Roth, CMO, Chief Administrative Officer/Clerk Date: July 17, Septic Re-Inspection Program The septic re-inspection program will be initiated again in July Inspections will be conducted Tuesday and Wednesday each week, weather permitting, until mid- September. If the weather holds, the program may extend until early October. CBO Terry Tuck provided a report on the current status of the septic inspection program as part of the November 25th, 2013 Council Agenda. The 2014 septic inspection program began in June in Walkerton and will move to the inland lakes. The septic re-inspection program has ceased for 2014 and will be re-initiated in the spring of 2015 when ground conditions permit. Septic re-inspections restarted in May 2015 with the review of the files, and inspections started in July Ray Holliday and Jim Shields are proceeding in the Lake s area. 2. New Development Initiatives On May 28, 2009 all owners of development land located in Walkerton have been provided with either the municipality s standard subdivision or site plan agreement. a) Barry s Construction Brockton Council has agreed to a two (2) year extension on the lapsing of the draft approval. The municipality has prepared a draft agreement for the alternate access to the development which has been forwarded to the developer for their review. As of July 16, 2012, the Municipality has not received any communications from Barry s Construction in response to the Municipality s request for comments/approval of the draft agreement for alternate access to the development. Barry Kruisselbrink has contacted the municipality to arrange a meeting to discuss the servicing of his proposed development in Walkerton. At the September 10th, 2012 Council meeting, a 24 month extension on the lapsing draft approval was granted to Barry s Construction. Staff has met with Barry s Construction and his engineers to discuss the draft cost sharing arrangement for the alternate access to the ERBP as directed by Council. A staff report is included in the November 12th Council package that identifies the expected cost to Brockton for its share of the alternate access to this development. Page 1 of 6

2 At its Nov. 13th, 2012 meeting, Council approved in principle, a cost sharing agreement with Barry s Construction for the construction of an alternate access to their development. The details associated with the cost sharing and property transfers for the alternate access will be contained in an agreement with Barry s Construction. The Land Transfer Agreement with Barry s Construction was finalized at the May 13th, 2013 Council Meeting and work is underway on a subdivision agreement. On May 29th, a meeting was held with Barry s engineer, municipal engineer, municipal staff and county planner to discuss final engineer drawings for new road extension between ERBP and Cunningham Rd. north. Barry s Construction attended the July 14, 2014 Council Meeting to request an extension on the lapsing of draft approval for its development in Walkerton. At its August 11, 2014 meeting, Brockton Council agreed to extend the lapsing of the draft approval for the Barry s Construction development by 18 months until March 12, On Feb 16, 2016 Barry Kruisselbrink attended council to review his draft Plan of Subdivision and was granted an 18 month extension to the lapsing of the draft approval until September 12, Updates have been provided to Council and attached to this report (Sept 12, 2016) Barry s Construction continue to work with the Bruce County Planning Department to meet the submission requirements for the Draft Plan. Stuart Doyle on behalf of Barry s Construction attended council on March 13, 2017 with a six month update. The Archaeological Study is complete and the Species at Risk study is in progress. 3. Development of Brockton Municipal Complex Brockton Council has decided that the multi-use Municipal Complex will be located in the East Ridge Business Park (ERBP) and issued a Media Release on May 25, 2012 to inform the public of this discussion. At the June 25th, 2012 meeting, Council approved the Project Management Team (PMT) structure that provides a description of the process by which the Municipal Complex will be designed and created. The municipality has made a Conditional Offer to a private party to acquire additional lands (55 +/- acres) to be added to the northern and western boundaries of the ERBP. This Offer can only be finalized once all Conditions have been waived. The Complex PMT has had its 1st meeting and debated next steps with Gerry Pilon of Salter-Pilon Architects. The next PMT meeting is August 14th, 2012 at 3:30 p.m. The Municipal Complex PMT has scheduled regular meetings for the second Tuesday of each month at 3:30 p.m. Page 2 of 6

3 A Complex Project Management Team recommendation to create a RFP to attract expressions of interest from Project Management firms for the Municipal Complex will be included in the Oct. 22, 2012 Council meeting. At its October 22nd, 2012 meeting, Council has approved the creation of a RFP to attract Expressions of Interest from Project Management firms for the project. A draft RFP for Project Management services has been included in the Nov. 26th Council package for Council s review. At its November 26th meeting, Council approved the RFP for Project Management Services for the Municipal Complex. The RFP for Project/Contract Management Services closed on January 11th, Interviews of Project/Contract Management Service proponents finalists were held during the week of February 11th, The PMT recommendation to engage a Project Management firm is included in the March 11th, 2013 council package. PMT recommendation for changes in membership of the PMT is included in the March 25, 2013 Council Package The Project Manager (PM) toured various sites in Brockton on April 19th and met with the Recreation Services Team and soccer group. The Project Manager toured various potential sites on June 7th and 14th. Public Open Houses on the proposed municipal complex are scheduled for July 23 and July 25. A PMT meeting was held on Friday September 6th at 3:30 p.m. at the Brockton office and the next meeting will be at the call of the Co-Chairs. The next PMT meeting is scheduled for Tuesday September 24th at 3:30 p.m. The PMT will be presenting recommendations for the proposed Municipal Complex at the October 15th, 2013 Council Meeting. As its October 15th, 2013 meeting Brockton Council passed a multi-facetted Resolution for the municipal complex. The key component being the initiation of work on the soccer fields in ERBP. At the October 15th, 2013 meeting Brockton Council passed Resolution which reserved acres in the ERBP for the Municipal Complex. At its February 10, 2014 meeting Brockton Council passed Resolution to engage the services of Stantec Consulting to design soccer fields and circulate tenders for the creation of the fields in the ERBP. 4 The next PMT meeting is scheduled for June 18th at 3:30 p.m. and David Stewart of Prism Partners will be in attendance to present reports on the municipal office component and the Walkerton Community Centre component. Prism Partners reports on the Municipal Office and the Walkerton Community Centre were received and reviewed as part of the June 23, 2014 Council Meeting. Council will determine dates for a public presentation of these two reports. The final design for four (4) soccer fields and an accessary building in the ERBP has gone to tender on April 30, 2015 and closes at 2:00 p.m. on June 4, The PMT met to review the tender results on June 16, 2015 and made four (4) recommendations for Council s consideration at its June 22, 2015 meeting. Council resolution # August 24, No consideration of construction plans for a Municipal Complex in East Ridge Business Park in the term. The Grand Opening of the Bruce Power Regional Soccer Complex was held on May 27, 2017, and all fields are now being utilized. 4. Organizational/ Operational Review At the March 29, 2016 Meeting, Council approved Strategy Corp Inc. as the successful proponent for the Organizational/Operational review by Resolution # On Tuesday April 19, 2016, CAO/Clerk Roth met with the Strategy Corp Team to discuss the process, provide insight and approve the peer municipalities. Meetings with Council and Staff are set for May 17 through to May 18, 2016, with most stakeholders also included and others scheduled for telephone interviews. Strategy Corp Inc. is analyzing the information from the interviews and will provide an interim current state report to the CAO. The next stage of staff engagement will be the SCOPE Workshops which are planned to be conducted in mid - June. SCOPE workshops were scheduled for July 20 th and 27 th and have now been completed. The Organizational/Operational Review recommendations were presented to Council by John Matheson from Strategy Corp Inc. on October 11, Council accepts four of the five Organizational recommendations at the November 14, 2016 Council Meeting for implementation effective January 1, A Progress Report on the Operational recommendations will be presented to Council in July, Page 4 of 6

Lake Rosalind Property Owners Association (LRPOA) Annual Meeting follow up On June 12, 2016 Councillor Oberle, Peabody and Adams attended the annual LRPOA Meeting and Councillor Adams prepared the following list which still requires follow up: o Fall Leaf Pickup Program Action/Follow-up: that Brockton provide timely & effective communication to all LR/ML residents regarding the fall leaf collection program. All Brockton residents are advised of the leaf pickup through website, social media and the Brockton Buzz. o Short & Long Term Roads Program - That Brockton Council / staff communicate 5 year roads to association president upon completion. o Vehicles Speeding Around the Lakes - Action/Follow-up: Request that SB OPP continue to be vigilant in terms of presence & enforcement with regard to speeding. Consider use of new speed identification tool in strategic locations around LR/ML. o Mute Swans - Action/Follow-up: that the LR/ML s Property Association investigate & implement a more permanent solution to the on-going Mute Swan issue. In addition, that the municipality consider steps to limit feeding of the swans north of the causeway. The Municipality has adopted a by-law to ban the feeding of these waterfowl. o Street Light for the Hanover Bypass Corner (County Road 22 & Marl Lake Road) - Action/Follow-up: that Brockton Council / staff continue to follow up with Bruce County Highways for a street light at this critical corner. In addition, that Brockton keeps LR Property Association leadership updated on its progress. A 50/50% split is recommended between the County and the Municipality for the installation of this light. County staff will present costs to Municipality before work commences. o Grading at End of Road #6 (most southerly, narrow section of road) Action/Follow-up: Staff review, and provide an update and / or grading. o Blue /Green Algae - Action/Follow-up: Brockton Council to provide all available support to help effected residents. Update progress at future council meetings. 6. Marl Lake Property Owners Association On June 26, 2017 members of the Marl Lake Property Owners Association attended the Council Meeting to provide members with a list of requests as follows: Walkerton/Hanover Landfill (as per letter to Brockton and Hanover dated Sept. 2, 2014): Burning of wood has already ceased. Berm: the trees along the present berm are to grow and provide a barrier no further action was required to complete the expansion. Testing of groundwater on north side of the landfill along with shallow wells on Road 8 will refer to the Director of Operations. Page 5 of 6

6 Seagulls migrating from the landfill to the lake needs to be controlled to be referred to the Landfill committee Parking and fishing off the causeway staff will look into signage. By-Law Enforcement Lake residents requested proactive rather than reactive by-law enforcement no direction was given by Council. Engine Brakes on County Road 22 and neighbouring municipal roads will be referred to Bruce County.
