2 REQUEST FOR PROPOSAL (RFP)/REQUEST FOR QUALIFICATIONS (RFQ): City of North Plains requests proposals and qualifications from artists for the design and implementation of a public arts mural. This project is part of the ongoing revitalization of North Plains Commercial Street. This project marks the first public arts mural in North Plains commissioned by the City of North Plains. The City of North Plains will commission between one and four (1-4) artist(s). Artist(s) to present and develop concepts, and oversee production and installation of an artwork, which will simultaneously meet the artistic/technical/public safety goals specified below. OVERVIEW OF CITY OF NORTH PLAINS 2016 MURAL PROJECT The proposed mural shall be painted on the west, south & east-facing façade of the buildings (see attached pictures) facing Commercial Street (starting at the corner of Main Street and Commercial Street). The organizers of this project ask that all details regarding the 2016 Mural Project remain confidential until an announcement is made to the public. A formal press release will be distributed once the artist has been chosen for the project. Response to this RFP/RFQ signifies confidentiality between the organizers and the artists involved in this process. PROJECT GOALS: The project should achieve the following goals: Improve the overall aesthetic look of the Commercial Street business area and provide an attractive view for passersby. Generate and continue interest and awareness of public art on Commercial Street through a general innovative piece. Start a trend of original and effective public art displays on Commercial Street. Depict early era in North Plains, which had a railroad stop. The project shall be implemented in two phases: Once the artist(s) is selected, he or she will work with the City of North Plains Design committee and the building owner to select their final image(s) based on his or her proposal. The artist(s) will then submit the final design for approval. The selected artist(s) will collaborate with the City of North Plains and the building owner to implement the proposed design onto the façade.

3 SITE INFORMATION: The Northeast corner of the Commercial and Main Street intersection. The total area to be covered equals 8,000 square feet. Area included in pictures below. The facade is corrugated metal. (Note: Trees will be removed prior to start date.) PROPOSALS: The request is for pro bono conceptual development and submission of proposals. Proposals should include design concept and an estimated budget for materials and construction. Please include relevant qualifications concerning past experience with public art projects and/or artworks created in conjuction with municipalities. Payment to selcted artist(s) will total the amount of $10,000 and will be split accordingly based on number of artists. Materials will be paid for by the City of North Plains as directed by the artist(s). The installataion shall be completed by 1 July This project is being funded by the City of North Plains Urban Renewal District.

4 Proposals must include a cover sheet with the contact information, a two-page written description and sketch of the artist s concept and images of at least 3 works that he or she has previously produced. Additional imagry/drawing/sketches are acceptable, but please limit your application to ten pages for preliminary Artistic and Technical proposals. These are to briefly outline: Artist s abilities Artist vision for project Scalability/phasing Experience with similar scale projects PROJECT TIMELINE: Initial interest to be considered for the project must be conveyed by or letter to Blake Boyles, City Manager, City of North Plains, by no later than 16 March 2016 at 5:00 p.m. Proposals will be accepted until 1 April 2016 at 5:00 p.m. The winning finalist will be notified on or before 15 April The selected artist(s) will begin work on the project no later than 20 April The installation of the City of North Plains 2016 Murals shall be completed by 1 July SUBMISSIONS: Submissions can be delivered by mail or in person (faxed applications will not be accepted) to: Blake Boyles, City Manager City of North Plains NW Commercial Street North Plains, Oregon blake@northplains.org
