2 I. Introduction and Background II. Lazin Animal Foundation Inc. (LAF) is a non profit organization with headquarters in Arizona dedicated to reducing the unnecessary euthanasia of homeless animals and giving a second chance to dogs in need of rescue and rehabilitation, as well as to the special people whose lives they touch. The primary mission of LAF is to save, rehabilitate, and improve the lives of treatable animals: in imminent danger of being euthanized; in need of veterinary, surgical, post operative, or hospice care; living in abusive, neglectful, or inhumane circumstances; in need of behavioral rehabilitation or therapy in order to be adoptable; and who are abandoned, homeless, and in need of loving owners with a forever home. At Lazin Animal Foundation Inc., we recognize that today s changing community and economic needs, as well as the complex challenges easily associated with animal welfare, require new thinking and new approaches. Yet, the day to day pressures of work operationally and financially make it difficult to for animal welfare organizations to step back and engage themselves and their community to think bigger, to think differently to create new solutions and lasting impact. LAF will work to achieve this while honoring the legacy of its treasured Founder. Lazin Animal Foundation Inc. is in need of Executive and Operational Consulting Services and is accepting proposals in response to this Request for Proposal (RFP) (LAF EOCS ) in order to find a qualified source, or multiple sources to provide the services described herein. National and Community Outreach and Marketing The objective of this RFP (LAF EOCS ) is to locate a source, or multiple sources that will provide the best overall experience and value to Lazin Animal Foundation, Inc. While price is a factor, other and all criteria will form the basis of any award decision, as fully described in the Evaluation Factors section of this RFP (LAF EOCS ). Submission Guidelines and Requirements The following submission guidelines and requirements apply to this Request for Proposal (LAF EOCS ). 1. First and foremost, only qualified sources, from any state within the United States, and with prior experience on projects such as this should submit proposals in response to this RFP (LAF EOCS ). Bidders may include any source such as but not limited to individuals, for profit or nonprofit entities. Bidders must demonstrate individual or organizational, fiscal, Page 2 of 6

3 III. and programmatic or industry capacity to meet the requirements described in the Project Scope section of this RFP (LAF EOCS ). 2. Bidders must list and describe at least two projects that are substantially similar to this project as part of their response, including examples of work produced and accomplishments. 3. Bidders may respond in part or full to the categories of desired outcomes and provision of services. For example, a bidder may create a complete response to services including Board Development and Support, and Philanthropy but choose not to respond to service areas of Leadership, Operational Management, and National and Community Outreach and Marketing. 4. Bidders must provide a written proposal in response to this RFP (LAF EOCS ) that is not more than 15 pages, one sided, and single spaced using a font size of no less than 11 points. The budget and budget justification are not to be counted in the narrative page limit. 5. Bidders must provide resumes of all key personnel that will perform work related to the project. Resumes are not to be counted in the narrative page limit. 6. Bidders must provide a comprehensive annual budget with detailed line items. A corresponding budget justification (narrative) must be provided that is not more than four pages, one sided, and single spaced using a font size of no less than 11 points. Should bidders present a project budget based on an hourly rate, an estimated total number of annual hours for each service area must be provided and justified. 7. Bidders must provide a written document that is not more than two pages, one sided, and single spaced using a font size of no less than 11 points exemplifying their understanding of the challenges and opportunities facing animal welfare, philanthropy, and or similar content, and authorizing the proposal submission to Lazin Animal Foundation Inc. and testifying that the proposal contents are true and accurate. Such document must be signed by a representative that is authorized to contractually commit the bidder. Such document is not to be counted in the narrative page limit. 8. Proposals must remain valid for a period of no less than 180 days. 9. Proposals must be submitted electronically by the set deadline. Proposal submitted or received via alternate means will not be accepted for consideration. Proposals submitted or received after the set deadline will not be accepted for consideration. 10. In absolute discretion, Lazin Animal Foundation Inc. reserves the right to cancel this RFP (LAF EOCS ), and reject any and all proposals or portions thereof. LAF also reserves the right to request additional and/or modified information from sole and/or all bidders. 11. Should a sole or multiple bidders be selected by LAF for their provision of services related to this RFP (LAF_EOCS ), bidders will operate as an independent contractor and will not be deemed an employee of Lazin Animal Foundation Inc. 12. Selected bidders, if any, resulting from this RFP (LAF EOCS ) will subsequently enter into contract negotiations to establish a final working agreement, terms and conditions. Project Description The purpose of the project is as follows. Page 3 of 6

4 Lazin Animal Foundation Inc. Board of Directors (Board) believes that by expanding its capacity through the results of this Request for Proposal (LAF EOCS ) it will: Increase/improve the impact of philanthropy and philanthropic partnerships committed to animal welfare Identify creative and effective solutions related to abandoned animals and high rates of euthanasia Expand its reach nationally Become an active participant in creating awareness and promoting compassion; and Build a legacy honoring the LAF Founder. The successful bidder or multiple bidders, at the direction of the LAF Board, will play a pivotal role in the executive, administrative and operational management, and overall program success of LAF. The successful bidder or multiple bidders will responsibly and creatively develop and leverage the foundation s resources with nonprofit sector know how; represent LAF in a leadership capacity internally and externally, and throughout the nation; be strategic in creating and reviewing grant programs and requests; create, grow and demonstrate a deep understanding of the LAF s programmatic areas; evaluate the impact of funding choices; research, identify, and cultivate a culture for philanthropy and present revenue generating opportunities; support the Board and provide development consulting; professionally and accurately represent LAF in the media and create positive public relations/engagement opportunities; and be active in identifying and administering priorities and philanthropic investment strategies, program architecture, and sector alignment. IV. This project is multifaceted, and may be adapted to complement the influence of the Board and their designees. This project and the areas of service provision must reflect up to date and accurate knowledge of animal welfare, ultimately provide a platform for reducing the unnecessary euthanasia of homeless animals, and honor the legacy of LAF s Founder. Project Scope Bidders must provide a comprehensive narrative proposal that is not more than 15 pages exemplifying their desire and commitment to provide their services for one or more of the following service areas. Bidders must clearly describe their capacity and technical expertise, and the tasks, timelines, justifications, and outcomes for their proposed project work. 1. Strategic Consulting The successful bidder or multiple bidders will work with the LAF Board of Directors to: Give life to the LAF mission and ensure that it serves continuously as an inspiration, partner and guide Develop, execute and manage all programming with strategies and systems at the direction of the Board that are effective and aligned with LAF s vision and mission, and ensure that such strategies and systems are implemented well Design and implement local, regional, and/or national expansion efforts; complete a strategic planning process Page 4 of 6

5 Build partnerships in new markets, establishing relationships with service providers, funders, and community leaders in each market Contribute to the vision and thought leadership in LAF s focus areas Lead the Board s collaboration efforts for greater social impact and longevity; and Ensure proper care and development of the Founder s legacy, and LAF history, culture, reputation and image. 2. Operational Management Serve as primary staff and site for all services and LAF business Lead the the development of financial administration planning, and accountability standards and systems to track LAF s effectiveness and impact at the direction of the Board Facilitate consensus building meetings for the Board and partners Plan and execute educational and awareness opportunities for the Board, grantees, partners or grant making affinity groups Research, identify and work with leading experts to guide development of new business strategies Strengthen governance and administrative policies Produce the LAF annual report; and Travel as necessary to represent LAF. 3. Philanthropy: Grant making and Development Develop, execute and manage grant making programs Solicit, review and evaluate grant proposals Make appropriate and justified recommendations to the Board for funding Document and evaluate the impact of grant making programs Develop and manage LAF s ability to highlight philanthropy in the strategic plan and annual report Evaluate, implement and maintain opportunities for revenue generation, optimization and longevity; and Develop and maintain relationships with donor prospects including high net worth individuals, corporations, foundations, and other community organizations. 4. Board Development and Support Provide recommendations to develop, maintain and support a strong Board of Directors Attend all Board and any committee meetings and brief members on points of view, outcomes, financial operations, budget compliance, attainment of strategic goals, and all issues affecting Board oversight, governance and proper management of LAF Prepare and/or propose all relevant Board materials; and Recruit new Board members when circumstances require. National and Community Outreach and Marketing Create and implement a comprehensive marketing/public relations plan Leverage positive opportunities for strategic alliances and community outreach Identify and implement strategies to grow and create opportunities to generate additional revenue opportunities, media exposure, community marketing options building the LAF brand; and Promote relationships with beneficiaries, partners, and donors.
