She moved into consultancy in 1997 after a ten year career in leisure management with six different local authorities. She has over twenty seven years experience in sports and leisure management in both the public and private sectors. Rachel manages Strategic Leisure Limited (SLL) and the range of sport and leisure services offered by our consultancy team. In addition to this management responsibility, Rachel retains an active role in delivery of consultancy services to a range of clients across the UK, and internationally, and is now one of the UK s most experienced leisure consultants. Rachel has completed over 800 consultancy projects in the UK and internationally. Her experience covers the whole range of Strategic Leisure services and sectors but she has particular experience in stadia and arena planning and operation, strategic planning for indoor and outdoor facilities, green space and cultural provision, feasibility studies, facility development, funding, procurement, planning policy, evaluation, funding and major events. She has worked with many clients to address the challenges of strategic planning for facility provision, involving rationalisation, partnership and planning across boundaries. Much of Rachel's current work involves identifying and assessing options for the future delivery of cultural and leisure services, including libraries, heritage, the arts, theatres, sports and leisure facilities, and sport and arts development. Her appreciation of the current public sector funding context, together with a detailed understanding of local authorities makes her ideally placed to advise on options for future delivery, their impact and implications, and what alternatives might be appropriate to ensure long term service sustainability. Rachel is also currently working with a number of clients on major facility developments, involving a wide range of different partnerships, and other strategic planning projects. Passionate about client care and delivery of quality outputs, Rachel has contributed significantly to the development of Strategic Leisure s consultancy approach and team ethos. A small selection of some of the most recent projects Rachel has managed, or contributed to, is set out overleaf.
2 STRATEGIC PLANNING: FACILITIES Exeter City Council, Fenland Council, Mid Suffolk and Babergh District Councils, Nuneaton and Bedworth Borough Council, Sandwell Metropolitan Council, West Suffolk Council - Development of an Assessing Needs and Opportunities (ANOG) compliant Sports Facility Strategy. These projects have involved the development of sports facilities strategies following the Sport England ANOG guidance. Strategy development has involved quantitative and qualitative site assessments, stakeholder consultation, assessment of need using a range of tools including the FPM, SFC, Market Segmentation, AP Surveys, GIS Mapping, accessibility analysis, application of analysis findings and development of Action Plans. Eastleigh Borough Council - Development of a sport, recreation and playing pitch strategy for the Borough, to inform and align with the Local Plan, and address issues of health inequalities, declining participation and investment in community sports facilities to develop a network of sporting hubs across the Borough. Middlesbrough Council - Development of a Leisure Needs Assessment and Playing Pitch Study, to identify the nature and level of facilities to be provided in the future, plus an options appraisal to identify the optimum way of delivering facilities in the future. The PPS uses the new methodology where possible and agreed with the National Governing Bodies (NGBs), and Sport England. In addition we worked with the regional SE office to agree and develop the specific FPM runs to inform and support the study. SE ran the actual FPM model through their consultants (these are the only consultants who can run this model), but SLL developed the various run briefs that were modelled. Reading Borough Council - Preparation of a Sports Facilities Strategy, including the development and scoping of a number of FPM runs (then undertaken by Sport England), as well as an evidence-based needs assessment relating to future sports and leisure facility provision in the Borough, and the development of revenue estimates for potential new provision. Royal Holloway College - Development of a five year strategy for facility investment and development across the University campus, including new halls of residence. The strategy includes a needs assessment based on extensive stakeholder consultation, site options, capital costs, revenue implications, partnership and funding opportunities. Walsall MBC - Development of planning statements involving land swap for playing pitch development, access arrangements, site layout, internal and external design, to support the application for the re-development of one wet and dry facility and the development of a major new wet and dry facility. The planning application was granted permission to proceed.
3 Wirral Borough Council - Development of a 5 year Forward Plan for leisure and cultural provision in the Borough, based on a comprehensive and strategic review of existing services and facilities for sport, arts, heritage, community centres, and libraries. STRATEGIC PLANNING: SERVICES Active Luton - Development of a Community Activation Fund bid on behalf of Active Luton, Luton Council and Bedfordshire University. The bid was successful. Angus Council - Development of a physical activity strategy and playing pitch strategy for the Council area, based on qualitative and quantitative assessment and extensive stakeholder consultation. This study was undertaken in partnership with Max Associates. Ashfield District Council - Review of existing district physical activity strategy and development of an updated version, to reflect the current context and needs for the next 5 years, based on the Active Ashfield Partnership s priorities for increasing participation and addressing health inequalities. Cambridge City Council - Development of a Cultural Framework for the City to inform future cultural provision, and promote the value of culture and leisure provision to internal and external partners. Department of Health - Research to assess and evaluate the extent of existing physical activity provision in the East region, identify gaps and needs, and make recommendations on priorities for investment to inform the regional physical activity strategy update. Plymouth City Council - Development of the Aquatics Strategy for the new Life Centre; developing the strategy involved consultation with a wide range of stakeholders, close liaison with the ASA as a funding and delivery partner, and development of an organisational structure for delivery of the aquatics academy. TAMKEEN, Abu Dhabi - Development of a strategic assessment of sport and sports provision in Abu Dhabi for the government agency charged with developing the New York University. STADIA DEVELOPMENT AND APPRAISALS Castleford Tigers A feasibility study for a new 10-15,000 seat stadium for the Super League team. The study included site analysis, design, funding, business planning and operation.
4 Hong Kong Jockey Club Feasibility Study for the development of the new National Football Training Centre. The study included site analysis, design, funding, business planning and operation. London 2012 White Water Centre - Feasibility Study, Business Plan and Legacy Strategy for one of the new build venues to host the Olympic Games. National Stadium, Kiev A design review, commercial strategy, operational strategy, business plan and assessment against FIFA, UEFA, IAAF requirements for the Euro 300m reconstruction of the stadium due to host the final of the European Football Championships SAFRA Tampines Sports Hub Singapore Feasibility Study and Development Strategy incorporating designs for the transformation of the existing facilities into a major academy including football facilities. Scottish Rugby Union - Feasibility study of the development of Murrayfield stadium and adjacent land (in association with Drivers Jonas). Southampton Football Club - Business plan, operational strategy and National Lottery application for a new community sports stadium. Wakefield Wildcats Feasibility Study, Designs, Capital Costs and Management Plan in partnership with Drivers Jonas for a new Rugby League stadium. OPEN SPACE AND OUTDOOR FACILITIES Bromsgrove Council, Cambridge City Council, Fenland Council, LB Redbridge, Mid Suffolk and Babergh, West Suffolk Council - Development of PPS using the new Sport England methodology. The development of the strategies has involved site assessment, qualitative assessments, stakeholder consultation, analysis of the finding and application of the PPS model, and development of Action Plans. Eastleigh Borough Council - Development of an updated PPS for the Borough, using the new SE Methodology, and working closely with NGBs, to identify the priorities for investment in, and development of, pitches, including small sided facilities. Development of an evidence base to inform and update Local Plan policies. Northumberland County Council - Development of Green Infrastructure Strategy for the new County Council, reflecting growth points, the overall strategic Vision for green space, and the amalgamation of previous local authority areas.
5 South Tyneside Council - Open Space Strategy and Playing Pitch Strategy. A PPG17 compliant strategy including an assessment of quality, quantity and access. MAJOR EVENTS Derbyshire Sport - Development of a cultural and sports events strategy. Isle of Wight Council - Preparation of Business Plan and Project Plan for the World Island Games. Northern Ireland Events Company - Review of the business strategy and development of a new and re-focused events strategy. SEEDA - Development of a Major Sports events strategy for the region. University of Guildford - Development of a sports events strategy for the University to reflect the significant investment in major sports facilities on the campus. FEASIBILITY AND FACILITY DEVELOPMENT Bath and North East Somerset Council - Feasibility study into the options for the redevelopment of the existing Keynsham Leisure Centre, including relocation to a school site or a standalone site, together with an assessment of capital costs, and likely revenue impacts. Bradford MDC - Feasibility Study to inform the proposals for a major facility development involving the Council, Bradford Bulls, Bradford University and College and a number of NGBs. The study involved an assessment of need, development of a facility mix, and detailed business planning for both professional and public sector elements of the development. Cambridge Leisure and Ice Centre - Feasibility Study into the potential for the development of a new ice rink and visitor centre in Cambridge. The study looks at the facility mix and location for a new centre, and critically how these factors relate to both capital costs on ongoing revenue sustainability. East Cambridgeshire District Council - Feasibility study into the development of a major wet and dry leisure complex, including development of outdoor pitch and sports facilities. The new centre will replace two existing facilities, and is likely to be delivered through a public/commercial partnership, involving both land values and planning gain. Procurement of the new facility is now ongoing. Exeter City Council - Feasibility study into the development of a major new wet and dry, city centre leisure facility, to establish the need, minimum facility mix, likely capital costs and revenue implications.
6 Fareham Borough Council -Feasibility study for a new facility in the Western Wards area of the Borough. Gosport Borough Council - Development of a new Leisure Centre. Feasibility study into the potential development of a new Leisure Centre, on the basis of local need and a partnership with education and regeneration initiatives. Strategic recommendations for the mix, location and scale of new facilities were made; site, funding and management options appraisals were also undertaken in order to inform the recommendations for the new facility development. Hart District Council - Feasibility study for a number of different new leisure facilities in the district, including the re-development of the major wet and dry leisure centre. This included an assessment of need, stakeholder consultation, provision of capital costs and development of benchmark revenue estimates. Horsham District Council - Feasibility study into the options for the redevelopment of Broadbridgeheath Leisure Centre as part of a wider development in Horsham, and the implications for existing centre-based clubs and users. Lisburn City Council - Feasibility study into the re-development of an existing regional leisure centre (wet and dry), and the potential for the development of additional health and fitness, and outdoor pitch provision and indoor play provision. London Borough of Hackney - Feasibility study for the redevelopment proposals for an existing leisure centre, to assess which option presented the best overall opportunity development of space and capacity, range of provision, ability to retain continuity of service, capital costs, revenue impact etc. Newport Pagnell Town Council - Feasibility study into the development of new fitness provision on the site of the existing swimming pool. Olympic Delivery Authority - Feasibility Study and Business Plan for the Canoe Slalom Course for London 2012 to inform the overall master plan for the Lee Valley area. Oxford City Council - Feasibility Study into the need for, and development of, a new ice rink; the study identified the case for continued provision of an ice rink in the City, and assessed a number of alternative site options for a new facility. Reading Borough Council - Feasibility Study for the development of a new 50m pool. The study identified the case for a 50m pool, on the basis of both community and club need, and assessed the options for its provision, concluding that a refurbishment of an existing facility would be the optimum way to proceed, given that the location of the existing ageing facility is in the town centre, on public transport routes.
7 Sandwell Council - Feasibility study for the development of a new wet and dry leisure facility to replace a number of existing facilities, and an appraisal of potentially suitable site options. Shropshire Council - Feasibility study into the options for the future provision of swimming and fitness in Shrewsbury. The detailed study involved assessment of need to determine a minimum facility mix, consultation with planners to inform site assessment, analysis of all options, their advantages and disadvantages, development of revenue estimates, and overall assessment of the optimum way forward. Somerset College - Feasibility study for new sports facilities on the College campus. South Northamptonshire Council - Feasibility study into the replacement of an existing, ageing facility, and a review of potential site options and their implications, including planning impact. Surrey Heath Council - Feasibility study into the redevelopment options for the district s major wet and dry leisure centre, together with an assessment of the capital costs involved, timescales and the impact on revenue generation, service continuity etc. TAMKEEN, Abu Dhabi - Feasibility study looking at the potential capacity of the new NYUAD sports facilities to cater for the Emirate community as well as NYUAD Students, staff and faculty. University of York - Feasibility Studies into the development of new sports facilities as part of the overall Campus East extension. The work involved assessment of need, extensive consultation, business planning and site evaluation. Waystone Developments - Feasibility study into the options for development of a multisport stadium, providing for competitive and professional rugby league. FUNDING Funding - Development and submission of a wide range of funding applications including ERDF, NR, New Deal, Lottery, Active England, CIF, NOF3, BSF, Sportsmatch, Community Sport Activation Fund (CSAF) etc. Responsibility for several successful facility developments through this work. Successful funding bids resulting in development of school/community sports facilities to increase participation, address social inclusion and community safety. Wyre Forest District Council - Successful application to the Sport England Strategic Investment Fund
8 PROCUREMENT AND PARTNERSHIPS Bath and North East Somerset Council - Options appraisal of the existing contract and arrangements, to inform the future outsourcing of leisure facility management, and service delivery. Borough of Poole - Assisting the Council with identifying the optimum way forward in terms of extending their existing operating contract, and negotiating with the incumbent contractor. Braintree DC - Review of the existing leisure facilities and sports development services; options appraisal for future delivery of facilities and services. Cambridge City Council - Project management of the procurement process to appoint an operator for the new leisure centre and the existing athletics track. This involved provision of support and advice throughout the advertising and PQQ process, development of ITT documentation and the evaluation model, plus the evaluation of submissions. Fareham Council - Assisting the Council with identifying the optimum way forward in terms of extending their existing operating contract, securing partnership investment in new facility development and negotiating with the incumbent contractor. London Borough of Hackney - Review of existing proposals and revenue funding to inform decisions on future operational management and development of a number of facilities. Mansfield DC - Options appraisal and management of the externalisation of leisure management and sport development services. Northumberland Council - Review of future delivery options for the future delivery of the leisure management and sport development services Nuneaton and Bedworth Borough Council - Management of the leisure centre and sports development procurement processes, including production of all documentation, evaluation of submissions, and recommendations for award of contract. Rugby Borough Council - Project management of the procurement process to appoint an operator for the new leisure centre and the existing athletics track. This involved provision of support and advice throughout the advertising and PQQ process, development of ITT documentation and the evaluation model, plus the evaluation of submissions.
9 Shropshire Council - Options Appraisal - A whole service review and options appraisal to identify a range of potential and future delivery mechanisms; a detailed assessment (financial, legal, HR, service sustainability, revenue and capital funding) of identified options and recommendations for the way forward. Shropshire Council - Project management of the procurement process for the externalisation of four of the Council s leisure centres. The process has involved a detailed options appraisal to scope the way forward and nature of the contract. We developed the advert, and PQQ, and managed this process. Following PQQ submissions in early October 2011, we evaluated the responses and produced a short list of tenderers. We evaluated the ITT in early 2012, and then assisted the Council in appointing the preferred contractor, and mobilising the contract. The Contract was awarded in April Stratford upon-avon Council - Assisting the Council with identifying the optimum way forward in terms of changing their existing operating contract, and negotiating with the incumbent contractor. Stratford upon-avon Council - Assisting the Council with the procurement process, development of management specification and legal documents, and provision of advice on the process, timescales and approach to externalisation. Vale of Glamorgan Council - Management of the leisure centre procurement process, including production of all documentation, evaluation of submissions, and recommendations for award of contract. Wigan Council - Review of the existing arrangement and agreement with the incumbent Trust, to assess the options in terms of the contract moving forward, identify opportunities for partnership development, increased efficiencies, and a re-aligning of the Council s strategic priorities and the leisure and cultural services procured by them through the Trust. Worcester City Council - Strategic Leisure developed a leading edge partnership document for the management and investment in the Council s leisure centres and swimming pool. This included advice on contract type, length, style and numerous procurement issues to facilitate a modern partnership arrangement that meets best value. Wycombe District Council - Project management of the procurement process to appoint a new contractor to undertake the grounds maintenance contract requirements for the Council. This involved provision of support and advice throughout the advertising and PQQ process, development of ITT documentation and the evaluation model, plus the evaluation of submissions.
10 Wyre Forest District Council - Preparation of all procurement documentation i.e. PQQ, ITT, and Soft Market Testing, for the DBOM development of a major new wet and dry leisure centre for the district. ORGANISATIONAL DEVELOPMENT Aberdeen City Council - Review of the Access to Leisure Scheme and development of recommendations to improve its approach and eligibility criteria. Aberdeen City Council - Review of the Bookings and Lettings Scheme, identification of the challenges to be addressed with the current system and processes, and development of recommendations to improve its approach and eligibility criteria. Carlisle Leisure Trust - Facilitation of a business and strategic planning workshop for senior managers, to inform and develop the next 5 year business plan. East Lindsay District Council - Review of the current operation of leisure services to identify areas for operational improvement, capital investment, potential reductions in revenue costs, and the appropriate form of management for the future. Finesse Leisure Trust - Facilitation of a business and strategic planning workshop for senior managers, to inform and develop the next 5 year business plan. Hyndburn Leisure Trust - Facilitation of a business and strategic planning workshop for senior managers, to inform and develop the next 5 year business plan. London Borough of Bexley - Interim project management of the development of the Europa Gymnastics Centre (London 2012 training venue), development of sport development plans, and ongoing developmental and mentoring support to the gymnastics club in their first three years of operational management. Reading University - Value for money review and assessment of the current sports and leisure operation, plus a review of proposals for facility development. Reading University - Value for money review and assessment of the current sports and leisure operation, plus a review of proposals for facility development. Southampton City Council - Review of a business plan prepared by a community group to support the asset transfer of a community swimming pool. Southampton City Council - Provision of support and advice to a community organisation developing proposals for the asset transfer of a swimming pool in the City.
11 TAMKEEN, Abu Dhabi - Interim management of the preparation for the opening of the new NYUAD sports facilities on campus, including planning for staff recruitment, programming, writing operational procedures, and drafting policy agreements and practices. University of Surrey - Review of existing staffing structure, roles and responsibilities; development of new organisational structure, job descriptions and implementation costs for the new 50m pool and facilities being developed as the Surrey Sports Park. MONITORING AND REVIEW A significant number of Review projects, relating predominantly to Service Evaluation, Benchmarking and Performance Indicators, and Continuous Improvement. She has undertaken a number of Best Value review studies for clients which have involved: Sport England - Evaluation of the new NGB Funding Programme - the study involved a comprehensive review of the new funding cycle and programme, and involved consultation with all 46 NGBs and other national stakeholders. The study identifies the successful elements of the current process, and makes a number of clear recommendations to improve the process for the next cycle Sport England, Premier League and DCMS - Review and evaluation of the Premier League 4 Sport Programme to identify the outcomes achieved, and the contribution made to national targets to increase participation. Projects involving the range of work below have been undertaken for local authorities including South Ribble Borough Council, North West Leicestershire District Council, Birmingham City Council, Oxford City Council, Selby District Council and Copeland Borough Council; Evaluation of the service (mission, aims and objectives, and delivery) Identification of issues/areas for improvement Comparison of the service with other similar services/service providers e.g. family authorities, case studies examples Development of improvement plans to improve performance against identified performance indicators Benchmarking analysis of local authorities in specific service areas e.g. Outdoor Pitch Provision, as part of Playing Pitch Assessments and Strategies, or Open Space Strategies
