2 Julia Hao Brywood Fariniz Banhtiari Southlake/Culverdale I. Call to order at 6:37pm a. Dr. Amanda Geddes welcomed and thanked everyone for attending. b. Dr. Amanda Geddes introduced the speaker for the evening. II. III. General Business a. A motion to approve the agenda was given by Janelle Willoughby. b. Wind Ralston seconded the motion. c. The minutes for February 10, 2016 were presented. Alan Schlichting explained IUSDs Local Control Funding Formula (LCFF) and presented the proposed Local Control Accountability Plan (LCAP) - Updates regarding the finances and funding sources (LCFF, Title I, Title II and Title III) for the district were provided. Due to the changes in the tax revenue, additional monies anticipated in May 2016 for IUSD were much less than expected. -The LCAP gives districts the ability to make decisions on what the money from the state is used for. -The LCAP includes metrics which are mandated by law. Continuous improvement on the metrics provides proof to the state that the money for each action is being used to achieve expected outcomes. -The LCAP identifies whether the money is on-going or one-time funded. -The annual update accounts for each action s results over the current school year. If more or less money has been spent on a particular action, this information is detailed in the annual update (likened to a School SPSA). -California is working on building connections between the SPSA and the LCAP. -Alan welcomed the group to ask questions. -Gina Bowlen asked about how the LCAP gets approved. -Alan responded by providing an explanation of the process taken to get final approval for the LCAP. The LCAP approval process allows for the state to ensure LCAP compliance with applicable laws.
3 -Eileen asked, What is the difference between how we are funded now to how we were funded in the past? Did the state totally revamp the way the districts are funded? -Alan responded: Yes, the Local Control Funding Formula completely changes how school districts are funded in California. -Alan presented a handout that gave a summary of the LCAP and details of the district s four goals. -Sara Thede asked, Since we don t have the CAHSEE anymore what will happen to that money used for the CAHSEE? -Alan responded that the CAHSEE money is still being discussed. -In the law, it is essential that our priority stakeholder groups have input on the LCAP. The rules state that the LCAP must be presented to the DELAC and questions will be sent to and addressed by the superintendent. -Alan presented the document that highlights the proposed actions and additional LCAP investments for the school year. -The attendees read the document and provided Alan with questions. Clarifying questions prior to the formal question process: -Wind Ralston asked, Are the proposed actions the districts answer to the communities feedback? -Alan responded: Once the feedback was received in February and March, Cabinet developed the actions with the money allocated in mind. The additional investments do not replace the existing actions that use on-going money. -Wind recommended that the process be explained to teachers so that they understand how the district comes up with the actions. IV. Questions about the LCAP: (Reponses can be viewed in the Superintendent s Q & A) Section I: Direct Student Instructional Support and Class-size Reduction: What has been done in regards to reducing class size? As Irvine is growing, has Irvine put in larger schools? Is there a move towards making larger campuses?
4 As they hire the professional artist will someone make sure the art teacher can actually instruct well? How will the pilot art program work? What is blended learning? Why is driver s education included with languages? How are online classes determined? Section II: Increased School Site Funding/Direct Support: How many district level curriculum TOSA s are funded from the $1.7 million? What are their roles? Section III: CA Standards Aligned Materials: What is the role of the Professional Learning Community Facilitators? Section IV: Equity, Safety and Growth: Why is allocation of funds to attract or retain high quality staff TBD? Creekside has an adult lab that is no longer being used. Can we get funding from that? I noticed nothing was mentioned about mental wellness. Why? Do we have plans to expand the role of Project Success? Additional Questions: What is the process for building the LCAP? If one time funding is used, what happens the second year? Questions answered at the DELAC Meeting: Question: Will there be any changes regarding our sub rate? Answer: We did an increase in the sub rate last school year and retired IUSD teacher sub rate. Question: Does the Assessment Coordinator cost $269,000?? Answer: This is to fund two positions, the new Assessment Coordinator and to move the Online Learning Coordinator to on-going funding.
5 Question: Is there any money being allocated to earthquake preparedness? Answer: Yes, funding has been allocated to help sites purchase emergency preparation materials and supplies. Question: Were the site level TOSAs just for one year? Answer: No, they are funded with on-going monies. -Alan presented the group with a takeaway question: What other needs do English Learners have? How can we use the additional supplemental money to support ELLs? -An answer could be to add Newcomers classes. Feedback from attendees: The meeting was very successful. Alan provided the LCAP information in a way that was understandable. The questions from the group were well received. The group felt the impact of their ability to provide feedback and questions to the LCAP process. Meeting Adjourned at 7:57pm
