1 Quick Start Grants (for Organizations) Guidelines and Application Process for July 1, 2015 through June 30, 2017 Grant Deadlines: Grants will be reviewed as received. 2 ABOUT THE ARROWHEAD REGIONAL ARTS COUNCIL Mission: The Arrowhead Regional Arts Council (ARAC) seeks to facilitate and encourage local arts development. This mission statement grows from a conviction that the arts improve the quality of life in the region. Legislative Mandate: ARAC is one of eleven regional arts councils designated by the State of Minnesota to make final decisions on the use of legislative appropriations for local/regional arts development. The ARAC is charged to assess the needs of the seven counties in the Arrowhead Region and to plan and administer programs and services based on its assessment. Arts and Cultural Heritage Fund Mandate: ARAC receives funding from the Legacy Amendment which was appropriated by the State Legislature with money from the vote of the people of Minnesota on November 4, The intent of this funding is to support and create access to the arts for artists, arts organizations, and communities; to support arts education for Minnesotans of all ages; and to support diverse ethnic and cultural arts traditions represented in this state. 3 PART 1: GUIDELINES Before completing your application, please review the guidelines carefully to determine whether or not you are eligible for funding. You are encouraged to call the ARAC staff to discuss your application. Do you: Need more information? Want help in preparing your application? Require this application in an alternative format? You may contact staff for further assistance by calling or ; or ing: or access these guidelines on our website: These guidelines and application process must be used for all grants submitted after July 1, A description of the program: The ARAC Quick Start grant program provides non-matching grants to arts organizations for opportunities: 1. requiring modest funding to be used within sixty days, 2. requiring funding with minimal advance notice. This program has no specified deadlines. Applications are accepted on an ongoing basis and submitted for review weekly. What may this program fund? Examples of possible quick start opportunities might include, but are not limited to, the following: workshop, performance, or exhibition expenses that are current and timely; fees for opportunities that provide organizational training in the arts; an immediate need for equipment and/or repairs to facilitate an arts related project; or an unexpected or unanticipated presenting, educational, or mentoring activity. Quick Start grant applications requesting up to $1,000 will be considered for funding. An application cannot be used to expand a project which has already received funding from another ARAC grant program. ARAC will not fund the reimbursement of any expenditures occurring prior to a request s approval. An applicant may receive no more than one Quick Start grant per ARAC fiscal year, July 1 to June 30. The ARAC Board decides on the annual allotment for each fiscal year. Applications are reviewed and awarded until the quarterly distribution of funds is depleted. Who may apply to this program? To be eligible to apply to this program, an arts organization or group must be registered as a non-profit in the State of Minnesota and be a federal non-profit, tax-exempt 501(c)(3) arts organization, accredited school, or unit of government located in the following counties which constitute the Arrowhead Region: Aitkin, Cook, Carlton, Itasca, Koochiching, Lake or St. Louis. Arts organizations or groups who do not have their 501(c)(3) designation may use a Fiscal Sponsor to apply. For information on how to use a Fiscal Sponsor to apply for funding, see our Fiscal Sponsor Guidelines page on our website, or contact the office by calling (218) , (800) , or by ing info@aracouncil.org. 4 Who or what this program does not fund? The following organizations are ineligible to apply for grant funding: For-profit organizations (an organization which does not currently have or intend to pursue federal nonprofit, tax-exempt 501(c)(3) status); Organizations, schools, or units of government which are not located in the Arrowhead region; Organizations which currently receive Minnesota State Arts Board general operating support; ARAC grant recipients with an overdue or unacceptable final report or has submitted a falsified final report. This program does not fund any project that: supplants school curriculum, or funds contracted school faculty; is primarily a marketing or commercial venture; is a fundraiser for an organization or community; or intends to use the requested funds towards expenditures that occurred prior to the approval of request. How many ARAC grants may a group receive in one year? An applicant may receive no more than one Quick Start grant per ARAC fiscal year, July 1 to June 30. In a single ARAC fiscal year, an organization may be awarded grant funding of up to $20,000 total from applications reviewed in these ARAC grant programs: Operating Support, Art Project, Rural and Community Art, Arts and Cultural Heritage Community Arts Learning, and Quick Start. What happens after you apply? 1. The grant manager reviews all applications and materials for completeness and eligibility. Applicants are responsible for the quality and scope of their application. 2. Eligible applications are reviewed by a panel of board members. 3. Applicants will be notified by of the review panel s decision within fourteen working days of the submission of a completed application. 4. Successful applicants receive a grant agreement. All recipients are responsible for updating ARAC in writing of any major changes to the proposed project or activity. A final report on your grant is due within thirty days of the completion of your project. PART 2: HOW TO APPLY FOR FUNDS Applications must be completed and submitted using the ARAC Grant Portal. Submissions in any other format, including , will not be accepted. Instructions for navigating the online granting system can be found both in the guidelines and on the ARAC website. The online application process will walk you through submitting your application. To be eligible, your application must include all materials listed as required in the online application. Page 3
5 Hints that might be helpful as you complete your application. First time applicants are strongly encouraged to call the ARAC office at or or to discuss the eligibility of their activity or project. Technical and grant writing assistance is available upon request, but realize that staff assistance in no way implies your grant request will be funded. Attend an ARAC grant writing workshop if possible. Once you have accessed the application page in the online granting system, you have the option of printing off the question set list and requirements. It may be helpful to print these off and work on them separately to ensure you have everything together when you are ready to submit. Have a person not involved in your project read your application. It helps to have a fresh set of eyes look at your application. THE REVIEW CRITERIA: In their deliberations, the Council uses the following criteria to evaluate your application. Artistic Quality of your work (and/or Educational Value if applicable): The Artistic Quality criterion refers to the perceived quality of the programming produced by the organization. (The Educational Value criterion applies to the interactive aspect of your project. You must provide evidence that your project will create an experience related to learning about the arts that can be measured.) The perceived need for your request: This criterion refers to the appropriateness of the project and how well it addresses the organization s mission. The timeliness of the request: The proposed project must take place within 60 days. If time is not an important issue, another ARAC grant program might be more appropriate. The applicant s ability to carry out the request: This criterion refers to the ability of the organization to complete the proposed project. The Arrowhead Regional Arts Council s stated goal is to fund a wide spectrum of arts activities throughout the Arrowhead Region. Funding will be awarded based on the money available and the above mentioned review criteria. ACCESSING THE ARAC GRANT PORTAL You can access the link to the ARAC Grant Portal through each of the grant pages on the ARAC website. If you are a first-time user of the ARAC Grant Portal: 1. Click on Create New Account. 2. Complete the registration form with all of your contact information. All fields marked with an asterisk (*) are required fields. 3. Important: The address you use to register with will be your user login to get back into the system. You will need this login and a password you create for any future applications or followup materials. All communication for your grant will also come to this address, so be sure to add administrator@grantinterface.com to your safe senders list. If you have previously applied using the ARAC Grant Portal: 1. Click on Log On and enter your address and password. 2. If you have forgotten your password, click on the Forgot Your Password link and a link to reset your password will be sent to your address. Page 4
6 3. Once logged in, you will be able to view past grant requests and available grant application. Starting a new grant application: 1. Log into the ARAC Grant Portal. 2. Click on Apply on the left side menu. This will bring you to a list of currently available grant programs and applications. 3. Click on Quick Start Grant for Organizations, to start your application. COMPLETING THE ONLINE APPLICATION FORM Tip: The online application form allows you to save your work and come back to it later. The Save button is located at the bottom of the page. It is recommended that you save your work often, even while continuing to work on it, so as not to lose any work. Always save before exiting the online granting system, as any work you have done or any files you have uploaded may not have automatically saved. The beginning of the application contains multiple demographic fields. This statistical and demographic information is used for data collection and reporting, and is not used in the review of your application. Fields marked with an asterisk (*) are required. NARRATIVE: The narrative portion of the application is the foundation for the panel s review of your application. The following model should be used when describing your proposal, outcomes and evaluation goals. When you answer the narrative questions, be sure your answers are framed in the SMART model: S=specific, M=measureable, A=achievable, R=realistic, and T=time-bound. The following questions will be asked in the narrative portion of the application: Describe your requested project. Include when and where it will take place, and tell us about any artists, mentors, or other participants required to make this activity happen. (Be sure to include onepage resumes for each of these individuals in the ATTACHMENTS section of your application.) Describe the artistic quality (and educational value, if applicable) of the programming produced by your organization. Describe your group s artistic mission and tell us how the project will address this mission. Describe the need for this project. How will this opportunity help you meet your organization s identified needs? Briefly describe the timeliness of your project. Will it take place in 60 days? Why is it important at this particular time? If time permits, is there another ARAC grant program that might be more appropriate for this request? Briefly describe your organization s ability to carry out this project. Describe up to three recent activities that demonstrate your organization s ability to complete this activity. Is there anything more you would like to tell ARAC about your proposed project or your organization? Page 5
7 PROPOSED GRANT BUDGET: Click on the link to download the Grant Budget Template. Save As the file to your computer before filling it out. Once you have filled out the budget, save it and then upload it into the File Upload space provided in your application. The Proposed Grant Budget page supplies the Council with two important pieces of information. The first column contains the description and dollar values for all expenses related to your proposed request and the second column contains the dollar values of the expenses for which you are requesting ARAC funds. Project Expenses: In this column, list every item necessary to carry out your project. Round all expenses to the nearest ten dollars. The total of the entries will be your Total Project Expenses. ARAC Request: In this column, list the part of the expense item in the first column for which you are requesting ARAC funding. The total of the entries should add up to be the Amount Requested from ARAC. Project Revenue: In this column, list how you will cover any costs greater than the grant funds requested (up to $1,000). The totals of your Project Revenue plus the amount of your ARAC Request should add up to be the same amount as your Total Project Expenses. FINANCIALS: Fiscal Sponsor: If your organization is using a Fiscal Sponsor, enter their name, address, city, zip code, and daytime phone number, as well as the name of a contact from the organization that is authorized to sign off on your application and proposed project. Your Fiscal Sponsor must be a federal non-profit, tax-exempt 501(c)(3). Fiscal Sponsor Agreement: If your organization is using a Fiscal Sponsor, upload a copy of your contractual agreement. Please refer to the Fiscal Sponsor Guidelines to see examples of what an agreement should include. ATTACHMENTS: The following documents required for this program must be uploaded. Documents must be uploaded in one of the following formats: MS Word, MS Excel or PDF. If you have any problems uploading the required documents, please contact the grants manager at info@aracouncil.org or (218) Resumes Upload a single document containing one-page resumes or biographical information for all principal artistic and administrative personnel involved in your proposed project. Limit each resume to no more than one page per person. 501(c)(3) Determination Letter Upload a copy of the federal non-profit, tax-exempt 501(c)(3) determination letter for either your organization or the group acting as your fiscal sponsor. Page 6
8 Optional Attachments Applicants may upload optional attachments. These attachments should document, demonstrate, or highlight: the artistic quality and merit of the artists or groups involved in your proposed project; and/or the ability of your organization to carry out your proposed project. Optional attachments may include up to six pages total of articles, reviews, press releases, posters, or other promotional materials which document past activities by your organization, or the artists or organizations you will be presenting. These items help give the review panel a better understanding of your organization and its programming. Documents must be uploaded in one of the following formats: MS Word, MS Excel, or PDF. SIGNATURE: Applicants will need to certify their application with an electronic signature by typing in their names of the following lead positions for the application: Project Director, Authorizing Official (this should not be the same person as the Project Director), and Fiscal Sponsor (if applicable). Note that the typed name constitutes as a legal signature in agreement to the following statement: We certify that the information provided here is true and correct to the best of our knowledge and we will accommodate requests from persons with disabilities to facilitate their access to this project if funded.
