The Qualification Statements will be evaluated and no more than five firms will be shortlisted. The Request for Proposals will be issued to those firms. The firm selected for this project may not be able to also be a prime or sub-consultant on the Program Management Team for Parks and Recreation and Fair Park Propositions for the 2017 Bond Program. Pre-Submittal Meeting: There will be a pre-submittal conference on Friday, February 23, 2018 at 2:00 p.m. at City Hall, 1500 Marilla, Room 6FN, Dallas, TX Attendance is strongly encouraged. Submittal Due Date: Qualification Statements are due on Friday, March 2, 2018, by 1:00 p.m. to the City of Dallas Business Development and Procurement Services Department, Room 3FN, City Hall, 1500 Marilla, Dallas, Texas SECTION 2 SCOPE OF SERVICES The scope of work will include: Scope of work includes Schematic Design, Design Development, Construction Documents, Construction Procurement and Construction Administration Services for eight aquatic projects. The professional consulting services required for the projects include geotechnical engineering, survey, Page 2 of 9

3 civil engineering, architecture, landscape architecture, structural engineering, mechanical engineering, electrical engineering, plumbing engineering and specialty aquatic consultants. The final design services resulting from this selection process will be determined by the City and the selected firm. The professional consulting services for this project are to include the architectural and engineering basic and special services necessary to complete the requirements of the finalized project scope. A sample of the City Architect Contract is attached to this RFQ and any agreement resulting from this solicitation is currently contemplated to utilize this Contract Form. It is the desire of the City to select a design-oriented team, capable of producing distinctive, creative, solutions and having the capabilities and expertise to execute those solutions. The projects are divided into two packages with Package 1 design starting in 2018 and Package 2 design starting in The City may elect to award the contract to more than one consultant firm. The two packages and eight projects are: PACKAGE 1 Bahama Beach Waterpark Upgrades 1895 Campfire Circle, Dallas, TX Estimated Construction Budget: $6,100,000 A conceptual plan, phasing plan and cost estimate will be required for determination of scope. Preliminary project scope may include: Eight lane lap pool with 1-meter diving Sprayground Bathhouse with Party Room Group pavilion Pool deck Filtration equipment room Parking Exline Neighborhood Family Aquatic Center 2525 Pine Street, Dallas, TX Estimated Construction Budget: $4,000,000 Children s play pool One body flume slides with run-out Four lane lap pool Bathhouse with concessions, men s and women s locker rooms, two family rest rooms, office and lifeguard room Filtration equipment room Group pavilion Pool deck Page 3 of 9

5 PACKAGE 2 Bachman Regional Family Aquatic Center (Phase 1) 2750 Bachman Drive, Dallas, TX Estimated Construction Budget: $2,500,000 A conceptual plan, phasing plan and cost estimate will be required for determination of Phase 1 scope. (Start of design subject to results of the Bachman Lake drainage study). Preliminary project scope for Phase 1 may include: Children s play pool Two single rider body flume slides with plunge pool Lazy river with crossing activity Bathhouse with concessions, men s and women s locker rooms, two family rest rooms, office and lifeguard room Filtration equipment building Group pavilion Pool deck Parking Jaycee Zaragoza Sprayground 3114 Clymer Street, Dallas, TX Estimated Construction Budget: $1,300,000 Kleberg-Rylie Sprayground 1515 Edd Road, Dallas, TX Estimated Construction Budget: $1,000,000 Timberglen Sprayground 3810 Timberglen Road, Dallas, TX Estimated Construction Budget: $1,400,000 Page 5 of 9

6 For all projects, the following will be required: Estimate of proposed budget for construction; site costs and utilities; FF&E; contingencies; and cost escalation to construction schedule. Public Input Meetings will be required SECTION 3 SELECTION PROCESS The selection process will consist of two to three phases, the Qualification Statement, the Proposal and the Interview (optional). The City s selection committee will short list no more than five firms from the Qualification Statement, per the criteria listed in the RFQ, and then issue the Request for Proposals to those firms. The purpose of the Proposal and Interview (optional) is to provide the short-listed firms the opportunity to submit additional information for further clarification and amplification of the information provided in the Qualification Statement. The City s selection committee will rank the firms in order of preference for determination of the most qualified firm for the Project based on the evaluation criteria established in this Request for Proposals. The highest ranked firm will be asked to submit a fee proposal to begin contract negotiations. Acceptance of evaluation methodology: By submitting its Qualification Statement in response to this RFQ, submitters accepts the evaluation process as outlined in Section 6 and acknowledges and accepts that determination of the most qualified firm offering the best value to the City may require subjective judgments by the owner. Public information: All information, documentation, and other materials submitted in response to this solicitation are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public Information Act after the solicitation is completed and contract executed with selected firm. Firms associating with other firms in order to bring specific expertise and experience to the Project are encouraged. The City of Dallas is not responsible for the non-receipt of Submittals sent by mail or courier. Submitters are cautioned to submit a complete response to all requirements. Subsequent to the issuance of this RFQ, the Park and Recreation Department reserves the right to amend it, waive any requirement or irregularity, request modifications to submittals, providing all firms are treated equally and reject any and all qualification statements for any reason. The Park and Recreation Department further reserves the right to award the contract for this project as deemed in its best interest, and to request changes in the composition of any team. The form of contract to be Page 6 of 9

7 used for this project shall be the standard City of Dallas Long Form Consultant Contract. The City will not entertain modifications to the contract. SECTION 4 SUBMITTAL REQUIREMENTS Submittals should be prepared simply and economically, providing a straightforward, concise description of the Submitter s ability to meet the requirements for the Project. Elaborate bindings, colored displays, promotional materials and so forth are not desired. Emphasis should be on completeness and clarity of content. Submitters are requested to provide their submittals in vertical format in white, 1 three-ring binders with the name of the Project, RFQ for Professional Consulting Services for, and the prime firm s name on the front cover and edge. Submit one original and five photo copies of the Qualification Statement. Submit an electronic version as one PDF file on a flash drive or CD. Submittals should be organized with tabs, as follows: 1. Specific expertise in areas pertinent to the project 2. Capabilities, resources and responsiveness: a) Staffing size, current workload, availability b) Staff s areas of expertise. c) Experience with other similar projects d) History of meeting deadlines e) History of staying within budget f) Expertise of project manager and project team g) Past performance on City and other contracts h) Current financial capability and business practices 3. Approach to the project: a) Plan proposed adequately answers questions b) Proper attention given to critical issues c) Familiarity with circumstances surrounding project 4. Current contracts: a) Obligations that propose a potential conflict of interest b) Current City contracts in effect 5. Women and minority-owned sub-consultant participation: Page 7 of 9

8 a) Consultant s compliance with the City s Business Inclusion and Development (BID) Plan. Go to: clusion_development.aspx to view the BID policy and download the forms. Submit a copy of the company s affirmative action plan and/or policy. If none, please state. = 1 point Provide evidence of acknowledgement of the City s Business and Inclusion and Development Plan Policy by signing the BID affidavit that demonstrated intent to comply with the policy and evidence of M/WBE inclusion to meet the BID goal for the project. (Form BDPS-FRM 203) = 2 points Submit your firm s Ethnic Workforce Composition (Form BDPS-FRM 204) = 1 point Submit documentation showing history of M/WBE utilization on previous contracts (Form BDPS-FRM 205) = 4 points Provide team makeup, including the M/WBE firms (Form BDPS-FRM 206) which includes a significant number of diverse M/WBE firms in meaningful roles on the project. = 7 points. Provide: o The name, address and telephone number of each M/WBE o The description of the work to be performed by each M/WBE; and o The approximate dollar amount/percentage of the participation 6. Consultant s proposed work plan, special concerns or techniques needed 7. Prior and current litigation and claims history, including claims history with the City 8. The following forms are required to be completed and included in the submittal: a) Certifications (Attachments C & D) b) Acknowledgements (Attachments F & G) Note: A sample contract, the insurance requirements and the Conflict of Interest Policy can also be found in the Attachments of this RFQ. 9 SECTION 6 BUSINESS INCLUSION AND DEVELOPMENT PLAN It is the policy of the City of Dallas to involve Minority and Women-Owned Business Enterprises to the greatest extent feasible on the City s construction, procurement, and professional consulting services contracts. The City and its contractors shall not discriminate on the basis of race, color, religion, national origin, or sex in the award and performance of contracts.
