3 NC Chamber Foundation Providing Solutions for North Carolina s Future Education & Talent Supply Infrastructure & Growth Leadership VISION 2030 Competitive Business Climate Entrepreneurship & Innovation Keeping Score for NC Integral to the success of a long-term vision is measurement along the way. Dashboard 2030 (ncdashboard.net), an online tool that measures progress on key metrics of success in North Carolina, developed by RTI International, tracks a comprehensive set of data points that provide real-time indicators of progress on how North Carolina and its local communities are doing in the global race for jobs. Following the release of North Carolina Vision 2030 in 2013, the NC Chamber Foundation has focused on providing the NC Chamber and its members with the solutions-oriented policy recommendations needed to turn that vision into reality. To ensure we achieve this goal, our efforts remain focused on three priorities: 1) studying North Carolina s most pressing challenges related to the Pillars of a Secure Future; 2) hiring policy expertise where needed; 3) keeping score via NC Dashboard 2030 and the Competitiveness Redbook. In addition to continuing to expand Dashboard 2030, the NC Chamber Foundation will release an updated Competitiveness Redbook. The Competiveness Redbook provides readers with a data-driven guide to North Carolina s economic health by comparing the state s performance with the rest of the country in a variety of key economic indicators.

4 Protecting HIRE Standards The NC Chamber Foundation leads the Hire Standards, NC coalition to educate North Carolinians on the importance of high academic standards joining the voices of our state s military, teachers, business leaders, police chiefs, parents, and local chambers of commerce. At various points throughout the Academic Standards Review Commission s standards review process in 2015, both the Hire Standards, NC coalition and the NC Chamber have submitted recommendations to the commission. In addition, the Hire Standards, NC team has worked with other education groups, especially educators, to produce additional s, calls, position papers and testimony for submission to the commission. An Economic Development Strategy for Rural Communities As our state continues to grow, it is clear that urban and rural communities require different economic development strategies that align to attract and retain jobs across North Carolina. With that in mind, the NC Chamber Foundation conducted a study guided by a steering committee and member company experts to explore this issue. In 2016, we look forward to bringing solutions for consideration by our state s business and elected leaders. Closing the Skills Gap The gap between the skills required in the modern workforce and the skillsets of those entering the workforce is one of the most significant challenges to growing the jobs of tomorrow. To address this challenge, the NC Works Certified Work Ready Community initiative is a collaborative effort between the NC Chamber Foundation and workforce development partners, including the Office of the Governor, the North Carolina Department of Public Instruction, the North Carolina Community College System Office, and the North Carolina Department of Commerce, aimed at leveraging data and analysis tools to continue growing economic opportunities for our state. The NC Chamber Foundation serves as the final certifying body to designate an NC Works Certified Work Ready Community. Powered by a grant from Verizon, the Foundation team has traveled the state certifying new work-ready communities in As of November, certifications have been awarded in Craven, Gaston, Greene, Lenoir, Jones, Pamlico and Wayne counties; an additional 21 counties are working to achieve certification N C Chamber A nnual R epor t

5 Paving the Way for Long-Term Transportation Funding Reform Making an Impact Studying Recent Successes in Tax Reform North Carolina s economy is intrinsically linked to its transportation infrastructure, but for a number of years now revenue for transportation projects has failed to keep pace with growing demand. With North Carolina s population expected to reach 12 million by 2030, the NC Chamber Foundation commissioned the Institute for Transportation Research and Education at NC State University to conduct a study to identify solutions for a diversified, stable and economically efficient revenue model to address current challenges and meet our state s long-term transportation funding needs. The results of that study, Diversifying Revenues to Improve Commerce and Economic Prosperity, identified 16 recommendations for alternative funding solutions. The NC Chamber team deployed those results to educate leaders across the state. Once informed, elected officials passed the first long-term transportation reforms in North Carolina since A competitive tax code is an essential component of an attractive state business climate that fuels new job growth, and in 2013, North Carolina took great strides to simplify and modernize its tax code by securing the first true tax reform package since the 1930 s. With such a landmark reform, the NC Chamber Foundation aimed to provide a resource to analyze these changes and gauge their true impacts on North Carolina s ability to compete with other states. To that end, the NC Chamber Foundation commissioned the nonpartisan Tax Foundation to release North Carolina Illustrated: A Visual Guide to Tax Reform, an interactive report examining North Carolina s tax system before and after the 2013 reforms. Filled with nearly 40 charts, graphs, and maps, the report tells the important story of how North Carolina s leaders are working together to raise our competitive tax standing among other states. According to Scott Drenkard, economist and director of state projects at the Tax Foundation, the report reveals that North Carolina s efforts in 2013 resulted in one of the most meaningful state tax reforms in the last 20 years.

6 NC JOBS WINS 2015 Legislative Victories for Business, Jobs & the Economy Securing North Carolina s Future, One Job at a Time! North Carolina attracted more new facilities and expansions in 2014 than any other state the influx has continued in 2015 with multiple major expansions. North Carolina has the smallest union workforce in percentage terms in the U.S., which keeps costs down. Labor costs are 10% below the national average and fifth lowest in the U.S the state also boasts a strong labor force and business-friendly incentive, legal and regulatory environments. At a time when inaction and gridlock are dominating the Washington policy debate, states have an opportunity to step up and fill this leadership void, and North Carolina is leading the way. We re making strides and moving forward in areas where Washington cannot get the job done! In recent years, the NC Chamber advocacy team helped secure a number of legislative reforms to bolster our competitive education, tax, tort and regulatory climates. In 2015, we fought to secure additional reforms to continue boosting the competitiveness of our overall business climate and grow the economic pie for job creators across North Carolina. This session, the NC Chamber advocacy team supported measures to improve our education system, including measures that broadened access to digital education and expanded the Read to Achieve summer reading program to improve early development and get more young students on the path to graduation. We fought to modernize our regulatory climate, helping to pass a long-overdue update to an archaic State Environmental Protection Act law, N C Cha mber Annua l R eport explaining why North Carolina earned the #2 spot in its Best States for Business and Careers index helping North Carolina companies grow new jobs at the pace of business. Our strong advocacy in support of House Bill 405 provided the key win on the employer freedom front, with passage of that bill giving employers the fair recourse they need to protect their private property. These reforms, in addition to others secured this session, are creating an even more competitive climate for North Carolina businesses. Thanks to the ongoing input and support of our members, we were able to drive your JOBS Agenda forward once again in 2015, protecting your bottom line and enhancing your ability to grow jobs! 7 NC Chamber Advocacy Secures Generational Funding Reforms for Transportation North Carolina is one of the fastest growing states in the nation, with our population projected to add 2 million more residents by For a number of years now, the NC Chamber and our members in the business community have recognized the daunting challenge that an underfunded transportation network poses to a competitive future for our fast-growing state. The transportation network provides the lifelines that allow commerce to flow throughout North Carolina and connect our state with the larger global economy. Without recurring funds, however, our transportation infrastructure would only continue to deteriorate with each passing year. Instead of punting the problem down the road, the NC Chamber took the initiative, leading the charge to secure funding and protect the future growth of our transportation network. In 2015, we upped our advocacy game on the transportation front. As the NC Chamber made securing long-term transportation reform measures the centerpiece of our JOBS Agenda, we directed a clear and consistent message toward elected leaders throughout session: face this challenge with courage and work to solve it now, or watch our competitiveness suffer as our transportation problems continue to get worse. In September, elected leaders stepped up to that challenge, passing a budget that included the first long-term transportation reform measures passed in North Carolina since Transportation funding reform measures passed in 2015 created an additional $1.158 billion in transportation revenue availability over the biennium, with $708 million deriving from recurring sources. The motor fuel tax was indexed under a new annually-adjusted formula to account for future growth, while the NC Ports Authority gained the first-ever state appropriation ($70 million) to modernize our outlets to overseas markets. New procedures were put in place to streamline the long-term delivery of projects over the entire network, allowing more new construction where it is needed most. And by ending the annual $216-million transfer from the Highway Fund to the General Fund, reforms ensured that virtually all money raised for transportation is invested directly back into the transportation network. As North Carolina transitions from a regional competitor to a global innovator, the NC Chamber s strong advocacy in support of long-term transportation reform is helping the business community prepare to create jobs at an unprecedented rate 1.5 million more jobs over the next 15 years, in fact. This is yet more compelling evidence that the North Carolina Chamber with the support of the unified business community can combine the balanced voice to draw attention to long-term challenges facing our state with the competitive vision to guide elected leaders toward effective solutions to those challenges.

8 Building a More Competitive Legal Climate North Carolina Chamber Creates Legal Institute In 2015, the U.S. Chamber Institute for Legal Reform released an update to its competitive index of state legal climates, the 2015 Lawsuit Climate Survey: Ranking the States. In the report, North Carolina jumped 13 spots from the previous index, climbing from the 20th to the 7th most business-friendly state legal climate. The U.S. Chamber s report also identified the growing correlation between a state s legal environment and its ability to compete for new investment and grow new jobs. In response to that direct correlation, in 2015, the NC Chamber announced the formation of the North Carolina Chamber Legal Institute, a new vehicle to protect and consolidate, in state and federal courts, the policy and legislative wins our advocacy team has fought hard to secure. The efforts of the North Carolina Chamber Legal Institute will fall into three broad categories. First, it will provide analysis by identifying, researching and analyzing, in a nonpartisan manner, those aspects of North Carolina s legal environment and legal system that enhance the business climate. Second, it will inform the business community and general public by publishing the results of its work gained as a result of the study and analysis activities. Finally, the Legal Institute will perform judicial advocacy and intervention through Amicus Curia participation in significant judicial cases and participating as a party in litigation where appropriate. The goal of the North Carolina Chamber Legal Institute is to ensure we remain a top-tier state for business legal climate, with an eye on becoming the best in the nation. Anti-growth and anti-business groups sometimes use the courts to derail job creation and retention. The business community must be prepared to engage in legal activities to protect job creation and retention. 9 Political Program Backing the Business Caucus While the NC Chamber and our members have helped secure a number of impressive jobs wins in the last few years, they could all be for naught if we do not engage to support the issues pursued by pro-jobs elected officials. The pro-growth business agenda is being attacked nationally and here in North Carolina, and the elected officials who have taken votes to support these pro-growth, jobs reforms are being targeted. The North Carolina Chamber Political Program has been busy preparing for battle and will be implementing a strong strategy to increase engagement and alignment within the business community to protect the state s majority, bipartisan Business Caucus in the N.C. General Assembly in In 2014, we saw a mere glimpse of what is to come in The U.S. Senate race cost more than $110 million, including outside spending, making it the most expensive contest in U.S. history. However, the astronomical spending was not limited to the top of the ticket, as 13 state legislative races topped the $1 million mark. Prior to 2014, only two N.C. General Assembly races had topped $1 million in the history of the state. The leading driver for this record spending was outside groups, specifically anti-growth environmental groups and unions. If we want to see North Carolina continue to compete for jobs, who we elect matters and the anti-growth opposition is mounting. They outspent the business community 10-1 in 2014 and have not been shy about their ambitions to top that in the coming year. We cannot afford to lose the gains we have made to outside groups that do not share our vision for North Carolina s future with your support and investment, the NC Chamber Political Program continues to offer the deliverables the business community needs to sustain pro-growth leadership in North Carolina. 10 Membership & Services Expanding Statewide Reach Number of Investors Cornerstone Investors In 2013, the North Carolina Chamber launched a five-year strategic plan to continue growing the membership base and strengthening the organization s reach throughout the statewide business community. In the third year of this plan, the NC Chamber set aggressive membership goals and has been successful in expanding our reach and growing our membership, with more than 100 companies joining the fight! % YEAR Growth in number of Cornerstone Investors has averaged 15% over the last 3 years 119% 5-Year Revenue Growth MEMBER SERVICES North Carolina Chamber MarketPlace North Carolina Chamber Services, Inc., a subsidiary of the NC Chamber, continues to grow its private health insurance and benefits exchange through CieloStar, a nationwide healthcare payment and benefit technology company. The North Carolina Chamber MarketPlace now has two major medical providers, Blue Cross and Blue Shield of North Carolina and Coventry. Through this private exchange, North Carolina companies can offer employees access to a one-stop, online marketplace to shop for health insurance. The North Carolina Chamber MarketPlace can be accessed at Heritage-Crystal Clean The NC Chamber has a strategic partnership with Heritage-Crystal Clean to provide environmental services to its members. Nearly 100 NC Chamber members take advantage of the member-only pricing available through this program. This North Carolina Chamber Member Discounts program affords members no-charge waste profiles and equipment installation, as well as a 25 percent discount on all of their products and services. North Carolina Human Resources Library The NC Chamber offers its members discounted access to the North Carolina Human Resources Library, an online resource that translates state and federal labor and employment laws and regulations into plain English. The North Carolina Human Resources Library features a hardcopy book and online subscription to the North Carolina Human Resources Manual, an online subscription to Model Policies and Forms for North Carolina Employers, and a weekly e-newsletter, HR Update N C Cha mber Annua l R eport

11 Branding Engaging the Business Community In order to effectively lead the statewide business community in securing North Carolina s future, the North Carolina Chamber continued to increase its visibility and member-connection iniatives in The NC Chamber had significant growth in its member communications, public relations and social media efforts, in addition to strengthening its event offerings and expanding our coalition work. Our annual events drew positive feedback from attendees and support from sponsoring businesses that invested in marketing in front of thousands of decision makers. The NC Chamber continues to increase its visibility through more than 892 earned print media hits, in addition to national and statewide television and radio appearances. NC Chamber leaders have become sought-after authorities on issues regarding the business community in North Carolina. The NC Chamber utilizes seven issue-specific alerts to target specific member interests around public policy areas. In 2015, the NC Chamber intensified its engagement with these action response teams, reaching more than 3,870 unique s across all action response teams.
