12 Clusters Structural collaboration: Implementation of a new cluster policy in Flanders since 2016 Structural networks of companies and RTOs Basic funding and project funding Market oriented Top down, thematic The Flemish cluster policy distinguishes two types of clusters spearhead clusters with an ambitious long-term strategy and competitiveness programme for the Flanders strategic domain, in collaboration with companies, knowledge centres and the government (CATALISTI, FLUX50, SIM, VIL and Flanders Food) innovative company networks. Innovative company networks differ from spearhead clusters in scale, maturity, time horizon and ambition level. They are small-scale initiatives with a support time horizon of three years.
