2 1. INTRODUCTION California State University, East Bay (CSUEB) seeks proposals from qualified architectural firms to conduct a feasibility study for the new Science, Technology, Engineering and Mathematics (STEM) Education Building at the Hayward Campus. The study shall be integrated with the CSU East Bay s strategic planning process, building on academic and master planning efforts designed to guide the future direction of the University. The University recognizes that the deficiencies of national and state STEM education and the shortage of STEM skilled graduates together represent a complex problem that must be addressed on multiple fronts to gain ground now and into the future. The University s new academic plan, adopted in February 2008, identifies STEM as an area of critical need, a program of distinction, and a key priority for the future. The plan calls for CSUEB to be recognized regionally and nationally as a major hub of activity for STEM education, innovation, and transformative learning models for educational reform. 2. THE UNIVERSITY In 2007 CSUEB celebrated 50 years of service to the diverse East Bay region of Northern California. The University serves Alameda, Contra Costa and Solano counties, representing some of the largest and fastest growing counties in California. With an enrollment of more than 12,000 students, CSUEB offers baccalaureate programs in 38 major fields and 68 minor fields of study. It offers master s degrees in 28 disciplines and is designing a doctoral program in educational leadership. CSU East Bay has four colleges: Science; Business and Economics; Education and Allied Studies; and Letters, Arts and Social Sciences. The University contributes to the regional economy in a variety of ways, including development of biotechnology education programs for its Bay Area Biotechnology Building and operation of the East Bay Small Business Development Building in Oakland, where entrepreneurs and business leaders are taught strategies and skills in business development. CSU East Bay s central web site is This site includes significant information about the University environment, history and plans for the future. 3. PROJECT DESCRIPTION The proposed new STEM Education building will enhance and coordinate the existing STEM education activities at CSUEB, and provide a platform from which the University can expand its efforts in STEM education in the future. The new building will serve to: Develop new programs to recruit, support and train science teachers. STEM Feasibility Study Request for Proposal Page 2 of 11

3 Build partnerships with P 12 schools and districts to improve STEM related education in P 12 schools through professional development, and curriculum development. Increase collaboration with community colleges to create seamless pathways. Improve recruitment of students for STEM learning and teaching, targeting underserved populations. Support faculty conducting research and developing programs to enhance the quality of STEM education in the University and P 12 schools. Provide support and resources for STEM education scholars, teachers, researchers, and students to support and sustain these efforts. Because STEM is expected to play a role in every student s college experience, the focus will be not only on the departments in the College of Science but also extend to the College of Education and Allied Studies, with its central role in teacher development, as well as to the departments of business, economics, the social sciences, and the arts. The new building is envisioned to be approximately 132,000 assignable square feet (ASF) / 203,000 gross square feet (GSF). The proposed site for the new building is shown in Attachment A. The new building is expected to house state of the art space including advanced classrooms, laboratories, and research spaces. It will also provide for instructional support facilities and departmental offices. 4. PURPOSE OF THE FEASIBILITY STUDY The Feasibility Study represents a rigorous analysis and documentation of all aspects of the proposed new STEM Education building. In general terms, the purpose of the study is to define: The goals of the project Opportunities and constraints of the designated site Key issues influencing the design The sizes and design criteria for every space in the building The limits of the project site and the scope of all related site improvements (e.g. roads, landscaping and utilities Design criteria for all building systems Estimated construction costs Section 5 below provides a more detailed list of the required elements to be included in the Feasibility Study. 4 The selected firm will work closely with representatives from Planning, Design & Construction on contractual and technical matters. However, the firm will also be expected to work cooperatively with faculty, staff and students to identify and develop programmatic requirements of the new building, and to ensure that all constituency needs and goals are met. 5. REQUIRED SERVICES / DELIVERABLES Consistent with CSU requirements for new projects the Feasibility Study shall contain the following elements: A. Site/master Planning Issues Relationship to campus master plan Geographic factors Soil Conditions/Geotechnical Report and Site Survey (provide by CSUEB) Location of nearby utilities D. Accessibility Analysis of compliance with campus accessibility master plan Accessible design elements (path of travel, seating distribution) E. 5 Sustainability measures Electrical and Telecommunications Hazardous Materials Construction Phasing, if any Fire Protection Code compliance (Title 24, CBC, ADA) F. Alternatives Alternative approaches to meet program needs: alternative sites, orientation, phasing, scale, construction materials, joint use and secondary effects. G. Project Cost Estimate Cost estimate by building component Cost comparison with alternatives Analysis of variances from CSU guidelines Comparison of building systems life cycle cost analyses Assumptions/Inclusions/Exclusions H. Conceptual Project and Site Design Drawings I. Program for Environmental Responsibility (PER) Project Summary Establish an integrated design approach that is critical to achieving sustainable design and optimal building performance. Delivery of all materials shall conform to the appropriate CSU standard where one exists and is applicable (e.g., CSU CADD standards). 6. RFQ SUBMISSION REQUIREMENTS General Requirements Submittal shall include 6 sets, one of which is loose bound and an electronic version on CD using generally available software (e.g., Microsoft Office.) The University reserves the right to duplicate or disseminate any provided materials for internal use. All submittals become the property of the University. The entire package shall be sealed. The name and address of the respondent shall appear on the outside of the package and it shall be addressed as indicated above. The outside of the package should also indicate that it contains RFP CSUEB FEASIBILITY STUDY FOR STEM EDUCATION BUILDING. Each respondent is solely responsible for the timely delivery of its package by the deadline prescribed. California State University, East Bay will not be responsible for delays regardless of the reason. Failure to meet the submission deadline shall result in disqualification from consideration. 7 Submission Format To be considered responsive to the RFP the submittal must be in the format identified below. The submittal must be indexed and bound or assembled in loose leaf binders with a table of contents and with each response clearly identified for each section. Please note that the maximum number of pages allowed under each section is clearly stated below; also, please make sure the font size is no smaller than 12 point. The submittal will not be made publicly available for inspection; however, any portion considered to be exempt from disclosure under the Public Records Act should be clearly marked and accompanied with an explanation of the legal authority supporting this assertion. The submittal shall adhere to the following format for organization and content. Statements must be divided into the individual sections listed below, indexed, and tabbed: Tab 1 Cover Letter (1 page) Provide a cover letter with the name of the firm making the submission indicating your interest in being selected for this feasibility study effort. Include a brief description of why your firm is well suited for, and can meet the needs of this effort. The letter shall be signed by the individual authorized to bind the respondent or group to all statements and representations made therein and to represent the authenticity of the information presented. Tab 2 Business Information (2 pages, not including certification letters) Provide the following on company letterhead: Company name Address Telephone Fax Name and of primary contact Federal Tax I.D. Number License or Registration Number Name of Insurance Company Insurance Policy Number Provide a list of each sub consultant you will use in this project with the same information noted above. Also indicate the work they will perform and the percentage of the total contract value this work represents. Provide a copy of the State of California certification letter for your firm and/or each of your subcontractors who have attained Small Business or Disabled Veteran Business Enterprise status. 8 Tab 3 Capabilities (1 page) Provide the following information about the firm(s) making this submission: A brief description and history of the firm Number of employees (licensed professionals, technical support) Number of current projects and present workload and where possible, projected workload for the period in question Location of office where the bulk of services solicited will be performed Tab 4 Relevant Experience (10 pages) Provide information about similar feasibility studies prepared by the candidate firm(s). Include the following information: Project name, location, and size by acreage and enrollment Description of the scope of work involved in the preparation of the plan Date of completion and owner reference, contact name and phone number Key individuals of the firm involved and their roles in the project Any sub consultants that worked under the candidate firm Tab 5 Organizational Chart (1 page) Provide a complete organizational chart that clearly defines relationships among key personnel that would be assigned to perform the work. Include the physical locations of the office(s) with which key personnel are associated. Tab 6 Key Personnel (5 pages) Provide abbreviated résumés for key personnel of the firm(s) and more indepth information for those personnel expected to work on this project. Identify and describe the roles of each individual in the firm. Note relevant project experience. Tab 7 Project Approach (3 pages) Describe the processes that will be used to complete the feasibility study within the identified time frame, specific challenges associated with the project, and how these challenges will be addressed. Outline anticipated work plan, and include a detailed schedule that illustrates how the project will be completed within the identified timeframe. Tab 8 Fees (1 page) List as a lump sum amount the estimated cost to provide the Required Services / Deliverables described above in Section 5. Reimbursables should be listed separately, and will only be billed at cost, without mark up. A Selection Committee will evaluate all submittals. Based upon the information presented in the submittal, the Selection Committee will choose the most highly STEM Feasibility Study Request for Proposal Page 8 of 11

9 qualified candidates as finalists. These finalists will be invited to the Hayward campus for interviews, following which the Selection Committee will identify the successful firm that can provide the greatest overall benefit to the University. Should CSUEB be unsuccessful in negotiations with the respondent with the highest score, the respondent with the second highest score will be extended the opportunity to negotiate a contract. Each respondent will be evaluated and ranked on the criteria set forth below. The criteria will be weighted as noted below in determining award. A. Relevant experience of the firm preparing feasibility studies in general as well as specific studies and/or design work completed for projects of similar size and scope to the proposed STEM Education building. (30 points) B. The degree to which the skills and experience of the individuals designated to be on the CSUEB team will contribute to the overall success of the effort. The degree to which the organization and internal management of the firm will enhance the delivery of a complete, coordinated final product, on budget and on schedule. (25 points) C. The approach of the firm to developing the feasibility study. Additional value will be placed on demonstrated success in establishing and maintaining an effective management plan and quality control process. (20 points) D. Demonstrated ability to communicate effectively with CSUEB constituencies and other stakeholders. Abilities to quickly establish a strong rapport with CSUEB representatives. Demonstrated presentation skills including abilities to effectively respond to questions. (15 points) E. The fee provided in the submittal. (10 points) F. BONUS POINTS. California State University, East Bay, as an agency of the State of California, strives to award a minimum of 25% of its annual procurement to certified small businesses and 3% of its annual procurement to certified Disabled Veteran Business Enterprises. A maximum of 10 points will be awarded to a respondent who achieves these percentages because it holds one or both of these certifications, or awards these percentages of their total contract value to subcontractors holding these certifications. (up to 10 points) 8. PRESENTATIONS AND INTERVIEWS Finalists will be invited to the campus to make an oral presentation and to be interviewed by the Selection Committee. Each finalist will be forwarded information about their presentation in sufficient time to permit advance preparation, including STEM Feasibility Study Request for Proposal Page 9 of 11

10 time and location information. In general, the purposes for the presentations and interviews are as follows: To permit the finalist to respond to any Selection Committee questions arising from the submitted written materials To permit the finalist to demonstrate their depth of knowledge and understanding about the development of the feasibility study and provide evidence of the attributes that set them apart from other finalists To permit CSUEB personnel to meet, interact with, and assess the potential working relationship that might occur with the finalist's key personnel Presentation/Interviews will be limited in duration by the committee. Consultants should ensure any presentation keeps within this time limit and provides CSUEB staff and the committee to ask all relevant questions.
