2 The Agency s (EDA s) MISSION EDA was established by the Council of the EU (ex Council of Ministers) in 2004 inter alia to improve Union s defence capabilities EDA shall contribute to strengthening the industrial and technological base of the defence sector In May 2017, Ministers of endorsed the reinforcement of the EDA as: facilitator towards the Commission (EC) and EU Agencies exploiting wider EU policies to the benefit of and central operator with regard to EU funded defence-related activities. 2
