2 The Small Business Innovation Research Program (SBIR) SBIR is America s largest publicly invested research and development initiative, funding over $2.5 Billion per year to Universities and small business startups. Small businesses are the primary engines for domestic economic development, job creation and tax contribution by accounting for 60 to 80% of all U.S jobs and yielding 13 times more patents then larger firms. SBIR companies face funding battles to commercially succeed: Venture capitalists have become more risk adverse, feeding young chickens rather than chicks.. SBIRC will make investments in SBIR companies which have the greatest potential for job creation and commercialized value SBIRC will make investments in small companies spun off from US Defense agencies and contractors which possess abundant amounts of commercially untapped Government funded innovation and intellectual property.
