1 COMMUNITY ASSISTANCE APPLICATION Providing local leaders the tools to create prosperous, livable communities WHO IS COMMUNITY BUILDERS? Community Builders is dedicated to helping local leaders create strong and prosperous communities in the American West. We provide information, analysis, assistance and trainings to support the many people and organizations working to build better places by aligning their community s planning and economic goals. ABOUT COMMUNITY BUILDERS ASSISTANCE The work of community building can be challenging. Resources are scarce, priorities compete and implementation can be difficult. Nevertheless, communities are increasingly working to become desirable, prosperous places to live and they re finding creative ways to do it. The Glenwood Springs Corridor Redevelopment Study, prepared in partnership with the City of Glenwood Springs, explores market feasible redevelopment scenarios and provides recommendations for next steps to help catalyze redevelopment and improve connectivity and walkability within the study area. The goal of our assistance program is to provide communities with the tools and resources to spark meaningful on-the-ground progress, while building local capacity and creating success stories that inspire and inform other places. We provide a range of services, from planning and design assistance to economic and market analysis to community engagement. Each project is taken on in close partnership with the selected community and tailored to meet specific local needs. A competitive process is used to identify projects with a high likelihood of success and impact. Projects should address a compelling need or opportunity, have clear and realistic goals, demonstrate buy-in and support of key partners and leadership, and offer a strong chance of success and implementation. 2 COMMUNITY BUILDERS ASSISTANCE FOCUSES ON FOUR KEY ISSUES 1. ENABLING INFILL AND REDEVELOPMENT With market demand shifting towards a desire for walkable, mixed-use neighborhoods, a growing number of communities are looking inward to revitalize downtowns and underutilized sites within existing neighborhoods. Local leaders have a unique opportunity to shift the focus of community growth towards infill and redevelopment, but this approach can be difficult. Community Builders assistance offers a variety of tools that enable communities to achieve strategic infill and redevelopment projects. The Town of Eagle - River Corridor Plan is a master plan for 3.4 miles of the Eagle River in Eagle, Colorado. Connecting downtown Eagle to the river is a primary objective of the plan. Develop district, corridor or neighborhood plans Create block or site specific plans or design concepts Redevelop brownfield sites and seek funding assistance 2. RESPONDING TO A CHANGING MARKET A range of demographic, lifestyle and economic trends are affecting local markets. These trends are being driven, in part, by emerging millenial and baby boomer preferences. Community Builders assistance helps communities understand and evaluate these trends, as well as develop strategies that respond to them. The Confluence Redevelopment Plan is aimed at revitalizing properties adjacent to the confluence of the Roaring Fork and Colorado rivers in Glenwood Springs, Colorado. Analyze market and economic feasibility Identify opportunity sites Analyze policies and codes Develop affordable housing strategies COMMITTED TO SUCCESSFUL OUTCOMES The Downtown Housing Study, prepared for Grand Junction, Colorado, provides a realistic, market-based assessment for expanding the amount and variety of housing available in Downtown Grand Junction. Community Builders is commited to successful outcomes for our assistance projects. Communities that receive our assistance are asked to provide progress reports so that we can stay up to date on implementation and continue to support local efforts.

DIVERSIFYING LOCAL ECONOMIES Communities are striving to become more competitive and stregthen their economies through local job growth and retention, as well as diversification of local industries. Our Place Value study revealed a new paradigm for economic development, one that centers around creating quality, authentic places that attract people, in addition to growing good jobs locally. Community Builders assistance helps communities better understand this fresh approach to economic development and develop strategies that respond to it. The Missoula, Montana Assets Mapping report uses citizen input to identify, discuss, and visualize assets within the community. Understand economic drivers and opportunities Diagnose barriers to job / business growth and retention Create strategic action plans Analyze community assets Develop placemaking strategies In Anaconda, Montana, community visioning led to a shared vision for transforming the city into a star in a constellation of regional destinations via placemaking and street design improvements. 4. LEADERSHIP, PARTNERSHIPS, AND ENGAGEMENT Community leadership and ownership are key ingredients for successful implementation. We believe that an engaged and educated public is essential to building project ownership and support. We also believe that strong partnerships go hand in hand with successful projects. Community Builders assistance provides communities with creative public engagement strategies, as well as fostering partnerships and local leadership that are necessary for lasting change. Develop and facilitate public processes Build strategic partnerships Train local leaders Craft community visions Conduct design charrettes The strong community support garnered for the Hailey, Idaho assistance project recently led to a ballot measure being passed to fund several key transportation and placemaking projects.

4 ASSISTANCE TOOLS Assistance projects can utilize a variety of tools from the Community Builders toolkit that include: Planning / design charrettes Focus groups Community visioning workshops Strategic planning sessions Market / economic feasibility analyses Community surveys Policy / code review and recommendations Helping stakeholders address contentious issues WHO CAN APPLY? Applications can be submitted by municipal, county or tribal governments, community and economic development organizations, well-established non-profit organizations, or a consortium of these entities. Strong partnerships are essential for moving a project forward. This is why in addition to a project narrative, it is required that applicants submit letters of support from project partners and key stakeholders. At this time, we are only able to accept applications from communities in Colorado, Wyoming, Idaho, or Montana with populations of up to 150,000. We aim to assist communities that lack the resources and capacity to take on projects on their own. WHAT DO PROJECTS ENTAIL? Successful applicants work with the Community Builders assistance team to create a scope that meets the community s specific needs and fits within the timeframe and budgetary constraints of the assistance program. Total project time, including planning/scoping, execution and wrap-up, should not exceed six months. Assistance projects may be a component of a larger community planning effort that does not fit within a six month timeframe. If this is the case, applicants are asked to provide an explanation for how the assistance fits into the larger effort, as well as a description of the project s goals. Typically, projects will include a multiday site visit and workshop. At the conclusion of each project, a short, visually compelling report with clear recommendations and action steps is provided to the community. HOW WILL APPLICATIONS BE EVALUATED? Applications will be evaluated based on the following criteria: 1. Clear Project Concept Presents clear and achievable goals for the project. 2. Community Need and Impact Demonstrates the need for assistance and if successful, the project will have a meaningful impact on the community. 3. Support of Partners Demonstrates specific commitments from partnering organizations to actively participate in the project. Critical entities include local government (staff and elected officials), and at least one other local partner, which can include community organizations, local businesses, or other institutions. 4. Implementation Capacity Demonstrates opportunities for implementation based on project results, including capacity, funding, and necessary support from key decision-makers. 5. Relevance Addresses important local or regional issues and has the potential to be used as a model to inspire and inform other communities. 6. Financial Contribution Demonstrates a capacity to contribute financial resources to the project. Communities that cannot contribute financially will be considered but are asked to explain the circumstances preventing them from doing so.

5 HOW CAN I APPLY? To apply, submit one application per community. Applications must be ed to jillian@communitybuilders.org, in PDF format, no later than close of business on Friday, December 9th, It is recommended, though not required, that applicants contact Jillian Sutherland ( or jillian@communitybuilders.org) before submitting their application to discuss the proposed project and application process. Successful applications will clearly articulate the challenge at hand and desired outcomes: 1. Project Narrative Describe the challenge or opportunity your community is facing and that you would like to address if selected for the assistance program. In addition, describe your community s capacity for implementing change. Please address each of the following items seperately (max 250 words for each): i. Goals and objectives that Community Builders assistance could help move forward. ii. Describe demographic changes that are shaping your community (i.e., high population growth, average age of population, average income or home value, growing families, etc.). Include the community s current population number and projected growth rate for the next 10-years. iii. A description of particular issues, hurdles or opportunities that you face with this project. iv. Describe any ongoing or upcoming planning or development efforts aimed at addressing the issue described. 2. Partnership Verification (Max 500 words) Successful projects require strong partnerships. Please describe existing support or partnerships for this project, including demonstrated support from the key decision-makers affiliated with the project. Please include the following: i. An explanation of who the decision-making authority is that can influence the desired change(s) and explain their involvement with the issue to date. ii. A description of any existing opposition within the community related to this project. 3. Capacity Statement (Max 500 words) Describe the community s readiness to take on the project and implement the recommended actions. Please include an explanation of the level of need for the assistance. In addition, describe the length of time you believe it would take to achieve a successful outcome absent our assistance. 4. Letters of Support Submit 2-5 letters of support from key project partners or stakeholders that the project will directly benefit or effect. If the application is being submitted by a local non-profit, a letter of support from the local government is required. 5. Financial Contribution Describe the financial resources that your community can contribute to the project, if selected. Because assistance projects are taken on in partnership with communities, there is an expectation that communities will assist with project funding. We will consider applications from communities that cannot contribute financially but ask that an explanation of the circumstances preventing them from doing so be included in the application. 6. Supplemental Materials (Optional) Supplemental materials may be submitted with an application and can include maps, aerial imagery, video clips, media, or other relevant information.
