3 Advance Queensland: Foundations for the future 3 Message from the Premier The $420 million Advance Queensland jobs and innovation initiative plays a key role in my government s plan to create employment, diversify the economy in the wake of the resources boom, and develop the knowledgebased jobs of the future. We are investing a further $93 million including an injection of $20 million into the Industry Attraction Fund to ensure a half a billion dollar investment in the continued prosperity of our state. Jobs are being created through innovation, and my government is focused on ensuring Queensland workers and businesses are able to take advantage of these opportunities, adapt to the changing environment and develop new jobs and industries. We are harnessing the economic benefits of innovation by delivering innovative funding programs, supporting research and development and growing jobs. $513m INVESTMENT IN JOBS OF THE FUTURE SUPPORTING 9,426 JOBS STATEWIDE We are attracting international businesses, entrepreneurs and global innovators who are coming to Queensland to develop their big ideas. This innovation culture is the future of Queensland. The next phase of our Advance Queensland initiative will help us increase momentum during our second term and ensure workers and businesses have the foundations for a successful future. 4 4 Advance Queensland: Foundations for the future Our Commitment A re-elected Palaszczuk Government will continue to support our state s workers and businesses in new and traditional industries through our Advance Queensland initiative. We will maintain our momentum by: Re-investing in the hugely successful Ignite Ideas program to help Queensland entrepreneurs take their great ideas to the global market Continuing to support early and mid-career researchers in our universities through Industry Research Fellowships as they work with industry partners to solve some of our state s and the world s biggest challenges We will also back Queensland entrepreneurs by: Funding the Office of the Chief Entrepreneur to develop young and regional entrepreneurs and encourage investment in our state Supporting female founders to start and grow their business and researchers to continue developing their work Establishing a Regional Start-up Onramp Program to deliver 12-week training programs giving aspiring entrepreneurs the skills they need to launch and grow their company Creating pathways for Aboriginal and Torres Strait Islander innovators to turn their ideas into reality. Injecting an extra $20 million into the Advance Queensland Industry Attraction Fund, with a particular focus on reshoring and advanced manufacturing.
5 Advance Queensland: Foundations for the future 5 The Challenge: the Newman-Nicholls Legacy When Labor was elected in Queensland in 2015, the state was facing significant challenges. The economy had stalled as a result of the economic incompetence of the Newman- Nicholls Government with unemployment peaking at 6.7 per cent. Further, the Newman-Nicholls Government had failed to plan for the end of the resources boom and had no plan or vision for science, innovation or diversifying the Queensland economy. The only plans the LNP had for Queensland were to cut, sack and sell. In his first budget as Treasurer, Tim Nicholls ripped $50 million from the Queensland Government s science and innovation program. During their term, the Newman-Nicholls Government slashed 950 staff from the Department of Science. In those three years, the Newman-Nicholls Government spent just $58 million on science and innovation, leading to a brain drain of Queensland s best and brightest minds as they sought opportunities to continue their research elsewhere. Since the last state election, there has been a complete policy vacuum from the LNP when it comes to diversifying the economy and supporting Queensland innovators, entrepreneurs and researchers. Our Advance Queensland program is helping to broaden our economy in the wake of the resources boom and developing the knowledgebased jobs of the future. 6 6 Advance Queensland: Foundations for the future A Better Way: the Palaszczuk Government s Record The Palaszczuk Government s flagship $420 million Advance Queensland initiative is continuing to drive economic growth, create jobs and improve the lives of Queenslanders. Labor is backing great ideas in traditional industries such as manufacturing, mining and agriculture to ensure they can continue to grow and employ. We re also encouraging new industries such as biofuels, renewable energy and drones to create new jobs, particularly in regional areas. Advance Queensland has established a solid foundation for the Palaszczuk Government s long-term vision of diversifying our economy and investing in our businesses and researchers as they create more jobs of the future. The figures show that Advance Queensland is on target and continuing to gain momentum. So far across government, almost $250 million has been committed from the overall investment. This is backing 2,069 innovators whose projects are supporting 9,426 jobs and that is just the start. This includes supporting more than 100 researchers and PhD scholars working with industry to deliver innovative and commercial outcomes. But more than that, we are helping to make the lives of Queenslanders better by supporting critical research and innovations in areas such as health to deliver improved outcomes for cancer treatments, coeliac disease sufferers and people living with heart disease.
7 Advance Queensland: Foundations for the future 7 Our Plans: Putting The Palaszczuk Government has achieved much in the past three years through our Advance Queensland initiative, but there is more to do. We need to build on the success of existing funding programs, which are helping to reshape our economy in the wake of the resources boom, and help create the jobs of the future. As part of our plan for the state s future, we will inject more than $93 million over four years lifting the total Advance Queensland funding package to more than half a billion dollars. This will help us to maintain our momentum with Advance Queensland and to back Queensland entrepreneurs to make their mark in global markets. Putting
8 8 Advance Queensland: Foundations for the future Maintaining momentum We will re-invest in the successful Ignite Ideas program The incredibly popular Ignite Ideas program has backed more than 200 innovators in the past two years to both test the market and the technical feasibility of their products. The results from this support are strong. We will continue to back Ignite Ideas, with $30 million allocated for the next four years to maintain this program. We will continue to support early and midcareer researchers in our universities Through our Advance Queensland Research Fellowships Program, more than 100 of Queensland s best and brightest researchers are collaborating with industry to solve some of our state s and the world s biggest challenges. We will continue to fund up to 25 researchers each year through Industry Research Fellowships, leveraging funding from industry and universities. We will inject a further $20 million into our Industry Attraction Fund The Palaszczuk Government understands the need to attract projects that support job creation, regional growth, increased innovation and local supply chains, therefore we will commit an extra $20 million to the Advance Queensland Industry Attraction Fund to focus on reshoring manufacturing activities in Queensland and build upon the more than 200 jobs created to date. $30m TO BACK IGNITE IDEAS
9 Advance Queensland: Foundations for the future 9 Backing entrepreneurs We will continue to support the Office of the Chief Entrepreneur Queensland is the first state in Australia to appoint a Chief Entrepreneur. We commit to support this role and the funding of the Office of the Chief Entrepreneur, based at the Precinct in Fortitude Valley, with a focus on encouraging young and regional entrepreneurs and encouraging investment in Queensland start-ups. We will support female founders to start and grow their business and researchers to continue developing their work Queensland has amazing female innovators and researchers and their success is Queensland s success. The Palaszczuk Government recognises this and will provide grant support to enable female founders and researchers to remain connected to their industries and maintain their career momentum while they take family leave. CREATING PATHWAYS FOR ABORIGINAL & TORRES STRAIT ISLANDER INNOVATORS Putting
10 10 Advance Queensland: Foundations for the future We will establish a Regional Start-up On-ramp Program Creating your own start-up is a big step and we want to encourage regional Queenslanders to consider this option. Advance Queensland supported the pilot of Start-up On-ramp, a 12-week, after-hours program to help people understand what it means to create a start-up and what they need to do for this to be a success. We will support the expansion of this program to regional Queensland, working with our regional innovation networks. We will create pathways for Aboriginal and Torres Strait Islander innovators to turn their ideas into reality Aboriginal and Torres Strait Islander people have always been innovative. We will partner with universities, TAFE, the education system and business to create more pathways for young Aboriginal and Torres Strait innovators to turn their ideas into reality.
11 Advance Queensland: Foundations for the future 11 Connecting Queensland to the world We have committed to exploring the opportunity to unlock spare capacity in the Queensland Government-owned fibre network which stretches over 4,000 kilometres to deliver faster and cheaper internet access for regional Queensland. A re-elected Palaszczuk Government will also commit $15 million from the Jobs and Regional Growth Fund to the Sunshine Coast Council s game-changing Sunshine Coast International Broadband Submarine Cable Project to generate local business, new investment and improve digital capacity for Queensland.
