Economic promotion of the canton of Vaud 2 Alain Herzog / EPFL The economic promotion of the canton of Vaud is here to help the business community in any and every project to set up, develop or establish an enterprise. Globally, the economic promotion aims to : provide initial information for people looking to set up their own business, facilitate the establishment of foreign enterprises in the canton, provide information on processes involving the public administration, guide enterprises searching for sites and premises, direct towards public and private financing and advisory organisations, make available financial assistance for starting up, establishing and developing enterprises, and promote the image of the canton in the business community in Switzerland and abroad. It brings together the following three major players : 1. The Office for Economic Affairs (SELT) 2. The Vaud Economic Development Agency (DEV) 3. The regional economic development associations These players rely on a network of partners offering services in various fields including : raising financing, technology transfer, innovation, sites and premises, advice and coaching, export, internationalisation and industrial promotion.

Economic promotion of the canton of Vaud Office for Economic Affairs (SELT) The Office for Economic Affairs (SELT) has been tasked with providing support to start-ups and SMEs in the canton of Vaud, focusing on those operating in industry, production-related services and leading-edge technologies. SELT actively supports the initiators of private and public projects with its involvement and the financial incentives and advice it provides. SELT also acts as a first point of contact for business people looking for help in their dealings with the cantonal administration. Finally, SELT directs entrepreneurs with specific interests towards organisations capable of meeting their needs (advice, financing, technical support, and so on). 1.2 Vaud Economic Development Agency (DEV) DEV is the Foreign Direct Investment Agency tasked by the Department of Economy of the State of Vaud with supporting foreign enterprises become established in the canton. The services provided by the DEV development agency are highly diverse, covering everything from finding facilities and sites to obtaining work permits, answering tax questions, connecting businesses and finding business partners. Economic promotion of the canton of Vaud Regional economic development associations The regional economic development associations are local platforms helping companies settle and thrive in the region. Their members are private players and the municipalities that provide most of their financing. There are a total of 11 regional economic development associations, each of which performs out its activities within a specific geographical area : These local structures provide information services, guidance, advice and support in the fields of economic promotion and the creation and development of enterprises. Their role is to assist business people in their dealings with the cantonal and municipal as well as to direct entrepreneurs with specific interests towards organisations capable of meeting their needs. Economic promotion of the canton of Vaud Vaud.ch, the portal promoting the canton of Vaud Working in conjunction with the main partners promoting the economy and tourism in the canton of Vaud, the Office for Economic Affairs (SELT) has set up an internet portal that presents the canton, its principal assets (education, technology, business, lifestyle, health, sport) and services intended for enterprises in the process of creation, development or establishment as well as institutions and individuals wishing to establish themselves in the canton. Portal promoting the canton of Vaud : SME & start-up breakfasts SME and start-up breakfasts are organised by the Office for Economic Affairs (SELT) in conjunction with its partners of the economic promotion network. They are generally held once a month with a view to: Presenting topics of direct interest to SMEs and business start-ups (training, provision of content and advice) Publicising testimonials from companies with experience in the topic concerned Giving SMEs and start-ups the opportunity to ask questions of specialists in the field Promoting networking and discussions SME & start-up breakfasts :

Advice and assistance for projects aimed at starting up or reviving a small business Analysis of the projects presented by volunteer professional experts Financing in the form of microloans up to SFr 30,000, at preferential rates and with adapted terms of repayment Personal assistance, especially in the start-up phase, geared to the specific needs of all young businesses

16 2. Financing INSTITUTIONS Loan guarantees The Office for Economic Affairs (SELT) and the Loan guarantees Cooperative (CRC-PME) can provide financial guarantees for any enterprise. Office for Economic Affairs (SELT) SELT Economic Promotion CRC - PME Target group Industrial production-related businesses Industrial, craft or commercial enterprises Type of project Industrial projects requiring investment associated with the development of a new product, infrastructure or production facilities, and helping to create or preserve jobs. Any project involving business start-up, development, revival or succession (financing for machinery, plant, equipment, stock, working capital, etc). Conditions The guarantee relates to an investment loan granted by an establishment subject the Loi fédérale sur les banques et caisses d épargne. The funds themselves cover a fair portion of the project (at least 1/3). Submission of a business plan and account statements. The guarantee relates to a loan granted by a bank. Financing INSTITUTIONS 15 Office for Economic Affairs (SELT) Economic Promotion SELT CRC - PME amount The amount of the loan guarantee can be up to 50% of the loans granted, but no more than one third of the total cost of the investments. The loan guarantee can be granted for a maximum period of 10 years. It can normally amount to between SFr 500,000 and SFr 5,000,000. The loan guarantee can be for an amount of up to SFr 500,000. It can cover up to 100% of the bank loan. Co-financing for R&D projects run jointly by enterprises and research institutions (up to 50% of the total cost of the project) Participation in international R&D programmes (mostly at the European level) with a view to facilitating access and participation for Swiss partners To encourage R&D projects initiated by enterprises and realised in collaboration with research institutions based in Switzerland. There are 19 such locations (also known as priority development sites) situated throughout the canton. These sites provide premises that are furnished, approved, and quick and easy for companies to occupy. The CTI Start-up programme offers help from central government for creating and developing start-ups with potentially strong growth by providing entrepreneurs with a dedicated programme of support and coaching.
