1 March 9, 2015 Selected Human Needs Programs: Shrinking Funding Since 2010 In 2013, unable to agree on an alternative approach to reduce the deficit, Congress allowed cuts to most programs that require annual appropriations, including education, child care, public housing, environmental protection, and defense. Those cuts inflicted substantial harm: 57,000 children could not be enrolled in Head Start; 100,000 fewer low-income households could receive rental housing vouchers; hundreds of thousands of meals could not be distributed to homebound elders. Congress agreed to reduce some of these sequestration cuts in fiscal years 2014 and But this rebuilding could not change the picture for large numbers of human needs programs: funding for them in 2015 remained substantially lower than it had been in The attached table shows the extent of those cuts for more than 150 human needs programs of particular importance to low-income people. Taking inflation into account, only 14 of these programs had more funding than in 2010; all the rest were cut. About one-third of the programs (50) were cut by 15 percent or more. Thirty-nine programs were slashed by at least one-third. According to the Center on Budget and Policy Priorities, all domestic and international discretionary programs (non-defense discretionary programs) were cut 15 percent from FY 2010 through FY They estimate the likely loss through FY 2015 will be about 16 percent. As the attached table illustrates, that is an average important housing, job training, public health, home energy assistance, services for youth and elderly, and education programs have sustained cuts well beyond this average. If Congress allows the deeper sequestration cuts to resume in FY 2016, the damage will increase.
