3 Rio Tinto Coal Australia and Kestrel Mine Rio Tinto Coal Australia is one of Australia s leading mining organisations with a highly successful record in the development and management of world class open cut and underground operations. In Queensland, Rio Tinto Coal Australia operates the Kestrel and Hail Creek Mines located in the Bowen Basin. The Kestrel Mine is located in Queensland s Bowen Basin, 40 kilometres north east of Emerald and 300 kilometres west of Rockhampton. It is an underground longwall operation supplying world markets with premium quality high volatile coking coal as well as thermal coal. Kestrel Mine Community Development Fund 1

5 Introduction Rio Tinto Coal Australia aims to develop strong relationships with the communities in which it operates and help to build the communities long term sustainability. Rio Tinto Coal Australia s Community Development Fund was established to support the local communities and surrounding districts to build community capacity, address development challenges and to take advantage of emerging opportunities. The Community Development Fund lends support to projects which are aimed at providing positive benefits to local communities. Activities of these funds are also undertaken in accordance with Rio Tinto s business integrity (anti-corruption) standard, which deals with charitable donations and sponsorships. History of the Kestrel Mine Community Development Fund The Kestrel Mine Community Development Fund was established in 2003 and has contributed more than $2 million to the Emerald and the surrounding districts. The surrounding districts are defined as the area within 70 km radius of the Emerald town centre. The current fund term is three (3) years, , and Rio Tinto Coal Australia has committed $300,000 to distribute to eligible projects during this fund period. Applications for funding are considered by the Kestrel Mine Community Development Fund Committee which is made up of three community representatives and three Rio Tinto Coal Australia representatives. The Committee meets bi-annually to consider applications. Typical meeting periods are April and August of each year. Kestrel Mine Community Development Fund 3

6 Eligibility What is an eligible application? As a guide, an eligible application: Benefits residents primarily within Emerald and surrounding districts whose towns do not have a major employer (see map below of 70km radius) Meets one or more of the fund objectives (see Table 1 for objectives) Will result in direct and lasting benefits to the local community Is between $10,000 and $50,000 Includes ways to measure performance of the project What type of application will not be funded? Funding will not be allocated to applications where funds are to be used for: Political or religious purposes Native Title matters Issues relating to legal processes Cultural heritage management matters Debt retirement Private business purposes Capital works or purchase of materials (unless this is a minor component of a larger project) Fundraising events, campaigns and appeals Individual personal gain Projects normally funded by government 4 Kestrel Mine Community Development Fund Guidelines

Implement community generated regional environmental programs that will improve the quality of the regional environment. Applications are assessed against the following criteria They result in direct and lasting benefit to the community They generate benefits that do not presently exist They foster the development of skills within the community They contribute long-term solutions to problems They contribute to future sustainability of the region Kestrel Mine Community Development Fund 5

8 Application Process Steps of the application process Does our project meet fund objectives? If yes, complete the application form including all supporting documentation How do I apply? To apply for funding on behalf of your organisation, you must complete and submit an application form to the Executive Officer of the Community Development Fund. Application forms can be submitted to kestrelcommunity@riotinto.com. An original signed copy must also be received by the Executive Officer before the submission deadline. When can I apply? You can apply for funding at any time throughout the open funding rounds. Applications are considered by the Committee, which meets twice each year. Upon enquiry, the Executive Officer will be able to advise you of meeting dates and when applications need to be submitted to be considered at a particular meeting. Please also follow the website for opening rounds. What information should my application contain? Your application should: Include information in all the required sections and try to include as much information as possible in the optional sections Provide details of all of the costs involved, including overall project costs and costs being requested from the fund (applications which can demonstrate funding, either directly or in-kind, from other organisations will be looked at more favourably) Provide a timeline containing the start date of the project, key milestones and the completion date Details of the project outcomes and ways you will measure performance of the project 6 Kestrel Mine Community Development Fund Guidelines

9 Lodge your application during the active funding period Application will be reviewed and considered by the Committee. You will be informed of the Committee s decision. Is there anything else taken into account when selecting successful applications? Other considerations* are: Gaining support from other sources (including the contribution to be made by the applicant/applicant organisation) i.e. who else supports and/or is willing to become involved in the project Outlining a vision for how your project will provide a long-term benefit to the community, can become self-sufficient, or can continue to grow beyond the funded project period Providing a way to allow Rio Tinto Coal Australia employees to be involved in your project (identified in application) * These are not mandatory but are beneficial to include. 10 What happens next? How will I know if my application has been successful? Applicants will receive a letter from the Executive Officer to inform them of the Committee s decision in relation to their application. The Executive Officer will also contact you directly to notify you if your application is successful. What happens if my application is successful? If your application is successful you will be required to; Work with the Executive Officer in developing a partnering agreement Sign an official funding agreement Use the allocated funds within the project time line Submit project updates to Committee meetings as committed to in your agreement Provide a basic report on the lessons learned, outcomes achieved and the use of funds, when the project is complete Allow Rio Tinto Coal Australia to utilise information about the project for external communication and promotion purposes Picture: Central Highlands Science Centre Inspiring Young Scientists project allows primary school children to participate in engaging Science Activities usually only available to city kids. 8 Kestrel Mine Community Development Fund Guidelines
