3 Introduction Manitoba Hydro s Commercial Ligting Program (CLP) is available to Manitoba Hydro s Electrical General Service Rate customers in te commercial, industrial, and agricultural sectors. Te CLP offers financial incentives for installations of eligible energy efficient ligting systems. 4 How to participate All projects require review and written pre-approval by Manitoba Hydro prior to purcasing or installing new ligting or removing any existing ligting in order to be eligible for an incentive. Projects tat begin before Manitoba Hydro s written pre-approval are not eligible for incentives. 1. Determine ligting requirements Consult an electrical contractor, ligting designer, electrical code autority (suc as an electrical inspector), or your Manitoba Hydro account representative for assistance. 2. Qualify You must meet te customer eligibility criteria. 3. Download or contact Manitoba Hydro for a ligting incentive application Te ligting application, incentive calculation seets, and application appendices, can be downloaded from te CLP website. Your Manitoba Hydro account representative can assist you in completing te application and answer any questions you ave. 4. Select eligible products Te ligting product(s) you plan to purcase must be eligible for an incentive. LED screw-in lamps are eligible for incentive if te product is on te Eligible Product List (EPL), or if te product is ENERGY STAR certified and meets te program tecnical specifications guide. All oter LED products are eligible for incentive if te product is on te Eligible Product List (EPL), or on te DesignLigts Consortium (DLC) Qualified Product List and meets te program tecnical specification guide. All remaining ligting products must be on te Eligible Product List (EPL).. If not, ask your ligting supplier to submit a Product Approval Request to get te product approved, or cange to an approved product. You must meet te Product eligibility criteria. 5. Complete application Complete te ligting application tat applies to your project. Renovation: A ligting project tat upgrades an existing ligting system in a commercially billed facility. Excluding attics, boiler/electrical/mecanical rooms, crawl spaces, apartment suites, new buildings, new additions to an existing building, temporary ligting, and storage spaces. New construction exterior ligting: A ligting project tat installs energy efficient ligting to te exterior or parking area of a new building, or in a new addition to an existing building, or were no previous ligting existed. For new construction exterior ligting complete and attac Appendix F to te application. Incentives for new building exterior ligting will be calculated by Manitoba Hydro based on te Manitoba Energy Code for Buildings (MECB). Your planned project must meet te project eligibility criteria and te installation requirements. Ensure you provide all requested information on te application form, sign and date te application, and attac any relevant information and appendices. Incomplete applications will be declined. 6. Submit application to Manitoba Hydro Tis can be done by te customer or te contractor on te customer s bealf. It is te customer s responsibility to ensure tat te ligting application is received by Manitoba Hydro. All applications for pre-approval must be submitted and received by Manitoba Hydro witin 10 business days of te customer signing te application form. Please keep a copy of your ligting application form for your records. Application forms can be submitted to your Manitoba Hydro account representative or ed to clp@ydro. mb.ca. Your Manitoba Hydro account representative may conduct a pre-inspection or walk-troug of te facility to verify te existing ligting. 4 Commercial Ligting Program PROGRAM GUIDE November 2017

5 7. Make any necessary canges Contact your Manitoba Hydro account representative to modify te original application. Manitoba Hydro must pre-approve any canges to te application before te existing ligting is removed for any canges to be eligible for incentives. 8. Project pre-approval Manitoba Hydro issues written pre-approval to te customer for your ligting project. Do not start your project until written pre-approval as been received. If your project as not received written pre-approval witin 14 business day of submitting your application to Manitoba Hydro, please contact us in writing at to ensure your application as been received or at Ligting purcase and installation Purcase and install te new ligting witin one year (12 monts) of pre-approval by Manitoba Hydro. 10. Completion paperwork After your new ligting is installed and operational, and witin one year of pre-approval of your project, send your Manitoba Hydro account representative te following completion paperwork: Certificate of Inspection (witin innipeg) or Certificate of Approval (outside innipeg) Filled-out, signed, and dated completion declaration & questionnaire. Itemized invoice(s) detailing: - date of purcase (must be after application written pre-approval date from Manitoba Hydro) - vendor s name, customer s name, and install address - manufacturer name and model number of eac product (wic must matc te model number on te Eligible Product List or te Manitoba Hydro approved products on te DLC Qualified Products List) - product description - product quantities - per unit product costs and total, separate from design, labour, and taxes - labour (if applicable) All completion paperwork must be submitted to Manitoba Hydro witin 10 business days of te customer signature. Customers wo don t submit completion paperwork, or wo submit incomplete paperwork, will not be eligible for an incentive if written pre-approval was given more tan a year ago. If we ave questions at pre-approval, or close out during application period you must respond witin 14 business days or te application will be canceled. 11. Post-inspection Your Manitoba Hydro account representative will contact you and will conduct a post-inspection to confirm tat all products were installed in accordance wit te pre-approved application. Te incentive is subject to cange based on finalization of your application and all applicable paperwork. 12. Incentive processed Once all completion paperwork is received by Manitoba Hydro te incentive will be adjusted based on invoicing, inspections, final products installed, product quantities, energy savings, and all applicable paperwork. Manitoba Hydro finalizes and processes your incentive. A ceque or a credit on your Manitoba Hydro bill is issued. Commercial Ligting Program PROGRAM GUIDE November

6 Program guidelines and policies Customer eligibility To be eligible for a financial incentive, your company must: Be a Manitoba Hydro commercial customer billed at te Electrical General Service Rate; Use te ligting system in a commercial, not residential capacity; Te building must be an existing building tat as been continuously occupied and operated for a minimum of two consecutive years immediately prior to te application to tis program. New Buildings and additions do not qualify wit te exception of exterior ligting; Operate te ligting system for a minimum of 2,000 ours per year to be eligible for posted incentives. Ligting operation between 1,000 and 1,999 ours per year may qualify for prorated incentives; Own te ligting and be te end user of te ligting (i.e. not a ligting vendor, manufacturer, or installer); Keep te ligting installed, as specified on te application, for a minimum of tree years after te date of te incentive payment. Ligting fixtures must be permanently affixed te building. Temporary ligting does not qualify. All existing ligting must be removed and properly recycled. Note: If your company as received financial assistance, eiter in wole or in part, for te ligting installation from any federal, provincial, or oter Manitoba Hydro energy efficiency funding programs, it may not be eligible under tis program. Contact Manitoba Hydro for more details. If your company fails to comply wit tese terms and conditions or any oter requirement of Manitoba Hydro, ten upon notice from Manitoba Hydro, your incentive will be cancelled. If te incentive as already been paid to your company, ten you must repay Manitoba Hydro te entire amount of te incentive in a manner as required by Manitoba Hydro, and at Manitoba Hydro s sole discretion (wic may include addition of suc amount to your company s energy and/or loan account(s) wit Manitoba Hydro). Project eligibility 1. Obtain written pre-approval from Manitoba Hydro prior to removing existing ligting and ordering, purcasing, or installing new ligting to be eligible for an incentive. 2. Only use products from te Eligible Product List (EPL), DesignLigts Consortium (DLC) Qualified Product List, ENERGY STAR, or tose approved by Manitoba Hydro s ligting program engineer. All products must be new and not used. 3. Supply Manitoba Hydro wit all te required and requested information, including completing appendices and attacing required documentation. Incomplete applications will not be pre-approved. 4. All incentives are limited to 100 per cent of te actual cost of te ligting equipment paid for by te recipient of te incentives, including taxes (excluding design, labour or oter costs). Ligting equipment means te ligting tecnology or device itself, suc as te fixture, and does not extended to wiring, cables, or oter materials related to or used to install te device. Te maximum eligible incentive is 250,000 for all electrical measures included in your ligting project. If an incentive is assigned by a customer to te vendor or installer of te ligting, te incentive is limited to te actual cost of te ligting equipment to te vendor or installer (as opposed to te cost of te ligting equipment to te customer). Manitoba Hydro reserves te rigt to verify te accuracy of cost information including verification of payment of te ligting equipment, and your company, te vendor, and installer must fully cooperate to Manitoba Hydro s satisfaction, failing wic, te incentive may be cancelled. 6 Commercial Ligting Program PROGRAM GUIDE November 2017

7 5. Projects tat are not eligible for renovation incentives include newly constructed buildings (interior or exterior); additions to existing buildings; ligting installed in a previously unlit area of an existing building; residentially billed spaces; projects wit limited energy savings; projects wit rented or temporary ligting; and oter projects as determined by te program. 6. In retrofit situations were an appreciable portion of te existing ligting is inoperative, Manitoba Hydro reserves te rigt to limit ligting power density and incentives to te active portion only. 7. Manitoba Hydro calculates custom incentives using establised program baseline tecnologies wic may differ from a customer s existing system. In renovations were te customer is applying for a custom incentive. All incentives are capped at te lesser of energy savings, related prescriptive incentives, or material costs for te related tecnology. For existing and proposed ligt levels, te mean lumens of a properly maintained system may be used to determine te appropriate ligt levels. For mean lumens of eac tecnology, refer to te Lamp Ratings Tables in te Tecnical Specification Guide. Ligt meter measurements of te existing installation will not be used since tese levels are largely impacted by te age of te lamps, te regularity of fixture cleaning, etc., wic may result in ligt meter readings tat are muc lower tan tat of a properly maintained system. Customers will not receive incentives for demand reduction tat results from reducing ligt levels beyond tose recommended by te Illuminating Engineering Society (IES). 8. Manitoba Hydro reserves te rigt to: Hire an independent tird party to analyze ligting design proposal; Request a ligting project price quote; Request ligt design drawings of existing and proposed systems. Product eligibility 1. All eligible products must meet te CLP s tecnical specifications in te current online CLP Tecnical Specification Guide ere: ydro.mb.ca/your_business/ ligting/pdf/tecnical_spec_guide.pdf For LED screw-in lamps ENERGY STAR certified products may be acceptable. For all oter LED products a DLC listing may be acceptable. 2. Ligting must be new, owned by te customer (not rented, leased, etc.) approved by te Canadian Standards Association (CSA), or certified by an accredited independent organization, and must conform to CSA standards for te intended application. 3. It is te responsibility of te customer to ensure te ligting is in compliance wit appropriate industry, legal, safety, and oter standards, guidelines, or recommendations wic apply to te ligting application and use. Consult an electrical contractor or ligting designer to determine application specific ligting requirements suc as uniformity, colour temperature, ligt levels, and environmental aspects suc as ingress protection (IP), corrosion, etc. Te incentive may be revoked if any of te eligibility criteria as been violated. 4. Products intended for exterior application must be rated for satisfactory operation from -40 C to +40 C (-40 F to +104 F). 5. 8 Installation requirements 1. Ligting must meet te requirements of te Manitoba Electrical Code, all pertinent bylaws, be acceptable to te inspection autorities tat ave jurisdiction, and ave a Certificate of Inspection (witin innipeg) or Certificate of Approval (outside innipeg). 2. Te ligting must be installed and operational in te customer s premises witin one year of Manitoba Hydro s pre-approval and all paperwork must be received by Manitoba Hydro witin 1 year of pre-approval. If all paperwork is not received your application will be canceled and te project will not be eligible for an incentive. If te installation deadline cannot be met, ten contact your Manitoba Hydro account representative in writing before pre-approval ends. 3. It is te customer s responsibility to dispose of all azardous materials (including PCBs) in accordance wit all applicable government regulations. 4. Ligting products tat are removed from te Manitoba Hydro system will not be resold, except for scrap purposes, nor will tey be installed elsewere. 5. For exterior ligting, luminaires must not be installed and aimed in a manner so as to cause glare onto neigbouring properties, streets, or igways. 6. For T5 & T8 fluorescent ligting systems, Remote Master-Slave wiring is not allowed. Back-toback tandem wiring of 4 lamps into 8 fixtures is acceptable. New building ligting incentives Interior ligting If you are installing energy efficient interior ligting in a new building or in a new addition to an existing building, you may qualify for incentives from te New Buildings Program. Exterior ligting You may qualify for exterior ligting incentives for your new building or addition troug te Commercial Ligting Program. To apply for exterior ligting incentives and find out if your project is eligible: Make sure you meet te Commercial Ligting Program requirements. Complete te Ligting application and attac Appendix F. Include te following wit your New Construction Ligting application for exterior ligting projects: Te Total Base Case Allowance for Exterior Ligting excel file from te CLP website, and a copy of te building layout wit exterior ligting drawings; Exterior ligting allowance calculations as required by te MECB (see Section 4.2.3). 11 Te front application page is identical for renovation and new construction (outdoor ligting measures only) applications and must be completed in full, including dated by te signatory on te date te application is signed. 1. Te installer information is required in case tere are questions about te equipment being installed. 2. Enter te address of te building were te installation is taking place. Include te project start and completion dates, even if tey are estimates. 3. A and written signature by te customer is required and te application must be dated at te time of te signature. Te customer must ceck te box above te signature to indicate agreement and understanding of te terms and conditions. Do not sign and date te application until te existing and proposed system information is filled in. 4. Te customer can assign te incentive to a vendor or installer. Indicate te name and mailing address of te individual or organization tat sould receive te ceque only if it s not te customer. 5.
