Limited infrastructure for ICT adoption, especially lack of electricity in most rural schools b) HOUSING SECTOR 1. Lack of suitable local building materials technology 2. Low private sector delivery of houses for low income groups 3. High cost of building materials leading to low levels of investment in housing 4. Resistance by illegal informal settlers occupying land meant for physical and social infrastructure development. 5. Limited skills on appropriate building materials and technology at the constituency level 6. Old and dilapidated housing technology equipment in the Youth Polytechnics. c) HEALTH SECTOR 1. Inadequate funding to support planned rehabilitations of health facilities 2. Limited capacity in procurement building and supervision 3. Inefficient supply chain management system 4. Matching supply of skilled human resources with the high rising demand for public health services, compounded by high population growth rate 5. Lack of data and information on community health d) ENVIRONMENT SECTOR 1. Uncoordinated efforts towards conservation and management of resources. 2. Inadequate funding e) GENDER, YOUTH AND VULNERABLE GROUPS 1. Lack of building sites for youth empowerment centres 2. Inadequate funds to support youth and sports projects 3. Inadequate number of qualified instructor in the youth polytechnics 4. Acquisition of land for country sports stadium 6

7 5. Limited capacity in procurement procedures for infrastructure projects 6. Lack of public awareness on youth enterprise development fund and women enterprise fund 7. Culture and traditional beliefs that impend gender equality 8. Insufficient disaggregated data on different categories of vulnerable groups. f) Labour and employment sector 1. Low linkages between industry needs and vocation training institutions 2. Mismatch between the skills posses by the job seekers and those required by industries CROSS CUTTING PROJECTS ACROSS COUNTIES National Value System PPP frameworks Training needs Procurement Financial Management Systems and Management Information Systems (MISs) Cascading Vision 2030 Through social networks, and service delivery systems there will be need to develop a component that articulates implementation of the National Values Policy. Specific responsibilities as per Fourth Schedule: Control of drugs and pornography Develop comprehensive PPP frameworks for projects at county level PPP frameworks: Training for relevant staff to enhance capacity at County level is key for all counties. Adopt a common approach to procurement at county level, including local communities participating and building local entrepreneurship skills. Installation of these systems is vital for effective planning and delivery. County Governments need to influence the structuring of the information so that it is relevant to them as well as serving the national Government. County Development Plans must mirror the Vision 2030 and the MTP2, while making clear the resource base of the County and its comparative advantage. 7
