This RFP document invites all the qualified ETIs to submit their proposals for Empanelment of training institutes for providing training to the Pre-recruit Agents in accordance with the conditions and manner prescribed in this Request for Proposal (RFP) document. III II. ETIs are advised to study this RFP document carefully before submitting their proposals in response to the RFP notice. Submission of a proposal in response to this notice shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications. This RFP document is not transferable. INSTRUCTIONS TO ETIs Introduction & Issuer LIC OF INDIA, a Corporation established by the Life Insurance Corporation Act 1956 (Act NO.31 of 1956), invites the qualified ETIs to submit their proposal for Empanelment of training institutes for imparting training for pre-recruit agents in accordance with the conditions and manner prescribed in this Request for Proposal (RFP) document. Purpose The purpose of this Request for Proposal (RFP) is to seek the services of the qualified ETIs for providing online training to pre-recruit agents as prescribed by IRDAI from time to time, however currently it is IC-33. This document provides information to enable the ETIs to understand the broad requirements to submit their proposal. Eligibility Criteria 1. ETI should have earlier accredited by IRDAI for online training. 2. The Institute must be a registered company under the Companies Act, 1956 and Society and Trusts registered under Societies Registration Act of the state. You are requested to submit the relevant documents as proof satisfying these criteria. 3. The Institutes to have experience in training for financial/insurance products for more than 3 years as on date of issue of this RFP. Please submit Articles of Association or Memorandum of Understanding document or any other documents indicating that the ETI has experience in the subject.

The ETI must have valid company registration certificate / registration certificate from local Government bodies, valid service tax registration certificate and PAN number as on date of issue of this RFP. Provide the necessary documents for the same. 5. The Institutes should have a reasonable network throughout the Zone as described by LIC of India. 6. If the ETI is franchise, then they have to provide the copy of the agreement with the Franchisor. 7. Every Institute should have at least one qualified permanent/full time faculty who is an associate or fellow from the Insurance Institute of India / Post graduation qualification in insurance/ MBA in insurance/ Associate from CII, London/ Diploma from IIRM, Hyderabad to solve the on-line queries of the students. 8. One portal exclusively for on-line agents training by ETI. 9. The Course material to be prepared by ETIs based on syllabus prescribed by IRDAI from time to time covering all the topics, currently it is IC The topics have to be covered within prescribed hours by IRDAI. There must be some minimum time to be spent on every chapter. 11. A Soft copy and hard copies of study material as prescribed by IRDAI (currently it is IC-33 ) should be submitted to LIC of India and a presentation of this have to be made. 12. The Institute must develop revision test at the end of each chapter and after completion of training. The time spent on revision test will not be included in prescribed hours of training

5 5 13. The sponsor ship letter issued to agent must be available with the ETI. 14. The attendance record of the trainees should be maintained by the software itself. After the training the attendance record should be available in hard copy and a certificate to be issued to the proposed candidate. 15. The training completion certificate must be issued by the in-charge of the On-line training Institute under his seal and signature. 16. The ETI should have requisite number of employees & trainers for providing online training on their payroll as on date of issue of this RFP. Please submit the certificate indicating details like name of the employee, designation, current gross salary, PF no/ ESIC no, date of birth, date of joining the organization, total experience in training in years and months, educational qualification, technical qualification and certifications (if any). 17. The ETI should not be blacklisted for corrupt and fraudulent by another Government / Semi Government / Autonomous bodies in any of the State Union Territory in India. Submit the self declaration for the same. 1. Empanelment Response The ETIs are advised to study all instructions, forms, terms, requirements and other information in the RFP documents carefully. Submission of proposal shall be deemed to have been done after careful study and examination of the RFP document with full understanding of its implications. The response to this RFP should be full and complete in all respects. Failure to furnish all information required by the RFP documents or submission of a proposal not substantially responsive to the RFP documents in every respect will be at the ETIs risk and may result in rejection of its proposal. The decision of LIC of India in this regard is final and binding on all the ETIs.

6 6 Proposal Preparation Costs The ETI is responsible for all costs incurred in connection with participation in this process, including, but not limited to, costs incurred in conduct of informative and other diligence activities, participation in meetings/discussions/presentations, preparation of proposal, in providing any additional information required by LIC of India to facilitate the evaluation process, and in negotiating a definitive contract or all such activities related to the empanelment process. LIC of India will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the empanelment process. This RFP does not commit LIC of India to award a contract or to engage in negotiations. All materials submitted by the ETI shall become the property of LIC of India and ETI shall maintain confidentiality of such materials. Cost for Training: The cost/fees for the training will be borne by the Candidate/Agent attending the training. LIC of India will no way be responsible for any payment involved. Signing of Communication All the communication to LIC of India including this RFP and the empanelment documents shall be signed on each page by the authorized representative of the ETI and authority letter should be attached with the Proposal. ETI s inquiries and LIC of India s responses All enquiries / clarifications from the ETIs, related to this RFP, must be directed in writing exclusively to the contact person notified in this RFP document. The preferred mode of delivering written questions to the aforementioned contact person would be through . In no event LIC of

7 7 India will be responsible for ensuring that ETIs' inquiries have been received by LIC of India. After distribution of the RFP, the contact person notified by LIC of India will begin accepting written questions from the ETIs. LIC of India will endeavor to provide a full, complete, accurate, and timely response to all questions. However, LIC of India makes no representation or warranty as to the completeness or accuracy of any neither response, nor does LIC of India undertake to answer all the queries that have been posed by the ETIs. The responses to the queries from all ETIs will be distributed to all. No request for clarification from any ETI shall be entertained after due date and time as specified in this RFP. Amendment of RFP Document 1. At any time 6 days before the deadline for submission of proposals, LIC of India may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective ETI, modify the RFP document by an amendment. All the amendments made in the document will be circulated through The ETIs are advised to be in contact with LIC of India on regular basis for checking necessary updates. LIC of india also reserves the rights to amend the dates mentioned in this RFP for proposal process without assigning any reason. 3. In order to afford prospective ETIs reasonable time in which to take the amendment into account in preparing their proposal, LIC of India may, at its discretion, extend the last date for the receipt of proposals by a reasonable period. Supplemental Information to the RFP If LIC of India deems it appropriate to revise any part of this RFP or to issue additional data to clarify an interpretation of provisions of this RFP, it may issue supplements to this RFP. Any such corrigendum shall be deemed to be incorporated by this reference into this RFP.

8 8 LIC of India s right to modify submission deadline LIC of India may, in exceptional circumstances and at its discretion, extend the deadline for submission of proposals by issuing an corrigendum or by intimating all ETIs who have been provided the proposal documents, in writing or by , in which case all rights and obligations of the project and the ETIs previously subject to the original deadline will thereafter be subject to the deadline as extended. LIC of India s right to terminate the process LIC of India may terminate the RFP process at any time and without assigning any reason. LIC of India makes no commitments, express or implied, that this process will result in a business transaction with anyone. This RFP does not constitute an offer by LIC of India. Period and Validity of Empanelment The empanelment shall be valid for a period of 2 years from the date of empanelment of the proposal. On completion of the validity period, unless the ETI withdraws his empanelment in writing, it will be deemed as valid until such time that the ETI formally (in writing) withdraws his proposal. In extreme circumstances, LIC of India at its discretion may solicit the ETIs consent to extend the period of validity. The request and the responses for the same shall be made in writing. The empanelment valid for shorter period shall be rejected as non responsive empanelment. Proposal Ownership The proposal and all supporting documentation submitted by the bidder shall become the property of LIC of India. Minimum requirements to be fulfilled

9 9 The following conditions are to be fulfilled for the empanelment of the training institute under training center. The training institute should be housed in minimum built up space of 600 Sq mts. The empanelment of ETI for imparting training for online training to Agents. The training institute should have at least 4 computers to provide online training. The training institute should have permanent Full time Faculty as stated above The training institute should submit the complete documentation on the implementation strategy. SCOPE of WORK To provide online prescribed hours for pre-recruit training to Agents as per the prescribed syllabus by IRDAI (currently IC-33) from time to time. MISCLANNEOUS TERMS & CONDITIONS Empanelled ETI shall be fully responsible for up keep of all the infrastructure of the training institute. The empanelled training institute shall offer the courses as per the guidelines and the courses approved by IRDA from time to time. The empanelled training institutes shall be responsible for the entire operational costs during the entire period of empanelment. LIC of India shall not offer any financial assistance to them. The empanelled training institute should be operational all the days form 9 am to at least 6 pm except on Sundays and Public holidays.

10 10 ETI shall award the certification to the successful students who have completed the online pre-recruit training. ETI should submit the complete documentation on the implementation of training. The team of LIC of India shall inspect the training institute for above points and based the remarks and comments of the inspection team LIC of India shall empanel the ETI. The decision in this regard shall be final and binding. LIC of India may conduct surprise inspection of any of the empanelled ETI for the checking the quality and if in case it is observed that any empanelled ETI is engaged in fraudulent activities then the same shall be blacklisted by LIC of India for the minimum period of 5 years. All the necessary advertisement for enrolling the students has to undertaken by the ETI at its own cost. IMPLEMENTATION All the operational expenses shall be borne by the empanelled ETI till the end of the empanelled period. TECHNICAL SUPPORT The empanelled training institute shall be responsible for all the technical support and will serve as a single point of contact for all incidents and service requests for the training during the empanelled period. Opening of Proposal. Total transparency will be observed while opening the proposals. LIC of India reserves the rights at all times to postpone or cancel a scheduled proposal opening.

11 11 Proposals of the ETIs will be opened by the Proposal Evaluation Committee. During proposal opening preliminary scrutiny of the proposal documents will be made to determine whether they are complete, whether the documents have been properly signed, and whether the proposals are generally in order. Proposals not conforming to such preliminary requirements will be prima facie rejected. To assist on the scrutiny, evaluation & comparison of offers, LIC of India may at its discretion ask some or all the ETI for clarification of the offer. The request of such clarification and response shall be necessarily be in writing or through . Any proposal found to be unsatisfactory in terms of methodology may be rejected and will not be considered for further evaluation. The decision of evaluation committee in this matter shall be final and binding. The ETI shall be responsible for properly super-scribing and sealing of each envelope. Neither LIC of India nor the Proposal Evaluation Committee shall be responsible for accident opening of envelopes that are not properly super-scribed and sealed. Proposal Evaluation Committee The Proposal Evaluation Committee constituted by the LIC of India shall evaluate the proposal submitted by the ETIs. The committee will scrutinize the proposal only on fulfillment of all requests. The Committee constituted by LIC of India shall conduct the site survey of the training institute of only those training institutes who has fulfilled the eligibility criteria s and have submitted documentary proof fulfilling the minimum ETI criteria. In case it is observed that the information provided by the ETI does not match with training institute to be empanelled during the inspection then, LIC of India shall reject such proposal. The decision of the proposal Evaluation Committee in the evaluation of the proposal shall be final. No correspondence will be entertained outside the process of negotiation/ discussion with the Committee.

12 12 Rights to accept / reject any or all proposals LIC reserves the right to accept or reject any proposal, and to annul the proposal process and reject all proposals at any time prior to empanelment of ETIs, without assigning any reason. Disqualification Clause: In case, the prescribed hours, syllabus and time schedule is not adhered to, the ETI may be disqualified on inspection by the insurer. Encl: Form
