For projects to be eligible for funding, they must address one of our seven program areas: Building Human Capital, Childhood Obesity, Coverage, Pioneer, Public Health, Quality/Equality and Vulnerable Populations. HC-22 US Department of Agriculture Rural Cooperative Development Grants Provides grant funds to establish or operate a Center to assist individuals or entities in the startup, expansion or operational improvement of cooperative business. The purpose of the FS Participation is to support efforts by State agencies and their community-based and faith based partners to develop and implement: simple food stamp applications and eligibility determination systems; or measures to improve access to fs benefits by eligible applicants. SC-8 Federal Highway Administration Formula Grants for Highway Planning and Construction Provides funding to assist State transportation agencies in constructing and rehabilitating the National Highway System. SC-9 Department of Homeland Security Hazard Mitigation Grants This program provides grants to local governments to implement long-term hazard mitigation measures after a disaster in order to reduce the loss of life and property in future disasters. SC-10 FEMA Flood Mitigation Assistance Provides funding to assist communities in implementing measures to reduce or eliminate the long-term risk of flood damage to buildings. SC-11 FEMA Increased Cost of Compliance This program helps homeowners cover the cost of meeting flood hazard mitigation requirements for all new and renewed Standard Flood Insurance Policies. Flood insurance policyholders in Special Flood Hazard Areas, can get up to $30,000 to help pay the costs to bring their home or business into compliance with their community s floodplain ordinance. The funds can cover costs related to elevation, relocation, or demolition of flood-damaged structures. SC-12 US Forest Service Volunteer Fire Assisstance Formerly know as the Rural Community Fire Protection, provides matching fund grants to eligible rural volunteer fire departments (VFDs) for the purchase of firefighting equipment. The Mississippi Forestry Commission administers this program through an agreement with the USDA Forest Service. Since 1975, when Congress first funded the Rural Community Fire Protection (RCFP) program, 999 grants of up to $2,000 have been issued to rural volunteers fire departments in Mississippi. 5 SC-13 US Department of Homeland Security Assistance to Firefighters Grant The program provides direct assistance to fire departments for the purpose of protecting the health and safety of the public and firefighting personnel against fire and fire-related hazards through various uses such as training, wellness and fitness, firefighting equipment, personal protective equipment, and other needed equipment and supplies. The SAFER Grant was created to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, front-line firefighters available in their communities. SAFER funds should assist local fire departments to increase their staffing and deployment capabilities in order to respond to emergencies whenever they may occur. SC-14 US Department of Homeland Security Staffing for Adequate Fire and Emergency Response (SAFER) Grants SC-15 US Department of Homeland Security Fire Prevention & Safety (FP&S) Grants FP&S grants support projects that enhance the safety of the public and firefighters from fire and related hazards. Examples of the types of projects supported by FP&S include fire prevention and public safety education campaigns, juvenile firesetter interventions, media campaigns, and arson prevention and awareness programs. SC-16 US Department of Agriculture Forest Service and Department of the Interior National Fire Plan The National Fire Plan (NFP) was developed in August 2000, with the intent of actively responding to severe wildland fires and their impacts to communities while ensuring sufficient firefighting capacity for the future. The NFP continues to provide invaluable technical, financial, and resource guidance and support for wildland fire management across the US. SC-17 USDA Forest Service Forestland Enhancement With respect to the sustainable management of nonindustrial private forest and other rural lands suitable for sustainable forest management; provide technical and educational assistance; provide cost share for practices such as management plan development, tree planting, forest stand improvement, agroforestry implementation, water quality improvement and watershed protection, fish and wildlife habitat improvement, forest health protection, invasive species control, wildfire and catastrophic risk reduction, wildfire and catastrophic risk rehabilitation, and special practices approved within the State and by the FS Responsible Official. SC-18 Coastal Preserves This program provides funds for the acquisition, protection, and management of coastal wetland habitats. SC-19 Tidelands Trust Fund This program provides funds for tidelands management, such as conservation, reclamation, preservation, acquisition, and education. SC-20 Coastal Impact Assistance CIAP authorizes funds to be distributed to outer Continental Shelf (OCS) oil and gas producing states to mitigate the impacts of OCS activities. Mississippi is one of six states eligible to receive CIAP funds, and Hancock, Harrison and Jackson Counties are eligible coastal political subdivisions within Mississippi. 211

To encourage and improve the capability of State and local units of government and local nonprofit organizations in rural areas to plan, develop and carry out programs for resource conservation and development. SC-23 USDA Natural Resources Conservation Service Conservation Technical Assistance Provide conservation technical assistance to individuals or groups of decision makers, communities, conservation districts, units of State and local government, tribes, and others to voluntarily conserve, maintain, and improve natural resources. SC-24 US Department of Agriculture Natural Resources Conservation Service Wetlands Reserve The Wetlands Reserve is a voluntary program offering landowners the opportunity to protect, restore, and enhance wetlands on their properties. Landowners have the option of enrolling eligible lands through permanent easements, 30-year easements, or restoration cost-share agreements. SC-25 US Department of Agriculture Emergency Watershed Protection Support Services The objective of EWP is to assist sponsors and individuals in implementing emergency measures to relieve imminent hazards to life and property created by a natural disaster. Activities include providing financial and technical assistance to remove debris from streams, protect and stabilize streambanks, establish cover on critically eroding lands, repairing conservation practices, and the purchase of flood plain easements. 7 SC-30 US Department of Agriculture Renewable Energy Systems and Energy Efficiency Improvements The program offers direct loans, loan guarantees, and grants to agricultural producers and rural small businesses to purchase renewable-energy systems and make energyefficiency improvements. Eligible renewable energy projects include wind, solar, biomass and geothermal; and hydrogen derived from biomass or water using wind, solar or geothermal energy sources. The goals of the nonurbanized formula program are: 1) to enhance the access of people in nonurbanized areas to health care, shopping, education, employment, pubic services, and recreation; 2) to assist in the maintenance, development, improvement, and use of public transportation systems in rural and small urban areas; 3) to encourage and facilitate the most efficient use of all Federal funds used to provide passenger transportation in nonurbanized areas through the coordination of programs and services; 4) to assist in the development and support of intercity bus transportation; and 5) to provide for the participation of private transportation providers in nonurbanized transportation to the maximum extent feasible. Grantmakers in Aging created the Hurricane Fund for the Elderly (HFE) to support qualifying nonprofit organizations working to re-establish the older adult service system in areas affected by the 2005 hurricanes. MHC s mission is to enhance Mississippi s long-term economic viability by financing safe, decent, affordable housing and helping working families build wealth.
