3 PURPOSE OF PRESENTATION To Inform Stakeholders : of the different funding windows / funding categories on how to apply for DG Funding Applications Process of funding that is available
4 Sources of Discretionary Grant (DG) Funding SDL Contribution Is made up of 20% of SDL Contributions to NSF 80% of Skills levies paid to SETA: (20% mandatory grants, 49.5% to Discretionary Grants, 0.5% to QCTO and 10% SETA Administration) Surplus Funds Are made up of surplus funding from unclaimed MG Are made up of unused allocated DG funding from previous Financial Years SETA Discretion Funding used by SETA, at its DISCRETION, to address SSP Funding used by SETA to address Critical and Scarce Skills
5 Purpose of DG Funding Employed Individuals Skills Development National Priorities Promote Skills Development in the FP&M SECTOR Implement meaningful Skills Development programmes in the Workplace Unemployed Individuals To assist unemployed people to gain access to Skills Development opportunities Assist the FP&M SETA to meet Annual Performance Plan Targets To address national priorities as per NSDS III To address sectoral priorities as indentified by FP&M SSP

Duration of 6 months Must be structured experiential learning programme 1. Proof of Recognized/Registered Qualification, Proof of Mentors 2. Proof of Recognized/Registered Institution
21 Funding Windows Funding Type 2: Special Projects DG Funding
22 1. High Level Skills Development Projects Linked to Sector Development Address high level skills needs and sector development and innovation capacity HET Institutions invited to submit project applications to address: -Access to graduate/postgraduate programmes -Increase work experience and experiential learning for students To address scarce and critical skills of the various FP&M SETA sub-sectors including clusters or sectoral group projects. 2. Rural Development Projects Funding is available to: enhance skills development amongst unemployed people & address poverty alleviation. Empower people through entrepreneurship. 3.Funding is also available for organizations training people/ workers living with disabilities 4. HIV/AIDS AWARENESS funding is available for projects relating to HIV/AIDS awareness.

24 Application Process DG Funding Window opened: 1 st April 2014 New Registrations until 10 th April 2014 Registration and Online Application From 11 th April th May 2014 at 18h00
25 Method of Submission Web-based electronic Submission: After Online Submit ion: print, sign and submit a hard copy to a Regional Office Make Submission Follow online guidelines Verify Submission Ensure submitted before deadline. Acknowledge receipt of submission
26 Evaluated Recommended Approval Pre-Eliminations Non-eligible criteria (Non-valid Tax Clearance Certificate, Outside FP&M SETA scope, Failure to meet deadline etc) Levy Payers requirements WSP / ATR Submissions : Approved Applications Assessed by GEC Applications Recommended to Board For Approval by Finance and Projects Committee - Board Approves Applications make final decision Applicants Notified in writing
27 Appeals Considered If applicant: disputes discretionary grant process Merit of proposal will not be considered
28 Appeals Processed: Must submit appeal & supporting documentation within 3 weeks of receipt of rejection letter COO will bring appeal to attention of Finance & Projects Committee Finance & Projects Committee will adjudicate appeal & make ruling
29 Appeals Outcome CEO communicate result of appeal to applicant in writing Adjudication of Appeal by Board is final
30 MoA S/Payment Processes All Approved Applicants to : Sign MoA s within THREE (3) months of date of receipt of approval letter.
