2 CRA Grants For the Building Exteriors Grant, a single-story building with less than 100 linear feet of road exposure may be awarded 75%, up to $7,500, for exterior improvements; a multi-story building or building with 100 linear feet or more of road exposure (including corner lots) may be awarded 75%, up to $20,000, for improvements. In October 2010, a CRA Sign Grant was added, covering up to 50% or a maximum of $1,250 for building signage. In April 2011, a CRA Parking Lot Paving Grant was added as well, covering paving or repaving parking lots, up to 50% or a maximum of $5,000. All grant applications were revised and updated in June As a dependent special district of the city, audits of the CRA are performed annually and included as part of the City s audit. Records for the CRA are on file in the office of the City Clerk, located in City Hall, Meridian Avenue, Dade City, Florida Income In December 2015, the following funds were applied to the CRA account: $84, from the 2015 Pasco County Tax Increment, an increase of approximately 1.03% from fiscal year funding. $84, from the 2015 Dade City Tax Increment, an increase of approximately 1.07% from fiscal year funding. Expenses Grants: Nine grants were awarded this fiscal year for seven properties: CRA 1 Fabricate/Install Sign, Signage grant $ 1, Fabricate/Install Sign, Signage grant $ Paint/Install gutters, Building exterior grant $ 3, Paint/Install gutters, repair roof, Building exterior grant $ 5, Repave Parking Lot, Paving grant $ 3, Repair/Replace Front Door, Building exterior grant $ 1, Parking Lot construction/paving, Paving grant $ 5, Grants totaled $20, for the fiscal year. 2
3 History and overview of the district In November 1994, the City Commission formed a Redevelopment Advisory Committee (RAC) to investigate the feasibility of creating a Community Redevelopment Agency (CRA) as authorized under Chapter 163, Part III, of the Florida Statutes. After an evaluation of the City using the eligibility criteria found in the statutes, RAC issued a report of findings and recommendations to the City Commission. On February 13, 1996, the City of Dade City approved Resolution No. 526, which made a finding of necessity under Chapter 163 of the Florida Statutes and established the boundaries of the redevelopment district. The City of Dade City Community Redevelopment Agency was created by Resolution No. 538, approved by the City Commission on May 14, This resolution provided for the City Commission to sit as the CRA board and for the permanent establishment of the RAC. On May 25, 1999, the City Commission adopted two ordinances that further implemented the CRA: Ordinance No approved the required redevelopment plan and Ordinance No created the Redevelopment Trust Fund. These ordinances provided funding through tax increment financing from the City and the County. They also established 1998 as the base tax year for calculating tax increments, with the first year of collection being fiscal year Activity The Statement of Net Assets or Balance Sheet for the CRA as of September 30, 2016, is as follows: Assets Cash and cash equivalents Liabilities Net assets Restricted assets CRA revenues for the fiscal year were obtained from the following sources: CITY TIF: $84, COUNTY TIF: $84, CRA expenses for the fiscal year were expended on the following activities: Streetlights $ 52, Grants: $ 20, Services: $ 50, Mbrship/Reg. $ 1, Fees/Ads Buildings/Grds $332, Christmas $ 10, Decorations Misc: $ 17, $383,563 $0 $383,563 Resolution No dated April 14, 2009 created CRA #2, an 11-block area south of the original CRA; and Agreements No. CRA dated September 8, 2009 and dated May 11, 2010 covered an Interlocal Agreement and First Amendment for the lending of money between the two CRAs. 3

5 Services: The CRA enters into individual Agreements with Greater Dade City Chamber of Commerce and Dade City Merchants Association, whereby the Chamber and Merchants provide various services to further CRA redevelopment projects and related activities within the CRA area of operation. This fiscal year, each group was provided $25,000 for such activities, the same amount as last fiscal year. Each group reported to the CRA on a quarterly basis, detailing how the $50,000 in total funds was spent. Other Charges/Supplies: During fiscal year , the CRA contracted with Tampa Electric Company (TECO) to replace streetlights along the 7 th Street CRA corridor with historic-looking light poles and lights, and move wiring underground. A total of 100 streetlights were installed and are covered by lease with TECO. The operating cost for the lights for fiscal was $45,450 for CRA #1 and $7,300 for CRA #2, for a total of $52,750. Water/Sewer charges for landscape irrigation totaled $7,841 for the fiscal year. Under Agreement , effective April 1, 2014, CRA contracted with Natural Designs Landscaping (NDL) to maintain landscaping in medians in the 8 th Street Parking Lot, as well as medians along Meridian Avenue between 5 th and 10 th Streets. The contract, which also includes regular inspection of the irrigation system in the parking lot, is $669 per month or $8,028 annually. This contract automatically renewed in April of Expenses under Building and Grounds Maintenance also included regular replacement of annuals in the medians and planters throughout the CRA district and irrigation repairs for a total of $2,766. For the FY a total of $18,000 was budgeted for Building and Grounds Maintenance. Expenses associated with purchase of trash receptacles for the CRA district were $4, CRA budgeted $10,000 for Christmas decorations throughout the CRA district; funds were assigned to the Merchants Association for allocation. Membership and Miscellaneous Expenses include CRA Special District Fee ($175), Florida Redevelopment Association (FRA) Membership Dues ($495), FRA Conference Registrations ($495), CRA Annual Report ad ($100) and Travel & Per Diem ($500). Capital Improvements/Expenditures In FY 2015, the City built a new city hall in the historic downtown/cra district. As part of the redevelopment of the city hall property, the CRA improved infrastructure in the CRA district. This improvements served the entire CRA district and included storm water ponds, storm water conveyance systems, downtown street lighting, downtown public parking improvements, Right of Way landscaping, wifi improvements and decorative trash cans. To fund the public infrastructure improvements the City used $300,000 from the CRA TIF fund. 5
6 Other Activities The following documents were drawn up and executed by the Community Redevelopment Agency pertaining to the fiscal year: CRA Agreement No /City Agreement No covered the fiscal year Interlocal Agreement Between the City of Dade City, Florida and the Dade City Community Redevelopment Agency, allocating $7,500 of CRA funds to the City to be applied to the salary and benefits of the City employee who also serves as the CRA Director. Agreement No. CRA and , executed in fiscal year 2013, provided funding for the Greater Dade City Chamber of Commerce and Dade City Merchants Association at $25,000 each for a period of three fiscal years. In FY , the 3 rd year of the Agreements, funds were disbursed in two increments of $12,500 to each organization in February and August 2015 for an annual total of $50,000. The Agreements provide funding to the Chamber and Merchants for marketing and promotional materials and events for the CRA District.
