4 1.0. INTRODUCTION OF THE PROGRAMME Context. Background of the Programme. This Call for Proposals for the Skills Development Fund (SDF) is part of the Support to Skilling Uganda Strategy (SSU) project. The SSU intervention is jointly implemented by Belgium Development Agency (BTC) and the Ministry of Education and Sports (MoES) with the kind support of the Belgian Government, European Union Emergency Trust Fund and Irish Aid. The programme focuses on supporting the 10-year Skilling Uganda strategic plan that aims at making Skills Development in Uganda more demand driven through linking BTVET with the real world of work. The Support to Skilling Uganda Karamoja region intervention is funded by the Government of Ireland, supporting relevant skills development for Karamojong youth, women and girls. As the Karamoja region has specific features (high poverty, low economic development, few training providers and low quality training), complementarity of skills development with livelihood activities is key and more focus on short term vocational trainings and on emerging markets and on possible future economic developments is what the Skills Development Fund Karamoja targets to support Programme objectives and Expected results About SDF To address the challenge of BTVET financing, BTC is piloting a Skills Development Fund (SDF) in Albertine & Rwenzori, Northern Uganda and Karamoja region. While World Bank through Private Sector Foundation Uganda (PSFU) is supporting a Skills Development Facility country wide. The learning and experience from both the fund and facility will feed into the development of a future national Skills Development Fund (SDF). The BTC operated SDF has three baskets (Albertine & Rwenzori, Northern Uganda and Karamoja) whose aim is to stimulate bottom-up initiatives and partnerships between the BTVET institutions and the labour market/ private sector by supporting a series of joint ventures between training providers and the labour market. Through the supported initiatives, the fund will facilitate transition from the world of school (training institutions) to the world of work (the institutions of the private sector and the labour market). Objectives of SDF The SDF aims at stimulating bottom-up initiatives and partnerships between the BTVET institutions and the labour market/ private sector by supporting a series of JOINT VENTURES between training providers and the labour market. The following are the objectives of the fund; a) To broker joint ventures between training providers and industry/enterprises in skills development programmes. b) To stimulate concrete Skilling Uganda change processes from the grassroots levels. c) To facilitate best practices in skills development. d) Social targeting; supporting skills development for vulnerable youth, women and girls. e) To enhance skills development in Value Chain livelihood development to improve productivity. 5 1.3 The Call This call is particular for the SDF Karamoja basket to support the access to short and medium term quality vocational training and enhancement of entrepreneurial skills for youth, women and girls. Both initial vocational education and training and continuing vocational education and training will be eligible. For this particular call, SDF Karamoja basket aims at; Raise awareness on skills development for Karamojong and innovative approaches to ensure increased access. Equipping Karamojong youth, women and girls with skills to enable them access the local labour market either through employment or self-employment Funding Windows The basket has the following funding windows. (For detailed information refer to the SDF Manual VERSION 2 Window 1 Increased access to relevant, qualitative skills development (including short and medium term training, life skills, entrepreneurial skills, coaching and start-up kits) for Karamojong (with specific focus on youth, women and girls). This window supports Skills Development provision in the proximity of the disadvantaged youth, women and girls. Lead applicants are expected to provide on-site short-term, non-formal Skills Development training programmes relevant to the identified skills gaps, based on livelihood opportunities and labour market analysis in the region. The training providers are expected to take on a holistic approach, including, numeracy and literacy, life skills, career guidance, entrepreneurship training and provide start-up kits. Window 2 increased absorption of vulnerable youth, women and girls in existing skills development training programmes through provision of scholarships, followed by life skills, entrepreneurial skills, coaching and start-up kits. This window will provide scholarships to facilitate the access of disadvantaged youth, women and girls to existing short term, non-formal Skills Development training programmes or formal BTVET programmes in the targeted region or exceptionally within the country. Window 3 (NOT APPLICABLE FOR THIS CALL) Financial volume of this call for proposals. The total indicative amount available under this Call for Proposals is 400,000 EUR. 6 Grant amount. Any grant application under this Call for Proposals must fall between the following range; Minimum amount: EUR 5,000 for all windows. Maximum amount: EUR 200,000 for all windows 2.0. RULES APPLICABLE TO THIS CALL FOR PROPOSALS. These guidelines specify the rules of submission and selection of actions financed under this Call for Proposals. 2.1 Eligibility. There are three categories of eligibility: actors, actions and costs as detailed below. Under the actors there is lead applicants and co applicants. Actions are the market demand driven programs the fund intends to implement in Karamoja whereas costs are the actual expenditures and direct costs incurred by the applicants in the support of the eligible activities The eligible actors: For this specific basket, there will be two to three actors The lead applicant and the co-applicant/s. The lead applicant is an intermediate actor e.g. NGOs with local expertise in Karamoja, in a joint venture with skills development operators. The lead applicant is required to make a joint application (join venture) with at least one of the following co-applicant/s. Private sector partner/bmo Training providers and Business Development Services (BDS) providers. The lead applicant (NGO) will coordinate activities to ensure the technical quality, standardisation and alignment of training content to the required standards and lead on the administration and financial management of the grant. Target Applicants and their requirements. Lead Applicant Intermediate actors (National and international NGOS, CBOs, Business Membership Organisations). Co-applicants Requirements Registered with relevant authorities (NGO board, district etc.). Local expertise in managing implementation of skills development in Karamoja. Previous work experience in the thematic areas i.e. education, skills development, livelihoods, social empowerment etc.; Should have an active Bank Account for the past 12 months. 7 Public and Private not for profit training providers. Registered by Ministry of Education and Sports. Members of UGAPRIVI. Have adequate experienced instructors in the proposed training; Have an active bank account for the past 12 months and In-house financial capacity. Private sector companies/enterprises. Be a member of a Business Membership Organization (BMO) or have a supporting letter from a BMO. Legally registered with the relevant government authorities i.e. Registrar of Companies. Valid trading License and tax clearance certificates. Business Development Service providers. Should have experience in provision of accredited programmes in entrepreneurship, numeracy and literacy. Legally registered with the relevant government authorities i.e. Registrar of Companies. Valid trading License and tax clearance certificates. Only joint applications of any two of the above are eligible Number of requests and Grant Agreements per applicant: The lead applicant may not submit more than one application per window in this call for proposals. The lead applicant may not be awarded in more than one window in this call for proposals. A co-applicant may be a beneficiary of more than one Grant Agreement in different windows with different lead applicants under this Call for Proposals. 8 a) They are in a state of or the subject of proceedings relating to bankruptcy, winding-up, administration by the courts, arrangement with creditors, cessation of business activities, or are in any similar situation arising from proceedings of the same nature provided for in national legislation or regulations; b) They have been the subject of a judgement which has the force of res judicata (i.e. against which no appeal is possible) for any offence involving their professional conduct; c) They have been guilty of grave professional misconduct proven by any means, which the contracting authorities can justify; d) They have not fulfilled their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of Uganda or with those of Belgian Development Agency. e) They have been the subject of a judgement which has the force of prejudicate for fraud, corruption, involvement in a criminal organisation or any other illegal activity; At concept note stage, the applicant must declare that neither itself nor its co-applicant(s) fall under any of these situations. Co-applicant(s) Only joint applications are eligible and partnership with one or more lead applicant(s) is possible. The co-applicant(s) shall participate in specifying the implementation of the action, and the costs that they incur shall be eligible in the same way as those incurred by the applicant. The co-applicant(s) must satisfy the requirements specified in the table above. The co-applicants must sign on the declaration at concept note stage and full application stage The eligible actions : The eligible actions under this call for proposal comprises of the geographical location, target beneficiary priority sectors, programme and activities of the fund as defined below. Geographical Location: The actions will be implemented in Karamoja, specifically in the seven Districts of the region (Abim, Amudat, Kaabong, Kotido, Moroto, Napak and Nakapiripirit). In case the actions cannot be implemented in Karamoja, it should be duly justified. In any case, the actions will be based on market demand for particular skills, emerging economic activities within the local economy of Karamoja as outlined below. Target Beneficiaries: Overall, the actions will directly target minimum 70% Karamojong and maximum 30% non- Karamojong, at least 80% of these must be youth (aged between yrs.) and 30 % women and girls. 9 Construction (roofing, electricity, painting, tilling, metal works and fabrication, carpentry, garden escarpment) Transport (tractor mechanics, metal welding, driving, tyre repairing, blacksmiths, and artisan fitting) Water (plumbing, irrigation technicians, solar technicians, water pump mechanics, water pump attendants) Energy (Bio gas masonry, bio gas technicians, local stove artisans) Agriculture (Climate-Smart agriculture technicians, forest technicians, nursery bed works, seed technicians, agriculturalists) Livestock (Laboratory attendants, animal health technicians) Tourism (Tour guides, hospitality) Programmes: The fund targets to support training programmes for which technical skills are required in the labour market in the following ways: Support training activities and enabling environment for short-term and medium term relevant training in skills required by the local economy ranging from non-skilled to semiskilled. Programs directed towards meeting technical skills required in the labour market that should not exceed 9 months, focusing on practical skills (with the exception of scholarships for absorption in formal skills development programmes that can go up to 2 years). Expansion/Improvement of existing programs, or development and delivery of new programmes. Activities: In support of the mentioned training programmes, the following activities are eligible: The acquisition of necessary basic raw materials, tools, teaching aids, etcetera, for implementation of the initiative; Training, awareness-raising, study trips, job shadowing, workshops, studies and/or consultancy with a view of capacity building; Insurance against accidents for trainers and trainees; Personal protective wear; Basic learning materials for trainees Adapting and enriching training manuals needed for skills development in private sector establishments; Social inclusion activities for example scholarships, life skills training, numeracy and literacy, etcetera Tracing and career guidance activities; Work based learning activities for example transportation and feeding of the trainees Basic infrastructure 1 and equipment (maximum 30% of the budget) Start- up kits 1 It is at the discretion of the Selection Committee to determine the basic infrastructure. 10 The eligible costs Overall, the fund will support joint ventures and public private partnerships and the maximum of up to 70% of the budget will go to the lead applicant and a minimum of 30% to the co-applicant/s Only eligible costs will be covered by grants. The types of eligible and ineligible costs are indicated below. The budget is both an estimate of costs and an overall cap on eligible costs. The applicant direct cost which are eligible under this call for proposal are; a) The personnel costs of staff assigned to the activity corresponding to the actual gross remunerations and salaries, including social contributions and other costs constituting part of remuneration; these must not exceed the salaries and costs normally borne by the beneficiarycontractor unless there is a justification showing that the surpluses are indispensable to achieve the activity. b) Travel and subsistence expenses, provided they correspond to habitual practices of the beneficiary-contractor or do not exceed applicable tariffs at BTC's. c) Costs of works and purchase of equipment specifically intended for the needs of the activity; d) Costs of consumables. e) Costs arising from other contracts substantiated by supporting documents approved by the beneficiary-contractor for the needs of the implementation of the activity. f) Costs arising directly from the requirements of the agreement (dissemination of information, specific evaluation of the activity, audits, translations, reproduction, insurance, etc.), including charges for financial services (in particular transfer costs and financial guarantee costs where required under the agreement). g) Duties, levies and any other taxes or charges, including the value-added taxes, which have been paid and cannot be recovered by the beneficiary-contractor. h) Meals, drinks and snacks are accepted for the activities if they are part of and necessary to these activities, justified and of a reasonable amount. Overheads costs. The percentage of overheads is determined in the Grant Agreement and shall not in any case be higher than 7%. The overheads are motivated in the detailed budget and are calculated on the basis of actual expenditure. The following costs shall always NOT be considered as overheads: i) Debts and debt-related charges; j) Provisions for possible future losses or debts; k) Debit interests; l) Costs declared by the applicant and covered as part of another action or by another donor; m) The purchase of land or buildings, unless these purchases are indispensable to the direct implementation of the action, in which case property rights must be transferred to the final beneficiaries at the latest at the end of the action; n) Currency exchange losses; o) Loans to third-party bodies unless where specified in this agreement. 11 Actual expenditure incurred by the applicant(s) must meet all of the following criteria: a) Expenditure must be incurred during the course of the activity. In particular, the following should be noted: (i) Service-related expenditure must concern the activities carried out during the implementation period. Supply-related expenditure must concern the delivery and installation of goods during the implementation period. The signing of a contract, the placing of an order or an expenditure commitment during the implementation period for the future provision of services or supplies do not meet this requirement; (ii) Expenses incurred must be paid before submission of the final implementation reports. They may only be paid subsequently if this is mentioned in the final implementation report, with the estimated payment date; b) They are identifiable and verifiable, and in particular recorded in the applicant s accounts and determined in accordance with the applicable accounting standards of Uganda and with the applicant s usual cost-accounting practices; c) They meet the provisions of applicable tax and social legislation; d) They are reasonable and justified and observe sound financial management principles, in particular as regards economy and effectiveness. Ineligible costs The Fund does not support the following types of activities and associated costs: - Infrastructure except in very exceptional cases; Seminars and conferences designed to stimulate discussions and/or keep participants abreast of the latest trends in skills upgrading; Absentee payment of staff attending training programs; Workshops and conferences for political, spiritual and social enhancement; Professional training programs, involving the upgrading of personnel such as doctors, lawyers, accountants and architects; Postgraduate training programs, involving the pursuance of higher education leading to the award of an advanced diploma, graduate diploma, degree or post degree qualification; Salaries for existing training or teaching staff for BTVET institutions and for enterprise personnel with exception of proven additional work based on the need, schemes of work, lesson plans, time sheets, etcetera. 12 3.0. SELECTION CRITERIA FOR THE SDF INITIATIVES The fund will focus on the following key elements during selection: Relevance: Joint ventures that are oriented towards immediate employment, productivity and income generation opportunities in the formal or informal sectors. Bottom-up Initiatives: Flexible industry driven initiatives to be nurtured for growth and expansion. Standardization: Adherence to national and international standards and certifications that allow for recognition of prior learning and progression. Innovation: Promotion of innovative modalities of skills development to establish a system of demand driven BTVET provision and Work-Based Learning. Results based financing: Part of the budget will be based on results in terms of completion and employment of graduates. Final financial instalments e.g. bonuses will be paid based on the achievement of certain milestones, and mainly upon the gainful employment of the graduates. Social targeting: Supporting access of vulnerable youth to skills development for example through scholarships. These will be youth, women and girls that are marginalized from mainstream educational and training provision due to various barriers generated by economic, social, and geographic fault-lines and physical disabilities and other specific constraints. Matching funds: Collaboration with ongoing support by other actors is encouraged. Contributions in kind; Contributions in kind means goods or services provided free of charge by a third party to the BTC. As contributions in kind do not involve any expenditure on the part of the BTC they shall not constitute eligible costs PRESENTATION OF APPLICATION AND PROCEDURES TO BE FOLLOWED: STAGE 1: CONCEPT NOTE Introduction In the first stage, the applicant sends only the concept note with required annexes and in the second stage, after notification of its being shortlisted, it sends the full application form along with the required annexes Content of the concept note Applications must be submitted in accordance with the instructions on concept notes forms (Annex 1) Applicants must submit their request in English. In the concept note, applicants need only to provide an estimate of the amount of the contribution requested from the Belgian Development Agency. Only applicants invited to submit a full application in the second stage should present a detailed budget. 13 Any errors or major inconsistencies concerning the points mentioned in the instructions on concept notes may result in its rejection. The BTC reserves the right to request clarification where the information provided does not enable it to carry out an objective evaluation. Handwritten concept notes will not be accepted. The following annexes must be attached to the concept note: 1. Registration certificate 2. By laws/articles of Association Where and how to send the concept note The concept note must be submitted in one original - signed copy and one photocopy copy in A4 format, each bound separately. Please respect the guidelines. An electronic version on a USB stick of the concept note must also be provided along with the paper version, as indicated below. The electronic file must be exactly identical to the attached paper version. 14 4.1.4 Deadline for the submission of concept notes The deadline for submission of concept notes is 6 th June 2017 at 5:00PM. Participants will be expected to meet their costs of travel and mileage STAGE 2: Full Application (Relevant for only those whose concept notes would have been successful) Introduction At this stage, only applicants whose concept notes were successful, will be invited to submit a full proposal. The full grant application template will be sent to successful applicants after completion of evaluation of the concept notes Further information on application process: Evaluation and selection of applications Concept notes and full applications will go through the following appraisal process; a) Administrative conformity check of concept notes: The SDF unit will capture information about the applicant for administrative conformity and eligibility criteria for concept note using annex 3 to these guidelines. b) Evaluation of concept notes: Concept notes that meet the administrative checks will be subjected to evaluation to check for relevancy, innovation, equity and quality among others. c) Selection Committee review of evaluation report of concept notes. The SDF Selection Committee will review and endorse the evaluation report of the concept notes. d) Submission of full application: The applicants whose concepts will meet the administrative, eligibility and relevancy checks will be invited to submit full proposals. e) Administrative conformity check of applications: Full applications submitted within the deadline will be subjected to administrative and eligibility checks. f) Technical Appraisal: The applications that conform to the administrative requirements will be technically appraised to ensure their relevance, quality, implementation management and value for money. 15 g) Organizational assessment: Applicants meeting the technical criteria will be verified and assessed on their capacity. h) Approval: Applications that meet the criteria and have the required capacity will be reviewed by the SDF Selection Committee for approval. i) Grant agreement signing: The approved applicants will sign agreement with BTC which will set the rules and guidelines for the grant Feedback Management Official request Applicants may send their questions by , at the latest 21 days before the concept notes submission deadline, to the address set out below, making sure that they clearly indicate the Call for Proposals reference number: The BTC will not be obliged to provide clarification on questions received after this date. Questions will be answered at the latest 11 days before the concept notes submission deadline. The answers to these questions and other important information communicated during the information sessions will be published in due course on the BTC website ( As such, regular consultation of this website is recommended in order to be informed of the questions and answers published Response to applicants The applicant will be notified in writing of the decision taken by the BTC concerning its application and, in case of rejection, the grounds for this negative decision. If an applicant feels that it has been adversely affected by an error or mistake allegedly committed in an award procedure, or believes that the procedure has been vitiated by an instance of maladministration, it may file a complaint with the BTC. In this case, complaints concerning the outcome of the screening of concept notes will be dealt with by the Project Coordinator, who will conclude whether the grievance is warranted and possible consequences of the complaint. The SDF unit will make all relevant documentation on all applicants available to the Selection Committee. Complaints concerning the outcome of the approval/rejection of applications by the Selection Committee will be considered by the Chairperson of the selection Committee, who will conclude whether the grievance is warranted and the possible consequences of the complaint. In this case, the SDF unit will make all relevant documentation available for the Steering Committee. Dissatisfaction with the decision by the above bodies should be referred to the ordinary legal system and will be dealt with according to the laws of Uganda.
