New York State Department of State
3 South Buffalo Brownfield Opportunity Area (SBBOA) 1,968 acres Location Approximately two miles from the city of Buffalo s central business. Strategically located along major transportation corridors including the New York State Thruway, a major rail corridor, the Buffalo River, and Lake Erie. Dominated for most of the 20 th century by businesses related to steel manufacturing.
4 City of Buffalo completed a SBBOA Master Plan and Nomination Document through a BOA Step 2 grant from the NY State Department of State. One of the largest BOAs in the state to receive funding. Includes a significant portion of land in public control. Has leveraged a total of $46.6 million in private investment and $13.4 in public infrastructure investment. 6 South Buffalo Brownfield Opportunity Area (SBBOA) Revitalization strategy Transition from an underutilized industrial area into a competitive regional employment center. Focuses on achieving greater longterm employment diversifications and sustainability. Emphasis on green industry, business parks and research and development sectors. The highest value areas and most complex land use patterns are designed as mixed use communities comprised of residential, commercial and retail uses
7 South Buffalo Brownfield Opportunity Area (SBBOA) Open Space System The natural environment is preserved for its intrinsic worth and the value it creates as an attractive setting for development in areas adjacent to the SBBOA. Plan for an enhanced and integrated network of open spaces. Expand existing open space assets to create a focus for new investment and support a range of active and passive recreational activities. At full build-out network will represent hundreds of acres of uninterrupted open space anchored in the southeast by the South Park Open Space System.
8 South Buffalo Brownfield Opportunity Area (SBBOA) Precincts Due to the scale of the SBBOA, it has been divided into nine precincts with distinct qualities, assets, and potential. Each precinct has a logical collection of land parcels, and a unique development emphasis.

11 Step 3 Coordinator, Implementation Strategy, and Final Brownfield Opportunity Area Plan Following the Nomination Document process, the SBBOA was awarded a BOA Step 3 Implementation Strategy grant from DOS that will allow for more detailed plans (the Step 3 Implementation Strategy and Document) for specific areas of the SBBOA.
12 Step 3 Coordinator Is responsible for: All Step 3 Implementation Strategy activities. Assisting BUDC with the coordination and integration of various elements of the Step 3 Implementation Strategy into the overall planning process, public consultation process, and Final BOA Plan. Coordination meetings with project representatives, stakeholders and consultants to ensure that: All activities are proceeding in a harmonious manner Documentation is integrated into the Implementation Strategy Document. BOA Step 3 Implementation Strategy Document is carried out in accordance with project requirements.
13 Step 3 Implementation Strategy The Implementation Strategy will include: Specific techniques Range of projects Local management structure Other actions needed to achieve the SBBOA s desired revitalization objectives Actions will be categorized and described in priority order to include: the short-, intermediate-, and long-term private and public actions and investments necessary to redevelop the area or achieve the desired changes. The Implementation Strategy will also describe: The timeframe and schedule for when actions will be taken Their estimated cost The responsible entity Potential funding sources
14 Step 3 Implementation Strategy Example: Design and Implement Community Participation Plan (Section B of RFP) The use of a local steering committee to guide the plan's preparation The preparation, update and maintenance of a community stakeholders contact list The presentation/review of the Nomination Document, and review of the community's vision statement, goals and objectives, existing conditions, strategic brownfield sites, and the analysis and findings A public presentation and informational meeting on the draft Implementation Strategy that describes, and allows feedback on, establishing future uses and implementation techniques for revitalization The status and results of site assessments that are underway or have been completed for strategic brownfield sites
15 Step 3 Implementation Strategy Several initiatives included in the Step 3 Implementation Strategy have been completed or are currently being prepared: RiverBend detailed site plan Golf Course Feasibility Study Tifft Nature Preserve Sustainability Center Recreational Needs Assessment By the City of Buffalo through city-wide planning efforts: Buffalo Green Code / Unified Development Ordinance (UDO) Generic Environmental Impact Statement (GEIS) / SEQRA In some cases, the consultant selected may only be responsible for : Collecting and reviewing previously compiled data Updating outdated information Incorporating the data into the BOA Final Plan.
16 Step 3 Implementation Strategy The team/firm selected is expected to coordinate and cooperate as needed with the City of Buffalo, and firms/organizations that are completing these tasks. Responses to this RFP from consulting firms/teams that provide an approach to logically coordinate all of the disparate elements of the BOA Final Plan will be the most competitive.

20 Step 3 Coordinator, Implementation Strategy, and Final Brownfield Opportunity Area Plan Criteria used to evaluate proposals: Quality and completeness of the response. Understanding of the proposed scope of work. Applicability of proposed alternatives or enhancements to information requested. Cost-effectiveness of the proposal. Qualifications and relevant experience with respect to the tasks to be performed. Reputation among previous clients. Ability to complete all project tasks within the allotted time and budget.
