INTERNAL CITY INFORMATION A. First Annual Dia De Los Muertos Event The Burien Parks, Recreation & Cultural Services (PaRCS) Department held a new Day of the Dead family event on October 30 at the community center, with approximately 800 people attending, the majority being Latino families. This traditional Mexican holiday featured displays of beautiful ofrendas (altars) from local Burien community organizations including Sea Mar Community Health, Para los Ninos, Grupo Folklorico Guadalajara, Highline High School, and the Highline Historical Society. Bolero and mariachi music and beautifully-costumed dancers performed throughout the evening. Play Loteria (Mexican bingo), bilingual storytelling, face-painting, and craft-making activities were held in the various community center rooms. The sugar skull-making craft was so popular that supplies ran out after 300 were created. Mexican hot chocolate was served and a tamale truck provided dinner. B. Resident Compliments for Recreation Programming Several Burien residents recently shared their appreciation of the City for different recreation programs. One adult participant shared that MixxedFit fitness instructor Jovonne Dempster provides such wonderful positive energy during the work-out that it s impossible to not leave the class feeling good. A senior participant commented on how much she enjoys the new educational components being included in the Senior Trips and Travel program, and another senior stopped by to mention how wonderful the new Dia de los Muertes event was. She said the food was authentic, the dancing children were adorable, and the sugar skull craft very fun to create. R:\CM\CM Reports 2015\CM doc

2 City Manager s Report December 7, 2015 Page 2 C. Engage The Brain Program A new free, four-week program was offered in October for seniors wishing to improve and maintain memory ability. The class quickly filled to capacity, and participants commented how much they enjoyed the social aspect of the class as well as the course content. Participants played board games while also learning memory tips and performing mental exercises. D. Dog Park Volunteer Day On November 5, 2015, over 40 local volunteers came out to Lakeview Park to kick off the construction of the Burien Toyota and Chevrolet Dog Park. Responding to calls for support from B-Town Dog and the PaRCS Department, the volunteers helped spread topsoil and sand surfacing, clear overgrown brush along the future fence lines and parking areas, assembled park benches and constructed a large, timber stairway. Also lending volunteer support were representatives from Burien Toyota and Burien Chevrolet, Pit Stop Bottle Shop, Beneful, and CARES. Pit Stop Bottle Shop provided free t-shirts, pizza and beer for the volunteers following the event. The dog park is scheduled to be completed by the end of December E. Re-Striping of the Community Center and Annex Parking Lots The parking lots at the community center and Annex were re-striped in early November by Scot s Sealcoating. The striping is needed every two-to-three years to ensure visibility in these lots as both locations host late night activities. F. October Permit Activity Report (Page 355) Attached are the monthly reports for Construction Permits Issued and Construction Permit Applications Received during the month of October Also included is a list of tenant improvement applications/permits and major construction applications/permits. Construction Permits Issued: The number of permits issued for October 2015 is slightly less than those reported for September 2015 and significantly lower than the permits issued for October The total project valuation of over $7 million is significantly higher than September 2015 and the same month last year. Construction Permit Applications Received: The number of permit applications received for October 2015 is slightly lower than the applications received in September 2015 and those received in the same month of last year, while the total project valuation of over $15 million is substantially higher. 3 City Manager s Report December 7, 2015 Page 3 Updates: o A building permit application was received for Parkside Apartments on 10/11/2015 to construct a new three story, 32 unit apartment building with associated parking and onsite recreation. The project site is located at Ambaum. The project valuation is estimated at $2.65 million. o o A building permit was issued for Burien Toyota on 10/21/2015. The scope of work includes demolition and removal of the existing 19,663 square feet of retail/office/sales building and construction of a new 30,649 square foot 2-story building, stormwater detention, onsite vehicle connectivity and landscaping. The project valuation is estimated at $3.9 million. A building permit was issued for the Burien Transit Center on 10/16/2015 to install additional bike lockers located northeast of the surface Park and Ride parking lot. G. Animal Services Contract The current contract between the City of Burien and Burien Community Animal Resource and Education Society (CARES) for animal care, control, and shelter services was signed in 2011 and is set to expire on May 30, During this time, CARES has presented periodic operations reports to the City Council, most recently in April and November of this year. As the contract approaches its end date, the City may choose to: a) negotiate and re new the contract with CARES, or b) conduct a Request for Proposal (RFP) process to solicit proposals from any interested provider. Staff suggest that it is a good business practice to issue such RFP s periodically, and that to do so now would be advisable. If we choose to issue an RFP to solicit proposals, we would likely need to extend the current contract with CARES to the end of The contract extension would allow staff time to: 1) Draft and issue the RFP. 2) Review and select a provider proposal(s) for Council s review and confirmation. 3) Negotiate the contract and seek Council approval. 4) Allocate a time period for transition, if needed. H. Winter Weather Preparedness City staff recently received training in winter preparedness, including how to build a ready-to-go emergency preparedness kit. The kit includes essential items such as water, non-perishable food, a flash light, batteries, important documents (copies of birth certificate, social security card, etc.), an emergency contact card (contact information for close relatives, friends, physician, insurance agent, etc.), a blanket, and cash. Staff is sharing this important information with the public via the City website/social media, and with printed materials available at City Hall and the Community Center. 4 City Manager s Report December 7, 2015 Page 4 I. 21 Employees Qualify for the 2015 Wellness Incentive In hope of encouraging more participation in the Wellness Program, improving the overall health of our employees, and reducing on-going medical costs, the Wellness Incentive Program is designed to reward employees for participating in a minimum number of specific Wellness activities. Qualifying criteria includes: Attendance in at least 2 of 10 educational programs and submittal of an evaluation form for the program. Full participation and completion of at least 2 of 5 six-week wellness programs and submittal of an evaluation form for the program. Attendance/participation in one special event. Completion of a personal health assessment through one of the following methods: Participate in the on-site Health Check. Have an annual physical, including blood work. Take and record your blood pressure at least 4 days per week for a one month period. Completion of the annual Employee Wellness Survey. Completion of AWC s annual health questionnaire. Employees who fulfill all of the above criteria receive an additional $75 on their December 5 paycheck. The Wellness Committee is pleased to announce that 21 employees qualified for the award this year. Seven of the recipients are first-time achievers, including a record number of Public Works maintenance workers (4). J. Benefit Workshops and Fair On November 19, five of our employee benefit providers visited the City of Burien to participate in an Employee Benefit Day. The purpose of the Benefit Day was to provide employees with in-depth information about their benefit plan provisions and tools, provide one-on-one access to the vendors in order to receive information about specific situations, and to kick-off our annual Open Enrollment period. The day included five benefit-related workshops, private consultations with the benefit providers, and a benefit fair. Each event was well attended and appreciated by the employees. K. AWC s Member Expo Highlights City of Burien Benefit Fair City Manager Gurol and Administrative Services Manager Angie Chaufty were interviewed recently by Association of Washington Cities (AWC) staff regarding the value and mechanics of Benefit Fairs. 5 City Manager s Report December 7, 2015 Page 5 L. Gratitude Project October 26 November 25, City of Burien employees participated in the Gratitude Project, sponsored by the Wellness Committee. The goal of the program was to discover the benefits of practicing gratitude and to make that practice a habit. Each City facility had a Designated Gratitude Stop (a glass wall or white board) where staff was encouraged to record their response to the question What are you grateful for today?. Participants enjoyed intentionally pausing to count their blessings, focusing on the positive, and discovering what co-workers appreciate in life. Reading at the gratitude stop was as beneficial as recording an entry. Lunchtime Gratitude Gatherings, featuring short videos highlighting the difference between thankfulness and gratitude, tools to cultivate gratitude in your family and workplace, and the physiological benefits of gratitude were also conducted weekly.
