Federal State, Planning, and Research (SPR) Part 2 monies are used to cover IDOT part in FHWA s Transportation Pooled Fund (TPF) and fund contract research program. The physical research Section is comprised of four units: Bridge Investigations, Technical and Product Studies, Pavement Technology, and Research Coordination. IDOT gives approximately $1.5million per year to NCHRP. Counties can submit problem statement for research project but they must be submitted by September. In November responses to questions by the selection committee are due. By March problem statements are selected. In May members of research teams are selected. In June funding is allocated for selected projects. IDOT BMPR is willing and encourage
2 that IACE submit problem statements for consideration. They can also recommend IACE members for panel participation. Submit directly to IDOT BMPR Item 2: Map 21 Jeff Bell from IDOT gave an overview of the New Map 21. MAP 21 Increased IL % of Highway share to 3.67%. This increased Illinois rank in Highway funds from 7 th to 6 th MAP 21 was signed 7/6/2012, and it provides authorization for 27 months thru end of FFY 2014(9/30/14). It authorizes a total of $105 billion over FFY MAP 21 has no earmarks and no rescissions Map 21 reauthorized: Highway Programs, Highway Safety Programs, Motor Carrier Safety Programs, Transit Programs, and Misc Programs no rail programs MAP 21 has four core programs: 1) National Highway Performance Program combines Interstate Maintenance Program, National Highway System Program, and portions of the Bridge program 2) Surface Transportation Program: Also provides 15% set aside for off System bridges. 3) Highway Safety Improvement Program: Eliminates set aside for High Risk Rural Roads 4) Congestion Mitigation and Air Quality Programs. Significant Highway Policy Changes: 1) Streamlining: Eases Federal review requirements in certain emergency situations Reduce delivery time and project costs from planning through construction. 2) Tolling: Expands ability of states to use federal funds to construct toll highways on the interstate system. 3) Truck Size & Weight: Within two years after enactment USDOT must complete a size and weight study to assess the impacts of trucks operating in excess of federal weight limits. 4) Public Private Partnerships: USDOT will develop standard public private partnership transaction model contracts to serve as templates for such partnerships. 5) Performance Management: USDOT to undertake rulemaking for performance measures and standards to reduce traffic fatalities/injuries on public roads. Item # Waiver Valuations Cheryl Cathy IDOT BLA discussed the waiver process. In 2011 IDOT and County employees once again gained the ability to do waiver valuations. The appraiser lobbyist stated in a meeting that they wanted to take that ability away from us again. IDOT BLA is working on a draft of qualifications required to be a waiver valuator in an attempt appease the appraisal board. Legislation has not been introduced to remove the ability for IDOT and the Counties to do waiver valuations. The question was raise of why IDOT is drafting policy that is currently not required. Cheryl did state that the federal uniform act requires qualifications of which IDOT has
3 no policy to address. It was the feeling from several IACE members that this should be handled legislatively not by IDOT policy. After a lengthy discussion is was agreed that a committee was needed to help establish a list of qualifications to do waiver evaluations. Members Eric Sebring, Kevin Burke, and Dave Winters. Very Unreasonable Just reasonable b. Substantial Compliance i. Metric 6, Low Risk = 90% (was 98%) ii. Metric 7, High Risk = 95% (was 100%) c) Inspection Interval extra month for extenuating circumstances a. Must document d) Metric 11 Special Feature Inspection a. Verify Process in place; no longer checks for delinquencies e) Metric 12 Inspection Procedure a. Revised to assess condition rating and documentation b. Substantial Compliance = 80% ratings and documentation w/in tolerance f) Metric 22 Inventory a. Revised to measure accuracy of inventory b. Substantial compliance = 90% of assessed items coded correctly g) State and Local will be evaluated separately a. Compliance reported at national level will be based on State+Local 3. New Bridge Inspection Forms a. All inspection forms have been updated

Carl stated that this CCDD issue is probably as good as it is going to get. Item # 6 Consultant Selection with Federal Funds/Consultant Agreements Greg Lupton gave an update, CBLRS is working on rewriting the agreements and making one agreement that will cover all funding sources. Consultant selection ($150,000) will be delayed until they are finished updating the manual and then they will implement to conform to the Brooks act. Streamlining process review will be developing as they go through the MAP 21 implementation. Carl Schoedel is our IACE representative in this process Item # 8 TBP County requested if it was possible to accrue more than 4 years of TBP funds due to need to replace large structure. PA changed 605 ILCS 5/6 901 to require the funds to lapse in 48 months (increased from 24 months) o o 605 ILCS 5/6 906 appears to have been overlooked which still has the 24 month requirement IACE may want to pursue correcting this oversight in next legislative sessions. BLRS Section (e) allows using TBP to repay bonds
7 We asked that the last sentence under (g) These released funds must be covered by approved contracts before the next date when funds are subject to lapse. be removed from the BLRS Manual Item #9 Manual of Test Procedures The Manual of Test Procedures for Material has been completely updated and is being issued as a new book Government entities will need to fill out order form to receive the new manual. The 1997 version has been abolished and no more updates will be sent out. Once established as a new manual holder, all future updates will be provided as they become available until a new version comes out. No internet version of this manual is available due to copyright issues. Item # 10 BLRS Manual Reference/Revisions CBLRS is having trouble keeping the manual up to date due to revisions of other manuals (BDE, Bridge Office, Etc) When the Manual was revised in 2005, intent was for all information to be contained in single manual to eliminate jumping between manuals CBLRS feels that with current staffing levels this may not be feasible Item# 12 EVERY Day County Round II FHWA has announced next set of Initiatives Reducing Project time delivery o Programmatic Agreements o Locally Administered Projects o Geospatial Data Collaboration Reducing Construction Time o 3D Modeling for Construction Means and Methods o Accelerated Bridge Construction o Intelligent Compaction Innovative Contracting
8 o o o Design Build Construction Manage General Contractor Alternative Technical Concepts Safety o High Friction Surfaces Environment o Level of NEPA Documentation Mobility o First Responders Training Item # 11 Agreement of Understanding Jim discussed some inconsistencies with the Agreements of Understanding To obtain DEPARTMENT S approval of all preliminary bridge design and hydraulic reports, bridge condition reports, and plans and specifications for all bridges and culverts having a clear span of more than thirty (30) feet as required by 605 ILCS 5/ of the Illinois Highway Code; This follows law, which we apply for Non MFT, but for MFT we use the BLRS manual definition. To obtain DEPARTMENT S approval, in accordance with Section of the Bureau of Local Roads and Streets Manual, of all bridge condition reports, preliminary bridge design and hydraulic reports, plans and specifications for all bridges and culverts, except for structures having a clear span of 10 feet or less, or a waterway opening of 100 square feet or less (including over-the-road flow) for the design flood, or structures for which the preliminary design has been prepared by the DEPARTMENT, as well as non- MFT structures having a clear span of more than thirty (30) feet as required by 605 ILCS 5/ of the Illinois Highway Code CBLRS will send revised agreements to the districts. It will be up to district whether to add an addendum to existing agreements or leave as is, and will use a new agreement forms going forward. MEETING ADJOURNED at 12:19pm
