3 Executive Summary What is St. Dysmas? St. Dysmas is an Evangelical Lutheran Church in America (ELCA) congregation gathering around word and sacrament. We are one congregation in two locations, one in the South Dakota State Penitentiary in Sioux Falls, SD (SDSP) and the other at the Mike Durfee State Prison in Springfield, SD (MDSP). Our congregation is unique with an inside church council in both locations and an associate church council made up of ELCA Lutherans from area congregations. The associate council oversees the finances of our congregation and the development role of the pastor. We partner with area congregations, welcoming up to twenty-five visitors from area congregations at our Thursday evening worship services at both SDSP and MDSP. Men are paid twenty-five cents per hour of work in prison; therefore, we depend on congregations for one-third of our budget and individuals for the other two-thirds of our budget. Our proposed reentry program is a natural outgrowth of our ministry, which will strengthen our already strong partnership with area congregations, and enable them, and us, to better fulfill our missions. What is the Reentry & Reintegration program? Jesus tells us His greatest commandment is to love God and neighbor. In Matthew 25, Jesus instructs us to love and care for those who are down and out. This is the scriptural basis for the St. Dysmas Reentry & Reintegration program. This program is designed to assist men leaving our state prisons and aims to successfully reintegrate them into society to ensure they do not return to prison. This ministry uses the proven model of Prison Congregations of America that pairs people from congregations across the state with the ministry of St. Dysmas. Congregations will be invited to form reentry teams of five to eight people who will be trained to assist and walk with men who have been accepted into the program. The team will assist and mentor the man for up to one year. 3

4 Why do we need a Reentry & Reintegration program? The St. Dysmas Reentry & Reintegration program is designed to assist men who are in prison and have little or no outside support for them when they are released. Currently, a man with no money or outside support will be standing at the door of the prison with a check for $50.00 and the clothes on his back. He will have no ride to take him where he needs to go. He has no way to cash the check without using a check cashing service that will charge him a fee for that service. He will have a difficult time finding shelter and work. This program will pair him with a team of people who will extend Christ s love to him as they meet him at the gate when he is released. They will help him get a state ID or driver s license, social security card, birth certificate, help him find a job, apply for food stamps and other assistance he may be qualified for. The returning citizen will receive assistance to help him be successful in life. The responsibility for success lies with the man released. The reentry teams will help, but the person released must take responsibility for his life and actions. When does St. Dysmas propose the Reentry & Reintegration program begin? We plan to begin our program when the following three items are in place: 1. Obtain adequate funding from supporting congregations, individuals and possibly grants. 2. Congregations give positive response to our invitation to assemble a reentry team and mentor an ex-offender. 3. We identify strong candidates for this program prior to their release. We anticipate having these three components established between September and December of We will begin with one reentry team and let the program grow organically as these three components support the program. 4

5 St. Dysmas Profile Mission/Purpose The mission of St. Dysmas is like that of any congregation, to gather believers around word and sacrament and invite them to engage more deeply with the teachings of Jesus Christ and the community that bears his name. The inside council of the congregation at SDSP recently adopted a mission statement after seeking input from congregation members and a congregational vote. Their mission statement is based on Luke 22:32 Strengthening our Brothers. The mission statement of the congregation at MDSP is Reaching out to the lost by proclaiming God s Word. Founding Information Efforts to organize St. Dysmas of South Dakota congregation began in spring Rev. Ed Nesselhuf, who spent three years as the founding pastor of the Evangelical Lutheran Church in America's (ELCA) first "congregation behind bars" in Jessup, Maryland, came to South Dakota in 1987 as pastor of the University of South Dakota's Lutheran Center in Vermillion and assisted with establishing the same model in South Dakota. Penitentiary officials were receptive to the idea and Warden at that time, Herman Solem, took part in the first meeting regarding St. Dysmas of South Dakota in November 1988 at Grace Lutheran Church in Sioux Falls. More than 50 people who attended the meeting expressed enough interest to create a New Ministry Profile. This document served as a guideline for the ELCA Division for Outreach in approving the creation of this unique ministry. Throughout 1989, groundwork was laid and the ministry received final approval from the Department of Corrections in fall That same year, the South Dakota Synod of the ELCA began the process of searching for a developing pastor and forming a steering committee made up of members of the inmate population. Through the leading of the Holy Spirit and with much prayer and discussion, the process led to calling Pastor Leroy Iseminger to start the congregation within the walls of the South Dakota State Penitentiary (SDSP). He served the congregation up to October 1999, remaining as interim pastor until April On Ascension Day, May 24, 1990, the first worship service was held at the Sioux Falls SDSP. On April 22, 1991, members of the prison congregation selected the name St. Dysmas of South Dakota. It was chosen because Dysmas is believed to be 5

6 the name of the thief who, as he hung on the cross beside Jesus, asked to be remembered. It was hoped that, when people heard the name, they would remember those in prison who often feel forgotten and abandoned. St. Dysmas of South Dakota expanded to Mike Durfee State Prison in Springfield, SD, when men, who had attended worship at SDSP in Sioux Falls, were transferred and requested continued ministry. To meet the need, Pastor Robert Hansen began Bible study in July of 1992 and worship was started later that year in October. Pastors Robert Chell and Kwen Sanderson currently fill roles as pastors at the South Dakota State Penitentiary and Mike Durfee State Prison. Robert Chell s call is half-time pastor and half-time development. There is a half time secretary in our Sioux Falls office, a part time band director at SDSP and a part time Music Director/Visitor coordinator at MDSP. 6

As a result, St. Dysmas has two inside councils (one at each location South Dakota State Penitentiary and Mike Durfee State Prison) and one associate council. 8 History & Authority Pastor Wayne Gallipo, Pastor at St. Peter Lutheran Church and a St. Dymas volunteer, has had a passion for establishing a reentry program for prisoners being released. In January of 2016, Pastor Wayne began to research successful programs already in place. He has taken the following actions: Met with Mary Mortenson, Executive Director of Prison Congregations of America. Mary provided him with a list of contacts for more information. Traveled to Des Moines Iowa and worshiped with Women At The Well, a worshipping community in a women s prison there. They have a successful reentry program and he received information about their program. Traveled to Dodge City, IA and met with Carroll and Judy Lang who run the reentry program for Church of the Damascus Road, a worshipping community in two men s prisons in the area. They provided him with a paper and electronic copy of their entire program including all of the application forms, explanation of their program, check lists and training materials for the training program for their reentry teams. Carroll and Judy have volunteered to drive to Sioux Falls to train our first reentry team when our program is approved. Met with the Case Managers who work with the prisoners being released in the South Dakota Penitentiary in Sioux Falls. They are interested in cooperating with us in this program and look forward to having another asset at their disposal as they work with releasing prisoners. Met with Jeff Haverhals who runs a reentry program for Kingdom Boundaries in Sioux Falls. They are utilizing a residential model for their program. They own a 4-unit apartment building and can serve up to 9 returning citizens at a time in that facility. Met several times with Pastor Bob Chell, Pastor at St. Dysmas in Sioux Falls concerning the possibility of this reentry program becoming a natural extension of the ministry of St. Dysmas in Sioux Falls and Springfield. Met with the St. Dysmas Associate Council and presented a proposal to move forward with plans to establish the St. Dysmas Reentry & Reintegration program. The Associate Council expressed their support and concerns and formed a sub-committee to refine the proposal to be presented to the Associate Council and eventually the South Dakota Synod Church Council. Pastor Wayne, the reentry subcommittee and Bob Hansen, Chair of the Associate Council met with Bishop Zellmer and presented him with the proposal for the St. Dysmas Reentry and Reintegration program. Met multiple times as a subcommittee and have worked individually at home to create this business plan. 8

We anticipate the program will be self-sustaining after these three years and that grants and other gifts income will be shifted to individuals, churches, and reentry teams. The total estimated cost for the three-year pilot program would approximate $100,

11 Organization & Operations Choosing a Returning Citizen Working with the case managers in the prison and the pastors of St. Dysmas, the St. Dysmas Reentry & Reintegration program will provide applications for the program to interested inmates. The St Dysmas Reentry & Reentry Program Manager will work with the Case Managers, other personnel in the prison and the inmate that has applied for the program to determine eligibility and viability for the program. Our intent is to find men who have a high likelihood of succeeding and would not be a danger to the reentry and reintegration team or the congregation the team comes from. Recruiting a Reentry & Reintegration Team The recruitment of a reentry and reintegration team will begin with conversations with pastors and other leadership from congregations already supporting the ministry of St. Dysmas. They will be asked to identify individuals or members of their congregation who have talents needed to walk with returning citizens on the journey of reentry and reintegration into society as it is now. Potential members should be a mix of future employers, pastors, lay leaders or mentors, educators, those with expertise in areas of finances, banking, health care, counseling services, mechanical issues, transportation options, etc. The Program Coordinator and representatives of the St. Dysmas Associate Council will interview individuals identified. The reentry and reintegration team members identified will be expected to participate in training and to develop a plan to raise funds to provide initial basic assistance for the returning citizen. Preparing for a Returning Citizen s Release Once we are notified that a prisoner has applied for the St. Dysmas Reentry and Reintegration Program, the Program Director will reach out to a trained reentry and reintegration team in the town the prisoner wishes to relocate. The team will be given information about the returning citizen and invited to meet the returning citizen in the prison. If both the prisoner and the reentry and reintegration team feel comfortable with each other, we will proceed with this match up. While still in prison, the returning citizen will receive training to help him prepare for his release. The reentry and reintegration team will begin to assess the man s needs using check sheets given to the prisoner asking him to list his needs for clothing, household goods, etc. The team will also do fundraising so they have the necessary funds provide for the man s immediate needs upon release if he has no money. 11

12 Expectations of the returning citizen once enrolled The returning citizen must commit to following any requirements placed on him by the South Dakota Department of Corrections upon his release. He must take responsibility for his own success. The reentry and reintegration team is there to assist him, but his success is his responsibility. The team can provide assistance, notify him of opportunities, etc. but it is up to the returning citizen to take the initiative to follow through and execute his plan. Timeframe and Expectations of Program The St. Dysmas Reentry & Reintegration program is designed to mentor the returning citizen for up to one year. Initially, the team will have daily contact with the returning citizen. Once he has established himself with a job, a home and it appears he is establishing a healthy social network, the contact can drop to once a week or how often the reentry and reintegration team deems appropriate. The reentry and reintegration team s responsibility is to help the returning citizen reintegrate into society by providing him with names of possible employers, landlords, providing transportation etc. It is not the responsibility of the team, nor should the team, do the work the returning citizen should be doing for himself. Pastor Wayne will initially staff the program coordinator position as we begin a search for a permanent program facilitator. Pastor Wayne will work with, train and orient this person when they are hired. Our target date for having a permanent program facilitator is no later than Jan. 1,

13 Addressing Concerns How we will gather and address concerns As part of our preparation, we will gather concerns from the South Dakota prison system, potential congregations that will assist with returning citizens, prisoner and returning citizen concerns from the inside councils, and management concerns from the South Dakota Synod Council & St. Dysmas Associate Council. Prison Concerns Our interface with the prison system will be the Case Managers that work with the men who are about to be released. We will use the South Dakota Department of Corrections documents to get information released to St. Dysmas needed for a successful transition. The Case Managers will communicate to St. Dysmas the people and places the returning citizen must contact and in what timeframe that contact needs to be made. Congregational Concerns Anticipated concerns from congregations are in the areas of liability, cost, volunteer time and duration, and support from St. Dysmas. Congregations may want to check with their insurance carrier to see if any additional insurance may be needed to assist in facilitating this program. Anticipated cost for mentoring each returning citizen is $1,500. This cost may be shared by the congregation, St. Dysmas and the inmate or borne by one or two of the partners. Due to the uniqueness of each returning citizen, this amount and responsibility will vary. Congregations will be asked to provide a mentoring committee of six people. We will provide congregations with a list of preferred qualifications (for example; someone with expertise in housing, employment, law, etc.) St. Dysmas staff and Associate Council will monitor and oversee this program. 13

14 Prisoner/Returning Citizen Concerns (inside council) We met with the inside council to understand their concerns. We listed their concerns below and feel we have answered their questions throughout this comprehensive document. How will the program address concerns about the offender s crime (i.e. violent, sex offender, etc.)? Will provisions be made so those incarcerated for many years will get support as they acclimate? How long before release does the process begin? Management Concerns (SD Synod & Associate Council) We addressed management concerns by meeting with Bishop Zellmer and asking the Association Council for preliminary approval before moving forward. We will again meet with the Associate Council to hear their concerns and then, pending approval, will meet with the South Dakota Synod to discuss their concerns. 14

15 Protections The Reentry & Reintegration Program will make every effort to ensure the safety of the reentry and reintegration teams and limit legal exposure of the program. We will consult the South Dakota Synod s legal counsel for advice Returning citizens will be carefully screened Reentry and reintegration teams will be trained Reentry and reintegration teams and St. Dysmas personnel will not sign any legal forms, contracts or leases Reentry and reintegration team members will report any suspicious activity to the appropriate St. Dysmas personnel St. Dysmas St. Dysmas will protect itself legally & financially by contacting our insurance carrier, Church Mutual, to see if we require additional coverage. Staff of St. Dysmas, mentoring congregations and volunteers are prohibited from signing, or co-signing any contracts, leases, loans etc. Anyone violating this prohibition will no longer be involved with this program. St. Dysmas will provide training to its staff and mentoring congregations regarding safety and liability concerns. This program will assist inmates, but will not take legal or financial responsibility for them. Congregations St. Dysmas will ensure the safety of mentoring congregations by: Providing congregational leaders accurate and honest information about the St. Dysmas Reentry & Reintegration Program to help them make an informed decision about participating in the program. Assisting congregational leaders understand the type of people who would best serve on a reentry and reintegration team. Thoroughly train reentry and reintegration teams prior to them being assigned a returning citizen to assist. Being available to answer questions, hear concerns and provide guidance. Providing a list of actions that are strictly forbidden to do as a team or as an individual team member. 15

16 Prisoner/Returning Citizen St. Dysmas will ensure the safety of the returning citizen s reintegration into society by: Assigning him to a trained reentry and reintegration team Providing him with sound guidance and assistance Introduce him to a healthy social environment and worshipping community Ensuring he takes responsibility for his own actions Hold him accountable for actions or decisions he makes Help him to understand new technology, laws etc. 16

18 Evaluation Program We will deem the program a success if: First 12 months (year 1) o Provide three to five men an opportunity for reintegration o Men succeed at reintegrating into society a rate of 75 percent or more o Secure adequate funding to ensure future operations o Obtain a long-term coordinator o Three to five congregations have provided reentry and reintegration teams First 36 months (year 3) o Provide five or more men per year an opportunity for reintegration into society o Men (from all three years) succeed at reintegrating into society at a rate of 75% or more o Adequate funding secured to ensure future operations o Have reintegrated men throughout the state of South Dakota First 60 months (year 5) & beyond o Embraced and recognized by the community as a leading and utilized social service support system o Continued success rate of 75 percent of men successfully reintegrated into society o Expanding the mission of the program to include additional services Returning Citizen We will deem the returning citizen a success if the citizen is: First two weeks o Actively looking for a job with the assistance of the reentry and reintegration team. o Participates in the worship life of a faith community. o The reentry and reintegration team provides job leads and the returning citizen self-initiates efforts to apply for jobs and schedule interviews. First four weeks o Employed and, with the help of the reentry and reintegration team or other agency, prepares a reasonable budget and saves money for their apartment. o Involves himself in the budget creation process and agrees to abide by it. First six weeks 18

19 o Takes the initiative to actively look for housing with the help of his reentry team. First 8 weeks o Moves into an apartment or other appropriate source of housing. o Continues to follow his budget strictly. First year o Focuses on establishing himself in the community o Maintains communication with his parole officer, if required o Continues to be employed o Follows the budget he has established o Establishes healthy relationships in the community o Attends worship and other spiritual events regularly o Maintains contact with his reentry and reintegration team and continues to have a good working relationship with them. Year two and beyond o Establishes himself in the community and lives a healthy life o Communicates with his parole officer, if required o Participates in a worshipping community o Remains employed and lives within his means 19

20 Program Recap The proposed St. Dysmas Reentry & Reintegration Program is a natural outgrowth of the St. Dymas ministry, scheduled to begin in the fourth quarter of 2016 and designed to assist men leaving our state prisons with little support to be successfully reintegrated into society and reduce the probability of them returning to prison. The ministry will pair five to eight people from South Dakota congregations with an inmate that has been chosen by our program coordinator in conjunction with the St. Dysmas Pastors and case managers. This team will assist the returning citizen for up to one year or longer, but the responsibility for success lies with the returning citizen himself.
