Approval of the Minutes 3. Consideration of the Consent Agenda Items #10,11,12,13,14,15,16 Items Recommended to the City Council Consent Agenda. 4. Birmingham Construction Industry Authority Report Michael Bell with BCIA gave an updated report. No Action Information Only 5. An ordinance to amend Ordinance No of the City Council of the City of Birmingham to increase the maximum loan amount under the Birmingham Business Development Loan Program from $1,000,000 to $2,000,000. The Birmingham Business Development Loan Program is the short term, low interest, letter of credit-guaranteed loan program available to qualified borrowers for eligible projects and uses which have a positive economic impact on the City of Birmingham. Project Agreement with Inland Fresh Seafood Corp. of America Inc., under which Inland will relocate certain of its business operations and headquarters to its existing facility located at 2700 Avenue D, Ensley, and, provided Page 1 of 5

2 Inland employs 150 full-time employees at the Ensley facility after ten years, the City will provide incentives to Inland in a total amount not to exceed $150,000, payable over five years in annual installments of up to $30,000 each, with each annual payment to be equal to 50% of the occupational tax revenue for the corresponding year plus an additional amount equal to amount of non- educational municipal the property taxes generated from the Ensley facility, in the event that 50% of the occupational taxes for that year is less than $30,000. Submitted by: Jim Stanley Dept.: Law Recommended Funding Source: (Future Occupational Tax Revenue) Amount: $150, A Resolution authorizing the Mayor to submit to the U.S. Department of Housing and Urban Development (HUD) a Community Development Block Grant (CDBG) Section 108 Loan Guarantee application in an amount of up to $2,000, for a term of up to twenty (20) years to provide partial financing for real property acquisition and related soft costs for the Inland Fresh Seafood Corporation of America, Inc. project with said loan guarantee to be secured by the City s pledge of its current and future CDBG funds and acknowledging that HUD may impose additional security requirements to assure repayment of said guaranteed obligations and that a portion of those additional security requirements may include assets financed by the guaranteed loan and, additionally; upon HUD s approval of the City s Section 108 Loan guarantee application, further authorizing the Mayor to enter into a loan agreement with Inland Fresh Seafood Corporation of America, Inc., for Section 108 financing in an amount up to $2,000, for a term of up to twenty (20) years to provide partial financing for machinery, equipment and related soft costs for the Inland Seafood Project. Submitted by: Nigel Roberts Department: Community Development Recommended Funding Source: Community Development Block Grant Funds Amount: $ 2,000, A Resolution authorizing the Mayor to execute and enter into a grant agreement with Inland Seafood Corporation America, Inc. in an amount of $275,000 for a small business expansion and benefit of creation of six (6) jobs for equipment, working capital and related soft cost. This allocation is exclusively for the purposes stated. Said funds to come from FY Community Development Block Grant funds. Submitted by: Nigel Roberts Department: Community Development Recommended Funding Source: Amount: $275, Loan Credit Agreement with Inland Fresh Seafood Corporation of America, Inc. ( Inland Seafood ) under which the City will provide a Birmingham Business Development Loan to Inland Seafood in an amount not to exceed $2,000, for a term of 24 months at an interest rate of 1% per annum. The loan will be secured by an Irrevocable Letter of Credit. Page 2 of 5

The loan proceeds will be used in connection with the relocation of several of Inland Seafood s existing businesses and the expansion and renovation of its operations in Birmingham at its current facility located at 2700 Avenue D, Ensley, Birmingham, Alabama. Submitted by: Melissa Smiley Dept.: Law Recommended Funding Source: (General Fund Economic Stimulus/Birmingham Business Development Loan) Amount: 2,000, A Resolution finding that City is authorized, pursuant to , Code of Alabama 1975, to provide music and other exhibitions for the amusement of the inhabitants by appropriating funds in the amount of $375 for Tuscaloosa Avenue to be expended by the Mayor with said funding to come from the Arlington West End Recommended Funding Source: Neighborhood Association Allocation Amount: A Resolution authorizing the Mayor, pursuant to , Code of Alabama 1975, to appropriate funds in the amount of $250 for authorized goods and services for the Germania Park neighborhood Holiday Event to be held on December 8, 2017 with said funding to come from the Germania Park Recommended Funding Source: Neighborhood Association Allocation Amount: A Resolution finding that City is authorized, pursuant to , Code of Alabama 1975, to provide music and other exhibitions for the amusement of the inhabitants by appropriating funds in the amount of $300 for Tuscaloosa Avenue to be expended by the Mayor with said funding to come from the Germania Park Recommended Funding Source: Neighborhood Association Allocation Amount: A Resolution (1) finding that the allocation of up to $89.95 for the City to provide 1,000 message credits for the calling post system, which will be utilized to announce neighborhood association and related Advisory Page 3 of 5

Committee meetings; (2) authorizing the execution of a contract not to exceed the total amount of $89.95, to be paid from funds made available to the Industrial Center Neighborhood Association for this purpose, subject to the availability of funds remaining in the allocation for the Industrial Center Neighborhood Association. Recommended Funding Source: Neighborhood Association Allocation Amount: A Resolution authorizing the Mayor, pursuant to , Code of Alabama 1975, to appropriate funds in the amount of $200 for authorized goods and services for the Industrial Center neighborhood Holiday Event to be held on December 8, 2017 with said funding to come from the Industrial Center Recommended Funding Source: Neighborhood Association Allocation Amount: A Resolution finding that City is authorized, pursuant to , Code of Alabama 1975, to provide music and other exhibitions for the amusement of the inhabitants by appropriating funds in the amount of $200 for Tuscaloosa Avenue to be expended by the Mayor with said funding to come from the Rising West Princeton Recommended Funding Source: Neighborhood Association Allocation Amount: A Resolution (1) finding that the allocation of up to $50.00 for the City to provide 1,000 message credits for the calling post system, which will be utilized to announce neighborhood association and related Advisory Committee meetings; (2) authorizing the execution of a contract not to exceed the total amount of $50.00, to be paid from funds made available to the Woodlawn Neighborhood Association for this purpose, subject to the availability of funds remaining in the allocation for the Woodlawn Neighborhood Association.
