1 N E W Y O R K S T A T E H O U S I N G F I N A N C E A G E N C Y APPLICATION REQUIREMENTS FOR ENERGY EFFICIENCY OF NEW CONSTRUCTION AND PRESERVATION/REHABILITATION FINANCING Please review the updated HFA Mandatory Green Building Guidelines to comply with the new requirements and provide information to certify compliance as specified below. Electronic Utility Tracking Subscription Confirmation HFA requires that all properties use benchmarking software services to provide automated energy usage data collection directly from utility companies. This collected monthly utility data including fuel, electricity and water usage is to be uploaded to a designated US Environmental Protection Agency (EPA) ENERGY STAR Portfolio Manager account (the Portfolio Manager ) and shared with HFA on an annual basis. This requirement will be included in the regulatory agreement for the duration of the HCR financing. The following links provide list of software services providers: Task of the software services provider are as follows: 1. Collecting of property data (energy and water) from utility companies a. Energy use information can be collected from the utility company directly by the provider, once approval is granted by the project. b. Monthly utility data must be collected (with the exception of water, if not metered monthly) and oil delivery data should be collected. 2. Documentation of usage and costs for energy and water in Portfolio Manager 3. Submission of usage data to HFA annually by May 1st through Portfolio Manager a. To complete the benchmarking process, HFA s reporting template must be used in Portfolio Manager to share your data. Access to the template will be given to providers once a completed HFA application is received. Please certify that your project will comply with all benchmarking requirements as specified for New Construction and Preservation projects below. 2 New Construction Projects New construction projects are required to provide an executed contract with a benchmarking software provider to HFA at conversion of construction loan to permanent financing. Applicant will continue submitting monthly data to Portfolio Manager and share it with HFA on an annual basis throughout the duration of their regulatory agreement. Submission of this utility usage data (gas, electric, water, and fuel oil, if applicable) is to be provided electronically into a designated Portfolio Manager account as per the instructions in the HCR Benchmarking Guide. Indications of extremely inefficient use of certain utilities should be addressed in the proposed scope of work for the rehabilitation. Please complete information on the next page to provide details about your benchmarking provider and basic information on the property. Signature of applicant below represents acceptance of requirements of 2 years of historical data included with the application, maintaining the use a benchmarking service provider to track utility usage data and submitting this information to HFA annually for the duration of the regulatory agreement. 4 Standards for Energy Efficiency HFA requires developers applying for financing of the development or preservation of multifamily housing to choose an energy efficiency and sustainability strategy from the list provided in the new HFA Green Guidelines. All recommended practices applicable to the construction systems planned for the building must be incorporated. Nonresidential portions of projects shall incorporate comparable energy efficiency strategies as those required for residential projects to achieve. Developers must certify to HFA that the project has been designed in accordance with the standards selected and meets or exceeds the criteria set forth in the current NYS Energy Code or other more stringent local municipal codes. Based on the type of project, please indicate the applicable standards to be used by the project and attach an executed contract with qualified energy consultant retained to certify the project. Specific requirements of consultants for each standard can be found in HFA Green Guidelines. Any request for waivers of defined components in selected standard should provide detailed documentation.
