this public hearing for the CDAC to hear verbal requests from the applicants. A list of the presenters is attached. PREFACE The City of Baytown received 12 Community Development Block Grant (CDBG) requests for proposals. Staff evaluated each RFP to determine if the proposals met technical requirements for CDBG eligibility. The proposals were then distributed to the Community Development Advisory Committee (CDAC) for their review and consideration. Each applicant was invited to a public hearing to verbally present their application to the CDAC. The CDAC and Staff will discuss the budget process and begin budget deliberations. Although the City of Baytown has not received the amount of its CDBG allocation, funding for next year's budget will include approximately $35,000 in unexpended funds and $47,245 in program income (received from repayment of demolition, homebuyers, and housing rehabilitation liens). Meeting Date: 05/07/2013 Consider Action on the Community Development Block Grant Budget Recommendation Prepared for: Kelly Carpenter Prepared by: Amy Payne, Planning and Development Services Information ITEM Consider action on the Community Development Block Grant budget recommendation for the program year (B-13-MC ). PREFACE The Community Development Advisory Committee received 12 requests for proposals (RFPs) for Community Development Block Grant funding. The Community Development Division held two public hearings for the CDAC to hear verbal presentations of each proposed activity. The Committee discussed the proposals and should take action to prepare a budget recommendation. The budget recommendation will be presented to City Council for review and adoption. The budget recommendation will be published in the Baytown Sun and a public hearing will be held during the public comment period. The recommendation will then be presented to City Council at a Work Session on June 13, Council will consider adopting the CDBG budget on July 11, Staff must submit the budget and Action Plan to HUD no later than August 15, 2013 for a 45-day review. Once approved, funding will be available on October 1, RECOMMENDATION Staff recommends approval.
