2 Title Page General Proposal Information A. Proposal Title: Regional History of Ancash, Peru B. Point Person and Contact Information: Miguel León, History Department, Netzer 233, C. Department(s)/Unit(s): History Department D. Amount Requested: $ 30,010 E. Proposal Summary (maximum 100 words): The purpose of this project is to research and write the history of a Peruvian region, Ancash located in the northern part of the country, from the XVI-XX centuries. This history book is a classic economic and social historical analysis of the Ancash region. This research will study the populations of Ancash immediately prior to the Spanish conquest, the colonial period from 1532 to 1820, and from 1821 to the present. Because this region is for the most part a rural area, this research will discuss issues such as land tenure, history of agricultural technology, rural elites, State and regional connections, and history of peasants and rural communities. In this region, textile production, livestock and mining have been crucial economic activities since Pre-Hispanic times. Proposal Section I Narrative Please provide a narrative of your proposal not to exceed three pages. Your narrative must address the following criteria in order. Please clearly label each bullet. A. Proposal significance and objectives. This project is a continuation of my research project of the History of the Conchucos Region which will be published in March It is a volume of 250 pages. In this second stage, I would like to focus on the entire departamento (equivalent to an American State) called Ancash. Conchucos is a region in the Ancash departamento. Ancash departamento is one of the least studied regions in Peru from a historical perspective. My research intends to fill the gap and encourage historians, anthropologists and archaeologists to pay attention to the regional issues of Ancash. My research of Conchucos has enabled me to see the availability of historical sources for Ancash more closely. In this research I will expose and analyze them to show the richness and complexity of the Ancash regional processes. Ancash possesses an impressive cultural diversity which is manifested in the ancient civilizations who populated this area such as Chavin, Chankillo, and Recuay, among others. The Quechua language in Ancash is one of the oldest variations of this language in the Andes. The region also housed coastal,
3 highland and upper forest civilizations. Under Spanish rule, Ancash developed as a textile, livestock and mining region. The rich cultural diversity of Ancash is represented today in the rich folklore, customs, cuisine and festivities. One of the gaps that historians need to fill in regions like Ancash is the scarcity of published sources which will facilitate research and interpretation of other historians in the future. Likewise, it will make the richness of the past accessible to the general Anchash population. This is the reason why I will also make an effort to transcribe hundreds of sources in order to facilitate this research and future analysis of the Ancash past. Objectives: My specific objectives are the following: a) To research in regional, national and international archives the history of Ancash; b) to write a 150 page manuscript of the history of Ancash; c) the tentative table of contents for the book is the following: 1. Introduction 2. Ethnic groups in Ancash before the Spanish Arrival 3. The Spanish Conquest in Ancash 4. The Encomienda System 5. Land Tenure and Colonial elites 6. Evangelization and the persistence of the Andean religion 7. Andean Communities under Spanish rule 8. The process of Independence in Ancash 9. The Organization of the Republic 10. Local authorities strategies and mechanisms 11. The Agrarian Reform 12. The Age of Political Violence 13. Recent Trends Contribution to the SP2010. The contribution is threefold: First, SUNY Oneonta will contribute with the study of the past of the peoples of Peru which continues the long and impressive tradition of thousands of scholars who have worked and work in the USA (American or Non- American) and have made substantial contributions to the study of Peruvian and Latin American peoples. My previous experience writing the history of Conchucos will enable me to work on this project more easily because of my familiarity with the region. Second, the study of the Ancash region possesses impressive diversity in history, culture, languages, music, food, and landscape. For example, the highest tropical mountain range in the world is located in Ancash. It is called the Cordillera Blanca. Third, this is a great way for the College to establish a Global Connectedness with a region like Ancash which will provide a
4 series of partnerships with different communities. I am really happy to inform SUNY Oneonta that my book on the History of Conchucos will be published with the logo of SUNY Oneonta due to the fact that the college has granted me time to dedicate to this important research,of which I am very grateful. B. Linkage to any of the following priorities: a. External revenue generation. Because of my contacts with institutions such as the Ancash Association and Antamina Mining Company, it is highly likely that they will continue a partnership and financial support. Those two institutions were extremely generous with my first project, providing funding for the project with more than $ 90,000. b. Faculty Growth. Writing the book on the history of Conchucos and supervising the writing of the history textbooks and manual for teachers has been a transforming experience for me because no historian in Peru has undertaken such a project for a specific region. Therefore, the impact of my research and the dissemination of the information gathered in my book will make a lasting impact on the historical consciousness of the people of Conchucos. Working on the history of Conchucos during the 19 th and 20 th centuries has been especially challenging because my expertise in Peruvian history is connected to earlier centuries. The manuscript of my book has already circulated in Peru among historians and those in other disciplines and I have been contacted by the Viceminister of Culture of Peru to write another regional history. C. Impact on operational efficiency and effectiveness. Not applicable D. Opportunity for collaboration. My previous project already gave me great opportunities for collaboration which include my affiliation to the Institute of Peruvian Studies. I created a regional studies group with students of San Marcos University of Lima. The first fruit of this study group is the publication of a Journal on Peruvian Regional History in which I also contribute as an author. Several institutions in Ancash are already very involved in my research, specifically the University of Santiago Antunez de Mayo in Huaraz, the capital of Ancash. The Diocese of Huari is another significant partner providing accommodation in the most isolated areas in Conchucos where hotels are not available E. If applicable, description of how your unit's assessment process contributed to the decision to submit this request. Not applicable
5 F. How the activity will be assessed, using measurable, documented outcomes. A publication will show a documented outcome. G. Implementation strategy and timeline. Based on my previous experience writing the history of the Conchucos Region, I would say I need an entire year to complete the first draft of this book. My timeline is basically divided in two. Five months for collecting information and seven months for intensive writing. This trip contemplates a trip to Spain for one month to gather information from the General Archives of Seville (Spain) H. Additional information, if necessary. Not applicable Section II Funding Request Please complete the StAR Budget Template Section III Consultation Please complete Appendix A to confirm that proper consultation has occurred where applicable. For example, if your proposal includes the creation of a computer lab, consultation with the Chief Information Officer is required.
